2 Preface On April 1, 2017, the Department of Transportation and the Department of Public Works and Services amalgamated to become the Department of Infrastructure (INF). INF is responsible for ensuring the Northwest Territories (NWT) is ready to address current and emerging road safety issues while maintaining legislative responsibilities, motor vehicle programs, and various driver and motor vehicle related services. One of the current road safety issues INF is addressing is drug impaired driving. Research shows that drug impaired driving is now rivaling alcohol impaired driving. The Government of Canada has announced that they plan to legalize Cannabis in July, INF is concerned that this may result in an increase in drivers impaired by Cannabis. To address the possible influx of drivers impaired by Cannabis, all Canadian jurisdictions are working under very tight timelines to ensure the required legislative, operational, and enforcement elements are in place prior to legalization. INF has participated in community consultations with NWT residents regarding the upcoming legalization of cannabis and has received valuable input that will assist in determining the best ways to address drug impaired drivers in the NWT. For drivers operating motor vehicles with Cannabis and other prohibited drugs in their systems, INF plans to establish administrative license suspensions similar to those that currently exist for alcohol impaired drivers. Motor Vehicles Act amendments specific for drug impaired driving will be a focus for INF over the next year, along with a communications campaign to ensure residents are well informed about the dangers of driving after consuming drugs. The NWT is taking a progressive lead in Canada by expanding online services for commercial and noncommercial clients. As of March, 2017, NWT residents are now able to renew their driver s license or NWT identification card online. This new service will result in less time spent by residents at Driver and Motor Vehicles (DMV) offices across the NWT and reduce the need to travel to other communities for those residents who do not have a DMV office where they reside. On April 1, 2017, 228 motor vehicle and driving related fines were increased. These new fines are consistent with similar fines in other jurisdictions and will act as a deterrent to unsafe driving behavior. The Department has signed two national agreements that will help Canadian jurisdictions harmonize the administration of driver s licenses and motor vehicles services, and support the concept of one driver-one record. INF is also working to give clients the option to use gender X on their driver s license or identification card if they prefer not to use a female or male identification. The Partners in Compliance Program is a motor carrier safety program initiative that reward motor carriers with exemplary safety records by allowing them to bypass weigh scales, which saves a significant amount of time. INF is currently working to establish a commercial traffic electronic by-pass at the Enterprise weigh scale, which will allow commercial carriers rated as excellent in Alberta to be able to bypass the weigh scale. Amendments to the Large Vehicle Control Regulations to reflect changes to the National Memorandum of Understanding are also currently in their final stages. Finally, November 15, 2017, will be the official opening of the 137 kilometer Inuvik Tuktoyaktuk Highway. This will be the first highway connection in Canada to the Arctic Ocean, which will achieve a long-term vision of connecting Canada from coast-to-coast-to-coast. INF will continue to provide the highest level of service to clients across the NWT and ensure the NWT s practices and procedures are modernized, and consistent with the rest of Canada. INF will continue to monitor road safety issues and trends across the country to ensure we can continue to provide for the safe, secure, accessible, and reliable movement of people and goods across the NWT. 5 1.0 Introduction This report presents a statistical summary of the vehicle and driver population in the Northwest Territories as well as an overview of revenue, driver testing activity, convictions and suspensions. This information can be used by Program Managers, al Superintendents and Senior Managers to assess INF s activities and monitor trends. The information in this report is derived from data maintained on INF s DRIVES system. A series of reports are used to extract the statistical information from DRIVES. The information is checked for reasonableness and accuracy by comparing with reports available on DRIVES and the System for Accountability and Management (SAM) as well as Northwest Territories population figures. INF s Headquarters and al staff also have an opportunity to review the charts and tables for accuracy. Despite these measures, errors may exist due to data coding and entry, therefore, the information should be viewed with caution. 2.0 Executive Summary Section 3.0 shows the number of registered vehicles by type and region. The table includes all vehicles with a valid registration as of December 31, 2016 and registered to an individual or company with a Northwest Territories address. Duplicate registrations are excluded by counting unique vehicle identification numbers. As of December 31, 2016, there were 38,967 registered vehicles, a 1.5 percent increase from The breakdown of registered vehicles by type is an approximation based on variables including; vehicle make, vehicle model, vehicle type, style, license plate type, and gross vehicle weight. Lightduty vehicles, including passenger cars, passenger vans, sport utility vehicles and pickup trucks, comprised 73 percent of the vehicle population in Section 4.0 presents the characteristics of licensed drivers. The tables include all Northwest Territories residents with a valid driver s license as of December 31, On this date, there were 26,408 licensed drivers, a 1.2 percent increase from The population of the Northwest Territories increased by 0.9 percent during the same period. Persons aged 65 and over comprised 8.3 percent of the driver population. Although not shown in the tables, the proportion of drivers aged 65 continues to increase. Section 5.0 presents revenue data from all Driver and Vehicle Licensing Offices and on-line services operated by INF and by private contractors. The revenue is summarized by category, region and Issuing Office for all transactions taking place between April 1, 2016 and March 31, For the 2016/2017 Fiscal Year, revenue from the various categories is as follows: Vehicle registrations: $5,162, Driver testing: $208, Driver licensing: $803, Products and services: $1,178, Total: $7,352, Section 6.0 shows the total number of driver tests conducted in the Northwest Territories between April 1, 2016 and March 31, 2017 by test type (written vs. road), class and region and shows the 1

6 corresponding passing rates. In the 2016/2017 Fiscal Year 8,185 written tests and 1,677 road tests were conducted. The corresponding passing rates were 57.4 percent and 67.5 percent, respectively. Section 7.0 presents information on driver convictions, suspensions and demerit points of Northwest Territories drivers. The tables showing convictions under the Criminal Code, Motor Vehicles Act and Regulations, All Terrain Vehicles Act and municipal bylaws include convictions arising from traffic offences committed in the Northwest Territories between April 1, 2016 and March 31, The tables exclude convictions arising from offences committed outside of the Northwest Territories. During the 2016/2017 Fiscal Year, there were 270 convictions under the Criminal Code, a 16.9 percent increase from the previous Fiscal Year. There were 2,558 convictions under the Motor Vehicles Act. This is an 18.1 percent decrease from 2015/2016. Section 8.0 shows the number of permits issued by type and issuing location, number of Commercial Vehicle Safety Alliance (CVSA) inspections conducted and number of commercial transport-related convictions under the Motor Vehicles Act and Transportation of Dangerous Goods Act for the 2016/2017 Fiscal Year. This section also includes the number of Deh Cho Bridge toll permits issued by toll class and associated revenue. During 2016/ ,471 permits were issued; 777 CVSA inspections were conducted; There were 122 commercial transport-related convictions under the Transportation of Dangerous Goods Act and Regulations as well as under commercial transportrelated regulations pursuant to the Motor Vehicles Act; and $4,184, in Deh Cho Bridge toll revenue was collected between April 1, 2016 and March 31, Section 9.0 presents a summary of reportable collisions in the Northwest Territories for the 2015 and 2016 calendar years. A reportable collision is an incident involving one or more motor vehicles resulting in death, personal injury or a minimum of $2,000 in property damage in the absence of deaths or injuries. Details on traffic collisions are presented in the publication entitled 2016 NWT Traffic Collision Facts and include collisions occurring on the NWT Highway system. This publication contains useful information on issues that affect collisions and their severities, such as drinking and driving; unsafe speed; young and old drivers; and use of occupant restraints.
