In order to develop a basis for the program cost estimate, preliminary conceptual designs were generated. These concept drawings are not intended to represent a final design. In preparation for our "next steps," please review the report and provide your comments on both the report content and suggestions for future work tasks that can be completed to move the program forward during the demonstration project monitoring period. The information presented in this report is a launching point and, although this particular document will not be edited further, -and your comments are important input for shaping the future direction of the program.
