15 DETACHMENT INITIATIVES TARGETED MEDIA RELEASES: Traffic / Marine Sergeant JANUARY / FEBRUARY 2017 Public awareness campaign winter driving preparedness. Reduction in winter road driving and safety awareness radio spots, OPP and Lambton Safe Roads Committee continued through January and February. Winter road conditions updates were sent to media when warranted to ensure drivers had a heads up before taking to hazardous highways. Community Service Officer A total of 27 media releases were distributed for the month of January. A total of 13 media releases were distributed for the month of February. The CSO s continue to distribute media releases in relation to the operation of motor vehicles during the winter months as well as Impaired Operation by alcohol and/or drugs. The CSO s continue to seek community involvement by utilizing media releases with regard to property crimes such as break and enters, thefts and mischiefs that are currently being investigated or are unsolved. CSO s also prepared and continued to distribute media releases regarding the Push for Change initiative that involved a fundraising charity hockey game. CSO s prepared and distributed media releases in relation to major incidents throughout Lambton County such as a barricaded subject, a double fatal structure fire and a multi-million dollar barn fire. CRIME & TRAFFIC CAMPAIGNS / INITIATIVES: Traffic / Marine Sergeant RIDE Program Festive RIDE campaign continued through the 7th of January. Funded RIDE continued with the funding to be completed in March. Red ribbon crosses in partnership with MADD were placed in front of Lambton OPP Headquarters in Petrolia and remained there for the month of February.
16 Street Crime During the months of January and February, the Lambton SCU investigated 11 CDSA related offences. From these investigations the SCU charged 8 people with 39 charges. Several members of the Lambton SCU attended annual block training. Members were also assigned continued follow up on a major prescription fraud investigation. Several more production orders were authored and executed. Members have had to travel to London, St. Thomas and Kitchener to continue this investigation. Members assisted the Sarnia PS in three drug search warrants by providing information to substantiate their grounds in applying for these warrants. All three warrants were successful in taking drugs off the street and charges being laid. Lambton SCU and Lambton Crime held a stakeholders meeting with several policing neighbours to address a local person who has been charged with several property related offences across south west Ontario. The purpose of the meeting was to share evidence and combine efforts in order to more efficiently prosecute this person. A local Crown Attorney was present and will take the shared file to MAG to see if all the charges can be prosecuted in one jurisdiction. Crime Abatement Crime Abatement 11 Average Number of Checks 3 Average Number of People Charged 0 Breach Charges 0 Additional Charges related to Compliance Checks 0 No criminal charges were laid in regards to compliance checks for this time period. One party was charged by another police service in regards to breaching release PUBLIC EDUCATION CAMPAIGNS: Traffic / Marine Sergeant Education is a continuous effort utilizing all aspects of local and social media as well as seminars and programs. Winter Road Driving 511 winter driving information. Media Radio and print. Road condition announcements. Meetings with all stakeholders involved in the safety of Lambton Roads.
17 Animal Collisions 38 collisions in January and February is the same amount during this time in Driver education which included handouts was used for animal collision awareness Driving Tips: Be aware of posted deer crossing signs. Remember that deer are most active between 6 and 9 p.m. Use high beam headlights as much as possible. Keep in mind that deer generally travel in herds if you see on, there is a strong possibility others are nearby. Do not rely on car-mounted deer whistles. They don t work. If a deer collision seems inevitable, swerving to avoid it could cause you to lose control of your vehicle or send you into another vehicle or tree. New / Novice drivers Education programs are being planned to educate new and novice drivers in partnership with Lambton County. Impact presentations are scheduled for local high schools concentrating on distracted and impaired driving. This includes the legal restrictions on alcohol for new and novice drivers. New and Novice drivers must: Have zero alcohol for G1 or G2 classifications. Have zero alcohol levels under the age of 21. Distracted driving involves more than just cell phones. Under the law, drivers under the age of 22 years and novice drivers will face a 30- day driving ban upon a first conviction for distracted driving.
18 Community Service Officer The CSO s prepared and distributed several media releases aimed at public education, Crime Prevention and Winter Driving. The CSO s continues to support the OPP and Mac s Milk Positive Ticketing Campaign (Operation Freeze- free Froster for kids conducting good deeds). CSO, in conjunction with Cogeco Talk TV, presented a live television interview and spoke about Winter Driving Safety. CSO provided a detachment tour for a local Cubs of Canada group as well as engaged in an interactive fingerprint information session. CSO s engaged with community stakeholders in a Push for Change Charity Hockey game against students from Lambton College at the Progressive Auto Sales Arena. CSO s continue to be engaged in the OPP Kids Program throughout various schools within Lambton County. In the near future, the CSO s have committed to CSO is actively reaching out to area high schools offering a Safe Driving Presentation which incorporates the OPP Big 4. CSO s continue to offer the OPP Kids program to Lambton County Elementary Schools for the remainder of the school year. CSO will be presenting a Fraud Prevention Presentation for the local Petrolia Boomers in March CSO will be presenting a School Bus Safety Lecture for a local business in March 2017covering the Highway Traffic Act and reporting practices. CSO will be conducting a Corunna Detachment tour for a local primary class from Colonel Cameron School. CSO s will be attending a CSO Workshop at OPP West Region Headquarters in April. 19 SCHOOL RESOURCE OFFICER: During January and February Lambton School Resource Officers have been kept busy with daily foot and vehicle patrols in the schools and streets in the surrounding neighborhoods. Exams have come and gone and a new semester has begun. A large number of Criminal Code charges and diversions have taken place over this two month period. A 13 year old boy was charged and diverted under the YJCA in January for leaving threatening messages on the answering machine at Brooke Central PS. The threats were in relation to another boy with whom there were previous issues. Counselling has begun in this case also. In January a 16 year old Alvinston youth was charged with several Criminal Charges including threats and unlawfully in a dwelling after being caught in a neighbours home. Although familiar with the homeowner, the youth went there when no one was home and became upset when police were called, making threats to the owner who returned and caught the youth inside. In January, a 17 year old, well-known to police, was once again charged with several Breaches of Probation after being arrested in a stolen car in St. Clair Twp. The youth was a passenger this time. The 18 year old driver is facing numerous charges for theft and possession of stolen property. In February 2 male youths were charged for Mischief after a car was damaged in Pt. Edward. This all started when the males came across one of their old girlfriends sitting under the bridge with her new beau. In February there were 2 Mischief charges laid on youths who reside at the group home in Petrolia. Holes were punched in the walls. In a separate incident in February 2 males who also reside at the group home were diverted to Rebound for possession of marihuana. Both were smoking outside LCCVI after school hours. Three youths were diverted for possession of marihuana under the YJCA in February after being stopped in a car in the Forest area. A small amount of drugs and related paraphernalia were seized and the parents were notified. Two females were diverted in January at North Lambton Secondary School after a fight broke out in class. Parents were called in and a truce was negotiated after their respective suspensions expired. A 12 year old and 14 year old were charged/diverted after spreading chocolate sauce on play equipment and windows at Wyoming PS. Both attended and cleaned up the sauce and wrote apology letters to the school. A 13 year old boy was charged with Threatening and diverted under the YJCA in February for bringing a pocket knife into school at Kinnwood PS in Forest. St. Clair Child and Youth as well as counsellors from the school board were brought in and met with the boy, Police and his parents. Counselling has started and will continue.

21 VIOLENT CRIME / BENCHMARK CRIME AREA CRIME SERGEANT: JANUARY / FEBRUARY 2017 JANUARY 2017 Members of the Lambton County Crime Unit continued with the BRAR homicide investigation from Highway 402. Accused remains in custody and members continue to travel outside of Lambton County for interviews. 4 sexual assault investigations were led by members of the Major Crime Unit. Crime unit members assisted the CBSA in a Child Pornography investigation in which charges were laid on a male party. Investigations continued into the suspicious fires within the County. Major Crime Investigators continue in cold case unexplained death investigation. Investigators lead a suspicious fire investigation that is ongoing. FEBRUARY 2017 Members investigated 2 sexual assault incidents. Crime Unit members lead a Robbery incident in which lottery tickets and cash were taken; arrest warrants have been issued for two male parties Investigators assisted in out of province investigation Members engaged in Cold Case Sexual Assault/Abduction file. Major crime unit Detective assisted in 4 investigations requiring intelligence gathering expertise.
22 TRAFFIC & MARINE JANUARY / FEBRUARY 2017 RADAR / LIDAR Intercept enforcement on Highway 402 (33 Provincial Offences issued.) Use of EzStat and Speed Trailer. Focus patrol for slowing vehicles on Highway 402 prior to inclement weather was successful and will remain in place. Continuous RADAR within the county for complaints and known speed areas.. HSD & HET Highway Enforcement Team (HET) was working in Lambton County 5 times during January and February with focus on HTA and Criminal Code investigations. They also provided additional RIDE checks during this time. Driver education classes and instruction are highly recommended. 67 RIDE Checks in January / February. TRAFFIC IN THE MEDIA No serious personal injury or fatal collisions in January or February No incidents in the water during this warm trend. SPEED TRAILER Lambton speed trailer deployment: Watford, Petrolia, Wyoming and Forest. EZ STAT TRAFFIC MONITORING SYSTEM Traffic Complaint / Speeding Nauvoo Road at Front Street, Watford, Warwick Township January 21 st 25 th, Situation: Concern brought forward regarding the speed of motor vehicles on Nauvoo Road just north of the railway bridge which is a posted 40 km/hr. zone. Concern is that speed may cause collisions or harm to persons in the area due to the poor visibility coming over the bridge into the village.
23 They report vehicles traveling over 80 km/hr. Location details: Paved, at the bottom of a railway bridge with visibility only to the top of the bridge. Downtown area fed by residential streets. 40 km/hr. zone. Visibility is poor for vehicles entering Nauvoo Road due to the height and proximity of the bridge. Stop signs at several intersections throughout the village. Investigation: The Lambton O.P.P. does not have any collisions in this location. EZ stat RADAR was set up from Sunday the 21 st of January 2017 at 1400 hours to Wednesday the 15 th of January at 2100 hours. Please see attached graphs vehicles over monitored time. 756 vehicles under the posted 40 km/hr. speed vehicles over the posted 40 km/hr. (41 50 km/hr.) 516 vehicles over 50 km/hr. (50 55 km/hr.) 454 vehicles over 55 km/hr. Average speed of 46 km/hr. Speed times are highest 1500 to 1800 hours. There is also a spike in the morning between hours but to a lesser degree. Conclusions: Volume of traffic is highest at commuting times. Speeding, over 55 km/hr. is not prevalent in the area but given the poor sight lines any speed over the bridge or in the downtown core is a concern. Average speed is 46 km/hr. Compliance is high but the majority of speeding is in the 50 to 65 km/hr. Late-afternoon appears to be the high volume and speed time. Focused patrol for this area is warranted in the afternoon to reduce speed coming into the downtown. The afternoon will also have more pedestrian traffic which causes an increased risk.

This included Nauvoo Road and Confederation Line. Further deployments were started close to the end of February and into March on Churchill Line near Mandaumin Road which will be reported in March results. There have been several serious collisions in that area which is being examined for cause.

30 NON-EMERGENCY 911 CALLS Ontario Provincial Police Lambton County Detachment, respond to numerous non-emergent 911 calls. Recent analysis of the calls for service in 2016 indicated there is still a need for a reduction. This reduction will result in cost savings for the residents of Lambton County. EMERGENCY 911 CALLS 1. Lock the keypad/home screen on your device. 2. Disable the 911 auto dial feature 3. Carry your device in a holster or protective case. 4. Do not let children play with your device. 5. Make sure of the number you are dialing. 6. Remove batteries from phones not being used. 7. If you dial 911 in error, remain on the line and explain to the call taker that you dialed in error and that you are safe. Police will still respond to verify. 31 AMBER ALERTS Ontario AMBER Alert March 7, In an initiative to help ensure the safety of Canadians, the Canadian Radio-television and Telecommunications Commission (CRTC) has taken measures to ensure that Canadians receive timely warnings over their televisions and radios of imminent risks to life and property, including AMBER Alerts. The CRTC mandated the broadcasting industry to distribute emergency alert messages by March 31, Cable and satellite companies, radio stations, over-the-air television stations, CBC and video-on-demand services all must relay emergency alerts. These alerts are distributed through the National Alert Aggregation & Dissemination (NAAD) system. The Ontario AMBER Alert is a warning system that quickly alerts the public of abducted children who are in imminent danger. The Ontario AMBER Alert Program was established in 2003 as a voluntary, cooperative plan between radio/television stations, the Ministry of Community and Correctional Services, Ministry of Transportation and Ontario Law Enforcement Agencies. The Ontario AMBER Alert is a warning system that quickly alerts the public of abducted children who are in danger. The main objective of the AMBER Alert is always the safe return of the child. The early stage of the investigation is critical. Information obtained quickly through an AMBER Alert may assist in the safe and swift return of abducted children. Guidelines for requesting the OPP to initiate an AMBER Alert have been distributed to all Ontario Police Services. The guidelines are used for ensuring all alerts are appropriate. Questions and Answers: Q: What exactly is an AMBER Alert? A: If a child is reported as being abducted, and the case meets certain guidelines, the investigating police service can ask the OPP to issue an AMBER Alert. The description of the child (and if available, the alleged abductor or involved vehicle) are then immediately broadcasted on many different mediums including: highway signs, radio stations, over-the-air television stations and social media. Q: What are the guidelines for issuing an AMBER Alert? A: The guidelines for issuing an AMBER Alert are:
32 1) Law enforcement agency believes a child under the age of 18 has been abducted. 2) Law enforcement agency believes the child is in danger. 3) Law enforcement agency believes an immediate broadcast alert will help in locating the child. 4) There is descriptive information about one or more of the following: child, abductor and/or vehicle involved. Q: Who facilitates the AMBER Alert program? A: The OPP facilitate the program within the province, but the program is available to all police agencies in Ontario. Q: How do I receive an AMBER Alert? A: AMBER Alerts are distributed through cable and satellite companies, radio stations, over-the-air television stations, CBC, video-on-demand services, social media as well as though SMS text messages. Q: How do I sign up for AMBER Alerts through SMS text messages? A: Visit or text 26237(AMBER). Q: How can the community assist? A: If you see or hear an AMBER Alert, watch for the child, suspect, and/or vehicle described in the alert. If you have any information regarding an AMBER Alert immediately report any sightings to the police by calling 9-1-1, Crime Stoppers or your local police. Q: Why isn t the AMBER Alert Program used for missing children? A: It is important that the AMBER Alert Program be used only when the guidelines are met. Overuse could desensitize the public to the alert and weaken the response when the program is really needed. Thankfully, child abductions that meet the program s guidelines are relatively rare in Ontario. The challenge for the OPP and its AMBER Alert partners is to make sure all Ontario police services know the program is available and how to access it, even if they do not use it regularly. Q: Can I opt out of receiving AMBER Alerts on my television or radio? A: No, the CRTC mandated the broadcasting industry to distribute emergency alert messages by March 31, Cable and satellite companies, radio stations, over-theair television stations, CBC and video-on-demand services must relay emergency alerts. These alerts are distributed through the NAAD system. The OPP apologize for any inconvenience or disruption in viewing / listening pleasure. We will not express regret for taking any steps necessary to locate an abducted child.
33 Q: What is the NAAD system? A: The National Alert Aggregation & Dissemination (NAAD) System provides authorized Government Agencies across Canada with a simple, easily accessible means by which they can issue public safety messages. The NAAD System validates and authenticates the messages it receives to ensure they are from the participating government authority and are compliant with certain agreed to standards and policies. After this, the NAAD System then aggregates all the alert messages it receives from government authorities into a data stream which it distributes over the internet and by satellite ensuring coverage across Canada.
