3 UGLAS STREET BUS LANE GEOTECHNICAL INVESTIGATION.0 INTRODUCTION Golder Associates Ltd. (Golder) is pleased to provide Urban Systems Ltd.(USL) with this report documenting the factual results and recommendations of a geotechnical investigation carried out for a proposed bus lane alongside the existing northbound lane of Douglas Street, from Tolmie Avenue to the Switch Bridge of the Galloping Goose Trail in Victoria BC (the Site). The investigation was carried out according to the scope of work in our proposal dated March 3, 0. This report addresses the geotechnical investigation, a separate report will be provided for the Environmental Site Assessment requirements of the project. If required, additional bio-environmental services such as archaeological services can be provided by Golder. This report shall be read in conjunction with Important Information and Limitations of This Report which is included following the text as Appendix A. The reader s attention is specifically drawn to this information for the proper use and interpretation of this report..0 SCOPE OF WORK From the information provided via , Golder understands that the BC Ministry of Transportation and Infrastructure (MoTI) is proposing to widen Douglas Street between Alpha Street and Harriet Road to develop a northbound bus lane. The section of interest is approximately 00 m in length (See Figure - Location Plan). USL retained Golder to carry out the following tasks: investigate the ground conditions adjacent to the east side of Douglas Street; confirm the thickness of the existing pavement structure of Douglas Street; and prepare a summary report and provide pavement design recommendations for the proposed bus lane. 3.0 SITE DESCRIPTION AND BACKGROUND Douglas Street is a four lane urban street; it is classified as Highway Trans Canada Highway. The section that is the topic of this report has eight intersections and cross streets. Average annual daily traffic is approximately 0,000 vehicles in each direction. Published geological mapping of the site indicates that the ground conditions consist of thick Victoria Clay comprising to m of brown facies clay overlying greater than 3 m of soft grey clay. Between Cloverdale Street and Audley Street and between Saanich Road and Culduthel Road, the ground has been mapped as shallow brown Victoria Clay (less than m thick) overlying bedrock. 4 UGLAS STREET BUS LANE GEOTECHNICAL INVESTIGATION Visually, the condition of the existing pavement appears to be good with minor cracking and minor distortion. However a detailed pavement condition rating was not performed. The location of the proposed bus lane is primarily over the existing sidewalk, bus pullouts or right turn lanes. 4.0 SUB-SURFACE INVESTIGATION The geotechnical subsurface investigation along Douglas St. was carried out on April 0 and 3, 0. Eight boreholes were advanced through the road surface and subsurface using a hollow stem truck mounted auger drillrig, supplied and operated by Drillwell Ltd. based out of Duncan BC. The approximate borehole locations are shown in Figure : Borehole Location Plan. The borehole investigation was conducted to assess the asphalt and subsurface soil conditions and obtain disturbed soil samples. The boreholes were advanced to between.83 and 3.0 m below ground surface (bgs). The Record of Borehole summary logs are provided in Appendix B. The drilling investigations were conducted under the full-time supervision of a member of Golder s geotechnical staff, who visually examined and logged the subsurface conditions encountered and collected soil samples for review and laboratory testing. The subsurface soil stratigraphy was visually inspected and logged based cuttings from the auger flights and split spoon samples collected during Standard Penetration Testing (SPT). SPT methods were also used to assess in-situ relative density and consistency of the soils. SPT testing was conducted using a 63. kg automatic hammer dropped 760 mm. A 0 mm wide open sampler was driven 600 mm (4 in) and the SPT blow N value was determined based on the blow count between 0 and 40 mm of driving. Disturbed samples collected from the sampler were transported to Golder s geotechnical testing laboratory in Victoria B.C. for laboratory index testing. Upon completion the boreholes were backfilled with soil cuttings and nominally compacted with the available equipment, the asphalt surface was patched using a cold-patch asphalt mix. 4. Laboratory Testing Samples from the boreholes were submitted to Golder s materials testing laboratory in Victoria for index testing. Based on the soil conditions encountered during the investigation the following testing was carried out: 8 - Water contents (ASTM D499); 3 - Atterberg Limits (ASTM D438-0); and 3 - Grain Size Analysis (ASTM D4-63). Water content and Atterberg limits and grain size distributions are provided on the Record of Borehole logs provided in Appendix B. Detailed results of laboratory testing are provided in Appendix C. 5 UGLAS STREET BUS LANE GEOTECHNICAL INVESTIGATION 4. SUBSURFACE CONDITIONS The encountered subsurface conditions provide information on the existing pavement structure along the proposed bus lane. The existing pavement structure was observed to vary between boreholes and has been grouped and discussed based on location. For ease of discussion the subsurface conditions encountered under the northbound lane of Douglas Street have been grouped and interpreted as the following materials, in order of increasing depth: Asphalt pavement; overlying base course: sand and gravel; overlying sub grade: sandy silty clay; overlying cobbles and coarse gravel; overlying silty clay or sand and gravel; overlying bedrock. General descriptions of the materials encountered based on locations is provided in the sections below. Detailed descriptions and borehole logs are provided in Appendix B Record of Boreholes. 4.. Asphalt Pavement Asphalt Pavement was encountered at surface at all eight borehole locations. The asphalt pavement ranged in thickness from 0 to 300 mm but was typically 00 mm in thickness. 6 UGLAS STREET BUS LANE GEOTECHNICAL INVESTIGATION 4.. Soils Alpha Street to Audley Street Boreholes BH-0 and BH-0 were located between Alpha Street and Audley Street. In this section the asphalt pavement was underlain by approximately 0. m of sand and gravel fill (base course). Particle size distributions of a sample collected from this material had the following gradation: 6% gravel, 30% sand and % fines. The base course was underlain by inferred native material comprised of to.3 m thickness of firm to stiff silty clay overlying sand and gravel or silty sand trace gravel encountered to the maximum depth of investigation, 3.0 m bgs. A strong hydrocarbon odour was noted at to. m depth at BH-0 and a slight hydrocarbon odour was noted in the silty clay unit in BH-0. Audley Street to Saanich Road Boreholes BH-03 and BH-04 were located between Audley Street and Saanich Road. In this section the asphalt pavement was underlain by 0. to 0.3 m of sand and gravel fill (base course). Particle size distributions of a sample collected from this material had the following gradations: 67.0% gravel, 3.8% sand and 9.% fines. The base course was underlain by firm to stiff sandy silty clay ranging from 0. to 0.6 m in thickness. Underlying the clayey silty sand, cobbles and coarse gravel, having a thickness ranging between 0. to. m was encountered. These materials were underlain by firm silty clay or hard clayey silty sand, inferred to be in situ native material. These soils were encountered to the maximum depth of investigation, 3.0 m bgs. Saanich Road to Harriet Road Boreholes BH-0, BH-06, BH-07 and BH-08 were located between Saanich Road and Harriet Road. In this section the asphalt pavement was underlain by sand and gravel fill (base course) ranging in thickness from 0. to 0.8 m. Particle size distributions of a sample collected from this material had the following gradations: 49% gravel, 46% sand and % fines. In boreholes BH-0, BH-07 and BH-08 the base course was underlain by silty clay, sandy clay and cobbles which was in turn underlain by clay or sand. These soils are inferred to be in situ native material and were encountered to the maximum depth of investigation, 3.0 m bgs. In borehole BH-06 underlying the sand and gravel base course was a lower layer of asphalt pavement. The lower asphalt layer was 0.0 m thick. The asphalt was underlain by sand and gravel having a thickness of approximately 0.6 m. It is inferred that this layer is fill and is underlain by sandy silty clay to a depth of.7 m bgs. At.7 m bgs bedrock was reached and the borehole was terminated (this was inferred by the drill refusal). May, 0 Report No R-Rev0 4

7 UGLAS STREET BUS LANE GEOTECHNICAL INVESTIGATION 4.3 Groundwater Groundwater was not encountered during the subsurface investigation. However, based on Golder s experience in similar ground conditions in the Victoria area, it is inferred that groundwater levels could rise to near the top of the clay, especially after periods of sustained wet weather (i.e., winter months), given the poor drainage properties of these soils..0 COMMENTS AND RECOMMENDATIONS In summary, the existing roadway structure generally consists of asphalt pavement varying in thickness from 0 to 300 mm but generally 00 mm, 00 mm of base course/ sub-base granular aggregate, overlying a subgrade that is typically firm to stiff silty clay. This structure appears to be providing an acceptable roadway structure for the present traffic conditions. The anticipated traffic loading for the proposed bus lane is not known at this time. When details of the bus traffic volumes are available a specific roadway design can be carried out. In the interim, for preliminary design, the MoTI typical pavement design for high volume roads is recommended. This interim structure consists of: 00 mm of asphalt pavement, 300 mm of crushed base course (0 mm of mm maximum particle size over 0 mm of 7 mm maximum particle size) and 300 mm of select granular sub-base. No unusual or problematic ground conditions for construction were encountered. Existing sidewalk materials and surface organic soils must be removed prior to placement of the new roadway structure. (Golder) has prepared this report in a manner consistent with that level of care and skill ordinarily exercised by members of the engineering and science professions currently practicing under similar conditions in the jurisdiction in which the services are provided, subject to the time limits and physical constraints applicable to this report. No other warranty, expressed or implied is made. Basis and Use of the Report: This report has been prepared for the specific site, design objective, development and purpose described to Golder by the Client. The factual data, interpretations and recommendations pertain to a specific project as described in this report and are not applicable to any other project or site location. Any change of site conditions, purpose, development plans or if the project is not initiated within eighteen months of the date of the report may alter the validity of the report. 14 LIMITATIONS AND USE OF THIS REPORT LIMITATIONS AND USE OF THIS REPORT (CON T) Soil, Rock and Groundwater Conditions: Classification and identification of soils, rocks, and geologic units have been based on commonly accepted methods employed in the practice of geotechnical engineering and related disciplines. Classification and identification of the type and condition of these materials or units involves judgment, and boundaries between different soil, rock or geologic types or units may be transitional rather than abrupt. Accordingly, Golder does not warrant or guarantee the exactness of the descriptions. Special risks occur whenever engineering or related disciplines are applied to identify subsurface conditions and even a comprehensive investigation, sampling and testing program may fail to detect all or certain subsurface conditions. The environmental, geologic, geotechnical, geochemical and hydrogeologic conditions that Golder interprets to exist between and beyond sampling points may differ from those that actually exist. In addition to soil variability, fill of variable physical and chemical composition can be present over portions of the site or on adjacent properties. The professional services retained for this project include only the geotechnical aspects of the subsurface conditions at the site, unless otherwise specifically stated and identified in the report. The presence or implication(s) of possible surface and/or subsurface contamination resulting from previous activities or uses of the site and/or resulting from the introduction onto the site of materials from off-site sources are outside the terms of reference for this project and have not been investigated or addressed. Soil and groundwater conditions shown in the factual data and described in the report are the observed conditions at the time of their determination or measurement. Unless otherwise noted, those conditions form the basis of the recommendations in the report. Groundwater conditions may vary between and beyond reported locations and can be affected by annual, seasonal and meteorological conditions. The condition of the soil, rock and groundwater may be significantly altered by construction activities (traffic, excavation, groundwater level lowering, pile driving, blasting, etc.) on the site or on adjacent sites. Excavation may expose the soils to changes due to wetting, drying or frost. Unless otherwise indicated the soil must be protected from these changes during construction. Sample Disposal: Golder will dispose of all uncontaminated soil and/or rock samples 90 days following issue of this report or, upon written request of the Client, will store uncontaminated samples and materials at the Client s expense. In the event that actual contaminated soils, fills or groundwater are encountered or are inferred to be present, all contaminated samples shall remain the property and responsibility of the Client for proper disposal. Follow-Up and Construction Services: All details of the design were not known at the time of submission of Golder s report. Golder should be retained to review the final design, project plans and documents prior to construction, to confirm that they are consistent with the intent of Golder s report. During construction, Golder should be retained to perform sufficient and timely observations of encountered conditions to confirm and document that the subsurface conditions do not materially differ from those interpreted conditions considered in the preparation of Golder s report and to confirm and document that construction activities do not adversely affect the suggestions, recommendations and opinions contained in Golder s report. Adequate field review, observation and testing during construction are necessary for Golder to be able to provide letters of assurance, in accordance with the requirements of many regulatory authorities. In cases where this recommendation is not followed, Golder s responsibility is limited to interpreting accurately the information encountered at the borehole locations, at the time of their initial determination or measurement during the preparation of the Report. /3

15 LIMITATIONS AND USE OF THIS REPORT LIMITATIONS AND USE OF THIS REPORT (CON T) Changed Conditions and Drainage: Where conditions encountered at the site differ significantly from those anticipated in this report, either due to natural variability of subsurface conditions or construction activities, it is a condition of this report that Golder be notified of any changes and be provided with an opportunity to review or revise the recommendations within this report. Recognition of changed soil and rock conditions requires experience and it is recommended that Golder be employed to visit the site with sufficient frequency to detect if conditions have changed significantly. Drainage of subsurface water is commonly required either for temporary or permanent installations for the project. Improper design or construction of drainage or dewatering can have serious consequences. Golder takes no responsibility for the effects of drainage unless specifically involved in the detailed design and construction monitoring of the system. 3/3
