Ths request for nformaton was made n a letter dated July 9202 under Fle Number NAE Specfcally nformaton was requested regardng hstorcal constructon at the Greenwch Hgh School ste (Ste) located at 0 Hllsde Road Greenwch CT. Ths request for nformaton was made n response to nqures made by some resdents of the Town of Greenwch concernng planned constructon at the Ste. The questons posed n the referenced letter and our responses are ncluded below. Attached to ths response are hstorcal and current ste drawngs for the Ste that are referenced n our responses. ) When were the exstng school buldngs. parkng lots and athletc felds bult? The followng provdes a tmelne of actvtes at the Greenwch Hgh School ste. Pre 970: Greenwch Hgh School was constructed at ts current ste on Hllsde Road. The orgnal constructon ncluded dverson of the onste brook and fllng of wetlands further descrbed n the response below and constructon of school buldngs and athletc felds. 2 970: to the Town of Greenwch's Tax Assessors current feld card the constructon the hgh school buldng was the Ste occuped for ts current use n 970. Early 970s: Addtonal fll was added to address settlng n the western parkng area. Ths fll was to an area where fll had a been placed durng orgnal constructon at the Ste n the northern extent of the western parkng area. No wetlands or watercourses were nvolved n ths work. work over varous years: n 974 the athletc felds were Addtonal of the athletc was between 982 and 985. Current Felds 2 7 were constructed n 994. Felds 3 through 7 were renovated n Feld lover varous years: n a stadum (Feld ) was constructed n the corner of the Ste along East Putnam Avenue. n 2002 the football was rebult wth a surroundng track. The southwest corner of the Ste s beyond the lmts of the wetlands that formerly exsted at the Ste. 982 to 985: A softball feld (Feld 5) was constructed to the north of the hgh school buldngs n an area whch was prevously flled (pre 970) undeveloped. 990 & 994: The addton of several buldng n 990. The Scence addton at the was 994. to the north the school and not wthn wetlands or waters on the property. 2005: The tenns courts were rebult n 2005 n the same locaton as the orgnal courts. 2) Hstorc actvtes performed pror to the constructon of the school and athletc felds dd nvolve gradng and the of fll nto waters and Attached please fnd a 95 aeral topographc map wth the approxmate current overlad. Sgnfcant hstorcal ste features that can on ths fgure are as A West Brothers Brook entered the Ste near the northwest corner of the property and wetlands area located on the western sde of the property. West Brothers then empted the wetlands area nto Cder Mll Pond located n the southeast corner of property. Dscharge from Cder Mll Pond was dverted beneath East Putnam Avenue (roadway shown on the south boundary of the property). Sgnfcant outcroppngs exsted on the eastern and southern ends of the Ste. Also attached are developed n 966 that were the bd package for the constructon at the Ste. These plans show that: Page 2
3 West Brothers Brook whch entered the Ste n the northwest corner was to be dverted around the permeter of the Ste and then towards Cder Mll Pond n a concrete channel. Ths channel was to be termnated at the southeast corner of the Ste at the exstng natural channel. Unsutable materals were to be removed and then fll placed wthn all wetland areas at the Ste. The proposed grades shown on the drawngs ndcate that the wetlands were to be entrely flled to near current grades found at the Ste. The southeast corner of the property was to be fenced off and not ncluded n Ste constructon. Thus the locaton of Cder Mll Pond and the offste flow from ths area were not changed durng constructon at the Ste. School buldngs were constructed over areas of bedrock on the eastern sde of the ste. Parkng lots and athletc felds were constructed over the flled wetlands. An addtonal gradng plan from 967 labeled Change Order No.9 February shows changes n the proposed gradng plan that were performed durng constructon. The major change from the orgnal constructon s that the channel for dvertng West Brothers Brook was to be concrete lned nstead of rprap lned. Dverson fllng and other ste constructon completed pror to 970 brought the Ste to condtons very smlar to those currently found. That work dred out and flled the wetlands exstng at that tme. Attached s a current Ste map showng the delneated waters and wetlands at the Ste (Perkns & Wll ttled Exstng Condtons Sheet C.0 920). Ths plan shows that West Brothers Brook flows through the ste n a channel and dscharges nto the Cder Mll Pond as orgnally constructed. Thus all of the post 970 Ste constructon actvtes descrbed above were not performed wthn waters or wetlands. 3) When and where f any were culverts or other structures nstalled to dran the ste? As descrbed above a concrete channel was constructed to dvert West Brothers Brook and allow for fllng of the wetlands pror to 970. No other culverts drans or other structures were nstalled to dran the former wetlands that exsted at the Ste. Stormwater dranage and catch basns are present onste but they were constructed after the Ste was flled and exst only to dran stormwater runoff. They are not constructed to dran groundwater or surface water from any area of the Ste. 4) What are the plans for school expanson or redesgn that may nvolve work wthn any waters or wetlands? At ths tme there are no plans for school expanson or redesgn that wll nvolve work wthn any currently delneated waters or wetlands. Constructon of the Musc nstructonal Space and Audtorum and assocated structures wll be performed on the northern end of the exstng hgh school buldngs and s well outsde any currently exstng waters or wetlands.
