Domestic Abuse is defined as: "any incident of threatening behaviour, violence or abuse (psychological, physical, sexual, financial or emotional) between adults, aged 16 and over, who are or have been intimate partners or family members, regardless of gender and sexuality. (Family members are defined as mother, father, son, daughter, brother, sister and grandparents, whether directly related, in-laws or step-family.) Over the period of your request, the definition of Domestic Abuse has changed, which therefore has an impact on the statistics you have requested. Elements of the wider definition cited above were actually adopted by West Yorkshire Police prior to March Indeed the force changed its definition of Domestic Abuse in this respect on 01 November This caused an amendment to the previous interpretation (which stipulated a victim had to be 18 years of age or over) by including 16 and 17 year olds who were or had been in an intimate relationship. While this put us at variance with other forces nationally, we held the opinion that this provided a better service to victims of Domestic Abuse aged 16 and 17 years of age. From June 2004 and prior to 01 November 2011, the definition was as follows: Any incident of threatening behaviour, violence or abuse (psychological, physical, sexual, financial or emotional) between adults who are or have been intimate partners or family members, regardless of gender or sexuality. This definition includes so called honour based violence, female genital mutilation (FGM) and forced marriage, and is clear that victims are not confined to one gender or ethnic group. An adult is defined as any person aged 18 years or over. The definition was not a statutory definition. It was used by government departments to inform policy development and, for example, by police, the Crown Prosecution Service and the UK Border Agency, to inform the identification of domestic violence cases. West Yorkshire Police is committed to safeguarding domestic abuse victims and aims to take action at all stages of the police response to ensure the effective protection of victims and others, while allowing the criminal justice system to hold the offender to account where that is appropriate. Victims, particularly those who have suffered domestic abuse over considerable time, often face difficult decisions that will significantly impact on their lives. As a result, some victims choose not to go through the criminal justice process, preferring to make use, for example, of civil remedies and other safety and support mechanisms instead.

2 The response highlights an increase in violent offences in The recent increases are predominantly associated with administrative change in relation to Force crime recording processes which puts victims as the focus and has their crime reports recorded at the earliest opportunity. This results in a better service with victims reassured that their calls are responded to quickly and effectively. West Yorkshire Police have a dedicated Department who are responsible for investigating Major and Serious Crime types across the county. This means that West Yorkshire Police can provide resource capacity and expertise in support of Territorial s to deliver an integrated, high level investigative service for the most serious of crimes including murder.
