1 Exhibit A Description of Services Section 37 Floodplain Storage Design Singhofen & Associates, Inc. (SAI, Consultant) is pleased to present this scope of services to the City of Palm Coast Engineering and Stormwater Department (City) for design and permitting services for stormwater improvements within Section 37. The Consultant has identified several locations along the Bellaire Canal for possible design solutions to create floodplain storage (refer to Figure 1). The intent of the project is to prepare construction plans, construction cost estimates, and provide permitting services for the proposed design solutions. The floodplain storage areas include three general locations which cover five individual parcels along the Bellaire Canal in Section 37 of the City. Two parcels are private property, all or part of which are to be acquired by the City for the project. The remaining three parcels are already owned by the City. This scope of services is separated into two phases. Phase 1 includes initial survey, environmental, and geotechnical services as well as a preliminary layout of the proposed design. Phase 2 includes finalizing the proposed design along with preparation of construction plans and permitting services. PHASE 1: Task 1. Data Collection and Surveying. This task primarily includes work to gather information and create a preliminary drawing for use in create the design solution and construction plans. Task 1.1 Data Collection and Site Reconnaissance. Most of the available information has already been obtained by the Consultant during the Section 31 & 37 Stormwater Management Master Plan (SWMMP) project. This task also includes field reconnaissance efforts. The Consultant shall conduct a reconnaissance trip by key design members to observe current site conditions and to inspect areas of special concern with respect to necessary design and permitting requirements. Task 1.2 Survey Services. Topographic survey will be required at the three locations in order to update the stormwater model and prepare the design. Survey information shall include topographic information on a 50 grid for each parcel. Survey services will be performed by CPH Inc. Note that no boundary survey, title work, right-of-ways, or surveyed wetland locations are included in this phase of the scope of work. A formal proposal from CPH has currently not been prepared. A scope of work for the survey services will be prepared by CPH and provided to the City prior to beginning work on the project. The cost included in the price schedule for the survey work is an estimate based on preliminary discussions between the City and CPH. Task 1.3 Environmental Study. An environmental report addressing wetland evaluations and endangered species assessments will be necessary during
2 permitting of the project. This task includes an environmental assessment and wetland delineations and will be performed by CPH Inc. to assist in project permitting as needed. Refer to Attachment 1 for more detailed information on the scope of these services. Task 1.4 Geotechnical Services. This task includes geotechnical evaluation for analysis of the subsurface soil conditions in the project areas in order to determine the quality and value of fill that will result from the project. The geotechnical analysis will be performed by Universal Engineering Sciences, Inc. and shall include a total of 4 borings along with the associated laboratory testing. Refer to Attachment 2 for more detailed information on the scope of these services. Task 2 Stormwater System Design. This task primarily includes work to update and finalize the stormwater model that was previously prepared during the Section 37 Stormwater Management Master Plan update. Task 3. Construction Documents. The Consultant shall prepare 30% construction drawings for review and approval by the City. The drawings shall include the existing topography prepared by CPH along with a preliminary layout of the proposed ponds. This scope of work does not include revisions to the 30% plans as a result of site conditions or changes by the City. Task 4. Meetings. This task includes one (1) pre-application meeting with St. Johns River Water Management District (SJRWMD) to discuss the proposed design and any anticipated permitting issues associated with the project. PHASE 2: Upon approval by the City of the proposed design from Phase 1, the Consultant will proceed with the Phase 2 work as listed below: Task 5. Supplemental Surveying. Additional construction level survey information will be required in order to finalize the design and complete the construction plans. Supplemental survey information will include wetland locations, parcel boundaries, rightof-ways, easements, and utilities. A scope of work for the survey services will be prepared by CPH and provided to the City prior to beginning work on the project. The cost included in the price schedule for the Phase 2 survey work is an estimate based on preliminary discussions between the City and CPH. Task 6. Construction Documents. The Consultant shall prepare drawings and documents suitable for construction and review by the jurisdictional agencies as described below. Task 6.1. Construction Plans. The Consultant shall prepare construction plans in general conformance with the FDOT Roadway Plans and Preparation Manual and shall be 22 x34. All three design locations will be included in one set of plans. This task includes a 90% plan set and 100% plan set submittals.
3 Upon completion of the 90% plan set, one electronic copy in PDF format will be provided to the City for review and comment. Upon completion of the City s review, the Consultant will prepare and submit three (3) sets of 100% construction plans at 11 x17 (half scale) for review and comments, along with an electronic copy in PDF format. Task 6.2. Quantities and Construction Cost Estimates. The Consultant shall prepare a detailed quantity estimate of each bid item using the FDOT Basis of Estimates Handbook in an Excel Spreadsheet and provide it to the City with the 90% submittal. SAI will revise the quantity estimate for submittal with the 100% submittal. Cost estimates shall likewise be provided at the 90% and 100% submittals. Task 7. Regulatory Permitting. This task includes permitting through SJRWMD. All three locations are to be permitted as a single project (i.e., a single permit/application to include all three locations). The Consultant shall prepare and submit the required permit application. This will include preparation of a drainage report for the stormwater models updated as a part of the Phase 1 work. A maximum of two (2) responses to request for additional information (RAIs) are included in this task. The City shall be responsible for all permit fees.
