15 DETACHMENT INITIATIVES SEPTEMBER / OCTOBER 2016 TARGETED MEDIA RELEASES: Traffic / Marine Sergeant Labour Day weekend initiative Distracted driving. Thanksgiving weekend / Operation impact Seatbelt / aggressive driving. Community Safety Officer / Media Relations A total of 20 media releases were distributed for the month of September. A total of 23 media releases were distributed for the month of October. The CSO continues to distribute media releases in relation to the operation of motor vehicles and offences related to impaired driving by alcohol and drugs. The CSO continues to seek community involvement by utilizing media releases with regard to property crimes and mischiefs that are currently being investigated or unsolved. The CSO distributed high profile media releases in relation to; back to school and farming safety, serious collisions and a 5.3 million dollar drug seizure. CRIME & TRAFFIC / MARINE CAMPAIGNS / INITIATIVES: Traffic / Marine Sergeant Labour Day Weekend - During the 2016 Labour Day weekend, the Lambton County OPP reportedly arrested and charged 1 impaired driver and issued 56 speeding tickets, 23 Liquor Licence Act tickets and 3 Compulsory Automobile Insurance Act tickets in a proactive measure to keep Lambton County Roads and waterways safe for all members of the public during the long weekend.
16 Thanksgiving Holiday Weekend - Education and enforcement with focus on distracted driving. 102 charges including 12 other Highway Traffic Act charges, 86 speeding, 2 Liquor Licence Act and 2 Compulsory Automobile Insurance Act. RIDE Program 308 RIDE checks have been conducted to date from the 1 st of January Funded RIDE is being used to enhance awareness of impaired driving for long weekend and event areas where alcohol is being served. Street Crime During the months of September and October, the Lambton SCU investigated or assisted with 13 drug related occurrences. In total, 7 people were charged with 90 Criminal Code and CDSA related offences. These investigations also included 50 search warrants or production orders being authored. In one of the incidents the Lambton SCU investigated a marihuana grow operation that began with the eradication of over 5200 mature plants. The street value of the plants is in excess of 5.2 million dollars. Further investigation revealed evidence of an indoor grow operation and a subsequent search warrant located 28 pounds of marihuana. This investigation is ongoing. The Lambton SCU continued an investigation into a prescription fraud matter. This investigation is still ongoing and has resulted in the majority of warrants authored and charges laid. It is anticipated that more charges are pending. The Lambton SCU concluded a break and enter investigation by identifying four youths responsible and retrieving several stolen items. The youths were diverted into a program in lieu of charges, as per the YCJA. SCU members also authored and executed a CDSA search warrant where 87 large, mature marihuana plants were seized. Two people were charged under the CDSA in relation to this. The above noted incidents including the number of search warrants, production orders, court briefs, property management and follow up has kept the members of the SCU extremely busy for the past two months. 17 One charged party was charged by another detachment as well as Lambton detachment. Two persons were sentenced to federal terms. One person accumulated 12 fail to comply charges as the result of compliance checks. PUBLIC EDUCATION CAMPAIGNS: Traffic / Marine Sergeant Education is a continuous effort utilizing all aspects of local and social media as well as seminars and programs. Partnership with Lambton Safe Roads Working on education program for at risk drivers such as seniors or persons with medical issues that would make it unsafe to operate a motor vehicle. Animal Collisions 48 animal collisions were reported in September and October with no injury. There have been 175 collisions involving animals YTD resulting in 4 injuries. Community Safety/Media Relations The CSO prepared and distributed several media releases aimed at Public Education and Crime Prevention. Some of which included back to school traffic enforcement and monthly traffic initiatives and campaigns. The CSO continues to support the OPP and Mac s Milk Positive Ticketing Campaign (Operation Heat- free hot chocolate for good deeds). The CSO continues to deliver the KIDS Program within 8 of our County Elementary Schools. The fall KID Session commenced in October of this year. To date (September / October 2016), the CSO has completed 13 OPP KIDS presentations to area Elementary grade 6 / 7 classes. The CSO participated in presentations and events such as the Sarnia- Lambton Crime Stoppers Golf Tournament, Wyoming Agriculture Safety, International Plowing Match, Petrolia Seniors Fair, Pt. Edward Emergency Services Day, Brigden Fall Fair and the OPP Fallen Members Bridge Dedications. An ongoing initiative known as Push for Change (Youth Homelessness) will be travelling through Lambton County from the 3 rd to the 6 th of December The CSO has been active in facilitating this initiative. Thus far, the CSO will be facilitating the Push for Change Walk, Petrolia Christmas Parade Appearance, Hockey Game and Sleep out Challenge. This entire initiative has been endorsed by the
18 Commissioner s Office and will bring awareness to area youth during this time period. SCHOOL RESOURCE OFFICER: During the months of September and October 2016, School Resource Officers (SRO) maintained a high level of presence in both of Lambton County s secondary schools. Both interior and exterior patrols conducted especially during lunch hour and the end of classes. SRO(s) provided traffic control in front of LCCVI along Dufferin Ave during the end of the school day due to traffic congestion. High level of traffic on Dufferin Ave due to the detour imposed on Petrolia line. SRO(s) attended the Youth Mental Health Court Worker Program Committee meetings in Sarnia discussing the various issues affecting youth within the court system and social services. SRO(s) liaised with Rebound coordinator on several occasions. SEPTEMBER criminal charge under the CDSA was laid on a youth for possession of a controlled substance. 5 youths in total were given an YCJA diversion for possession of a controlled substance primarily marihuana. All 5 were either issued formal cautions or YCJA diversion warnings. 3 youths were given an YCJA diversion for the offence of mischief under $5000 and were referred to Sarnia Rebound. 1 youth was given an YCJA warning for the offense of assault. 1 youth at Brigden Public School was caution with respect to assault and guidance given to him and his parents in hopes of addressing his anger. Issue with students being speeding within the 30 km/hr. zone near the high schools. Several students spoken too regarding their driving behavior. OCTOBER criminal charges laid in the month of October. 2 youths charged with possession of marihuana contrary to section 4(1) of the CDSA. 1 youth charged with mischief under $5000 after damaging family home. 2 youth involved in physical altercation while riding school bus causing a commotion. Both youths given YCJA diversion warnings for the offense of causing a disturbance by fighting. Another 2 youths cautioned with respect to fighting on school property. Both issued YCJA warnings. 2 public school youths given YCJA diversion cautions for assault after fighting each other and causing one of the involved youth to have a suspected concussion. 4 youths diverted to Sarnia Rebound. 3 for Break and enter and theft and 1 for theft of $300.
19 1 public school student given YCJA diversion warning for utter threats to cause harm over social media. Parents spoken too as well. AUXILIARY: COMM. 20 VIOLENT CRIME / BENCHMARK CRIME SEPTEMBER / OCTOBER 2016 AREA CRIME SERGEANT: SEPTEMBER 2016 Members of the Lambton County Crime Unit continued with the BRAR homicide investigation from Highway 402. Accused remains in custody and members continue to travel outside of Lambton County for interviews. Three sexual assault investigations were led by members of the Major Crime Unit. Investigations continued into the suspicious fires within the County. Members initiated an investigation into Dangerous Driving, Mischief to Property and Causing a Disturbance within the Town of Inwood in which suspects were causing damage to roads, hydro poles and engaging in driving that put the public at risk. Lambton County Crime Unit Members were engaged with Street Team in order to locate and arrest suspect who was committing multi-jurisdictional crimes within the Region. OCTOBER 2016 Members investigated four sexual assault incidents. Lambton County Crime Unit members assisted in Aggravated Assault investigation in which male victim suffered major trauma to his face requiring surgery. Crime Unit members assisted in the suspicious death/suicide investigation, wherein a male was located deceased in his vehicle, submerged in Lake Huron. Members engaged in Cold Case Sexual Assault/Abduction file. Crime Unit members identified and arrested five males responsible for the Dangerous Driving and Causing a Disturbance within Lambton County. Member engaged in Assets Forfeiture Investigation with possible seizure of property obtained through criminal activity.

23 TRAFFIC & MARINE SEPTEMBER / OCTOBER 2016 RADAR / LIDAR Focus patrol for identified areas were conducted. RADAR and LIDAR are the primary enforcement tools being utilized but EZ stat and electronic signage was utilized in all zones. Analytics is being used to identify problem areas. School zone project being developed for the school year. HSD & HET Highway Enforcement Team (HET) was working in Lambton County several times in September and October with focus on HTA and Criminal Code investigations. Construction - Increase in complaints such as Petrolia Line in the Town or Petrolia. The second phase of Petrolia line construction has required detours onto streets unfamiliar with this volume of traffic. TRAFFIC IN THE MEDIA September 2 nd Head on Collison on Confederation Line just east of Forest Road at 7:15am. Driver of a black pick-up truck fled the scene. Minor injuries to other driver. Investigation continuing. September 5 th - Collison Highway 402, 6:45 a.m., two vehicle motor vehicle collision in the area of Highway 402 westbound and Christina Street, City of Sarnia involving two tractor trailers. Driver suffered minor injury. Charged with Careless Driving. September 30 th - Fatal Head on Collision at 1:39 p.m. on Nauvoo Road, north of Egremont Road, Warwick Township. As a result of an extensive investigation, the Lambton Ontario Provincial Police (OPP) has ruled that the decease driver was at fault. October 10th Hwy 40 - Traffic stop at 8:56pm results in 2 males and 2 females being charged with numerous drug and criminal code offences. October 14th Esterville Road and Kent Line in Dawn Euphemia at 7:42pm. Traffic stop 2 Males charged with Drugs and Weapons offences.
24 October 19th Aggressive driving complaint. Male passes a vehicle on Confederation Line, flips and hits a tree. He has to be extricated out of vehicle. Charged with two criminal offences. 25 DETACHMENT EMERGENCY PLANNING ACTIVITES SEPTEMBER / OCTOBER 2016 EMERGENCY PLANNING ACTIVITIES: CVECO planning traffic control with other emergency services response to code 6 reviews continues. TABLE-TOP EXERCISES: One planned in Petrolia on the 8 th of November and the other on the 10 th of November at the County of Lambton.

30 NON-EMERGENCY 911 CALLS Ontario Provincial Police Lambton County Detachment, respond to numerous non-emergent 911 calls. Recent analysis of the calls for service in 2015 indicated there is still a need for a reduction. This reduction will result in cost savings for the residents of Lambton County. EMERGENCY 911 CALLS 1. Lock the keypad/home screen on your device. 2. Disable the 911 auto dial feature 3. Carry your device in a holster or protective case. 4. Do not let children play with your device. 5. Make sure of the number you are dialing. 6. Remove batteries from phones not being used. 7. If you dial 911 in error, remain on the line and explain to the call taker that you dialed in error and that you are safe. Police will still respond to verify. 31 AMBER ALERTS Ontario AMBER Alert March 7, In an initiative to help ensure the safety of Canadians, the Canadian Radio-television and Telecommunications Commission (CRTC) has taken measures to ensure that Canadians receive timely warnings over their televisions and radios of imminent risks to life and property, including AMBER Alerts. The CRTC mandated the broadcasting industry to distribute emergency alert messages by March 31, Cable and satellite companies, radio stations, over-the-air television stations, CBC and video-on-demand services all must relay emergency alerts. These alerts are distributed through the National Alert Aggregation & Dissemination (NAAD) system. The Ontario AMBER Alert is a warning system that quickly alerts the public of abducted children who are in imminent danger. The Ontario AMBER Alert Program was established in 2003 as a voluntary, cooperative plan between radio/television stations, the Ministry of Community and Correctional Services, Ministry of Transportation and Ontario Law Enforcement Agencies. The Ontario AMBER Alert is a warning system that quickly alerts the public of abducted children who are in danger. The main objective of the AMBER Alert is always the safe return of the child. The early stage of the investigation is critical. Information obtained quickly through an AMBER Alert may assist in the safe and swift return of abducted children. Guidelines for requesting the OPP to initiate an AMBER Alert have been distributed to all Ontario Police Services. The guidelines are used for ensuring all alerts are appropriate. Questions and Answers: Q: What exactly is an AMBER Alert? A: If a child is reported as being abducted, and the case meets certain guidelines, the investigating police service can ask the OPP to issue an AMBER Alert. The description of the child (and if available, the alleged abductor or involved vehicle) are then immediately broadcasted on many different mediums including: highway signs, radio stations, over-the-air television stations and social media. Q: What are the guidelines for issuing an AMBER Alert? A: The guidelines for issuing an AMBER Alert are:
32 1) Law enforcement agency believes a child under the age of 18 has been abducted. 2) Law enforcement agency believes the child is in danger. 3) Law enforcement agency believes an immediate broadcast alert will help in locating the child. 4) There is descriptive information about one or more of the following: child, abductor and/or vehicle involved. Q: Who facilitates the AMBER Alert program? A: The OPP facilitate the program within the province, but the program is available to all police agencies in Ontario. Q: How do I receive an AMBER Alert? A: AMBER Alerts are distributed through cable and satellite companies, radio stations, over-the-air television stations, CBC, video-on-demand services, social media as well as though SMS text messages. Q: How do I sign up for AMBER Alerts through SMS text messages? A: Visit or text 26237(AMBER). Q: How can the community assist? A: If you see or hear an AMBER Alert, watch for the child, suspect, and/or vehicle described in the alert. If you have any information regarding an AMBER Alert immediately report any sightings to the police by calling 9-1-1, Crime Stoppers or your local police. Q: Why isn t the AMBER Alert Program used for missing children? A: It is important that the AMBER Alert Program be used only when the guidelines are met. Overuse could desensitize the public to the alert and weaken the response when the program is really needed. Thankfully, child abductions that meet the program s guidelines are relatively rare in Ontario. The challenge for the OPP and its AMBER Alert partners is to make sure all Ontario police services know the program is available and how to access it, even if they do not use it regularly. Q: Can I opt out of receiving AMBER Alerts on my television or radio? A: No, the CRTC mandated the broadcasting industry to distribute emergency alert messages by March 31, Cable and satellite companies, radio stations, over-the-air television stations, CBC and video-on-demand services must relay emergency alerts. These alerts are distributed through the NAAD system. The OPP apologize for any inconvenience or disruption in viewing / listening pleasure. We will not express regret for taking any steps necessary to locate an abducted child.

A: The National Alert Aggregation & Dissemination (NAAD) System provides authorized Government Agencies across Canada with a simple, easily accessible means by which they can issue public safety messages. The NAAD System validates and authenticates the messages it receives to ensure they are from the participating government authority and are compliant with certain agreed to standards and policies. After this, the NAAD System then aggregates all the alert messages it receives from government authorities into a data stream which it distributes over the internet and by satellite ensuring coverage across Canada.
