The First Pacific Regional Workshop on Multi-Hazard Risk Assessment and Early Warning Systems with Applications of Space and GIS 13 th 15 th September 2016 Nadi, Fiji Islands Timoti Tangiruaine & Charles Carlson Cook Islands
Web Service History Rationale Concerns Information Systems Survey Findings to Date Other Benefits Household Survey Methodology Summary Recommendation
Mapserver 2005 SOPAC Deployed to 14 PICs as part of EU/EDF9 Pacific Islands Vulnerability Project. Hosted by MOW. GeoNetwork 2013 Deployed as an UNDP/ESCAP initiative in Metadata management for DRM purposes. Hosted at MOIP then EMCI. GeoNode Adopted as the default for GIS Layers and Maps catalogue system as it was compliant with ISO Standards.
Disaster Risk Management Identify vulnerable buildings Identify vulnerable people Identify Hazard prone areas Climate Change Minimize the negative impact of Natural Disasters Droughts, Cyclones, Tsunami, etc
Disaster Risk Management Act 2007 Section 5.(2)(n)
EMCI Annual Work Programme 2015/2016
ICI Annual Work Programme 2015/2016 under Planning and Design, Urban Planning & Land Management

Spatial Information is scattered and buried In government agencies. Access to data was difficult because of the formats they where in. Household Surveys data structure not compatible. Building GID or Identification numbers not consistent. Organisations/Individuals were not being acknowledged for the use of their data. Datasharing not fully contemplated. Lack of GIS capacity.
2014 Assembled a team of GIS and DRM enthusiasts to design a system 2014 EMCI contracted Geoportal Officer Terms of Reference Data Catalogue (GeoData Library) DRM Household Surveys (DRM Household Survey/Processing) Accessible by GIS Software (GIS Analysis & Map Production) Design to be based on OpenSource software (Address Cost Issues)
Internet Based Users can access it regardless of their location. Centralized Overcome data duplication - so there is only one copy of the most update-todate information. OpenSource Minimize costs/maximize funding Can be accessed using common GIS packages

METADATA Metadata records for GIS Layers, Maps, Documents (PDF Reports/Tables) Recorded as Metadata such as: Owner of the Data Contact Information Format of the data Accuracy of the Data AND etc. MAP PUBLISHING GIS layers can be overlaid over map services like Goggle, Openlayers and others.

DATA PROCESSING Used as an online DRM Household survey processing service. Enable DRM Puna members (Surveyors/Reviewers) to maintain/update the information when needed. DATA ANALYSIS Population Statistics by geographical location. Vulnerable Groups by geographical location. GIS ANALYSIS Database updates and maps production using GIS software.
Sep 2013 ESCAP/UNDP Workshop, Rarotonga Oct 2013 Assembled GIS/DRM Enthusiasts Called for a ProDoc to be prepared None was produced Initial Server systems hosted at MOIP Jun 2014 Contracted Geoportal Officer Server was purchased for EMCI Data on initial servers migrated to EMCI Servers re-built on EMCI Server
Jul 2014 Designed Survey Forms Built CMS ( and Online Database (geodb.emci.gov.ck) Aug Dec 2014 Carried out pilot DRM Household Survey on Atiu Built GeoNode as the default Catalogue Server Uploading of layers to Geonode Maintenance to Postgres Databases
Jan May 2015 Design of DRM Household Survey app for Android devices Activities related to website and applications improvements Jun 2015 Carried out second DRM Household Survey on Mitiaro Jul Oct 2015 Activities related to website and applications improvements Geoportal Officer s contracted ended. He was kept on for 3 more months so that he could finish the app. EMCI Server re-located to OPM/ICT Building and integrated into their network DNS records pointed to the new network
Nov 2015 Carried out third DRM Household Survey on Mauke. App was not completed. Jan 2016 First meeting in Rarotonga with the Puna Tupapa/Maraerenga. Explained to them the purpose of the DRM Household Survey. Survey begin date yet to be determined. Jan 2016 Carried out fourth DRM Household Survey on Mangaia.
