3 HISTORY The City had several similar GIS data systems that were not linked and did not use the same primary property ID. City PD and Fire use an ESRI based GIS mapping system on their Mobile Data Systems. The data had not been updated since 2007 City Utilities uses an ESRI based GIS mapping/billing system for their water and electric systems. Building and Community Development use an ESRI based GIS mapping system for mapping new land development and tracking new and updated building. The City was joining the County Assessor s Office to track property information and tax history. The City participated in the Countywide FEMA Funded HAZUS update program. The process started approximately 24 months ago.
4 THE CITY OF RIVERSIDE The City is officially 91 square miles, with a sphere of influence of 112 square miles. This immediately caused problems as there are a large number of locations that have a Riverside address, but are not within the incorporated portion of the City. We originally wanted to limit HAZUS data to just the City, but decided it was necessary to expand the HAZUS Region to understand the level of impact on the immediately surrounding area. Because of the City s local mutual response agreements, all of these addresses are listed in PD/Fire CAD system. There are several Census Tracts that overlap between the City and County areas.
5 THE CITY OF RIVERSIDE Nighttime population is around 290, 000 Daytime population is around 330,000 3 major universities and 1 large Junior College in the City Additional population of 40,000 2 major shopping centers 3 major commercial/industrial areas Higher than normal the number of apartments and temporary housing because of the universities. Federal, State, and County buildings 5 dams/reservoirs either in or immediately around the City
6 TEAM DEVELOPMENT All departments saw a value in participating in the HAZUS DATA UPDATE City OEM was identified as the lead in the project based on the need for the largest amount and different types of data. The team consisted of: City OEM personnel City GIS personnel CERT Volunteers UCR Grad Students Representatives of various City departments
7 DATA DEVELOPMENT A new Master Database was developed using data from all City resources which included: PD & Fire response zones All electrical utility information including substations, generating plants, and all 5,218 power poles locations All water and sewer information including lines, lift stations, etc. Liquefaction and soil zones in the City Dam inundation maps Trash pick-up routes & schedules Park detail information The largest file added was the County Assessor s parcel file which had 129,214 parcels and 186,00 addresses. In addition, additional data from DataQuick (a subscription national real estate database service) was added which help provide most of the additional detailed property information needed for HAZUS
8 DATA DEVELOPMENT The 1 st phase was to develop a new Master Database. Once the Master Database was developed, each group identified what fields were necessary for their use. The basic fields needed for HAZUS were added as necessary to the database. Each city department updated the data that they had, based on their information and the data from the assessor s office and DataQuick Public Schools, Fire Stations, Law Enforcement locations, and hospital were updated based on the FEMA funded project conducted by MMI.
9 DATA DEVELOPMENT The 2 nd phase was to enhance the database by: Adding all of the private schools and the local university/college information into the database. Data was based on information from their risk management/insurance provider. Adding additional medical facility information such as care facilities, assisted living centers, etc. Adding additional student housing information. Adding additional business information based on business licenses.
10 DATA DEVELOPMENT The 3 rd phase was to enhance the database by modifying the HAZUS MH Occupancy Classes by expanding the fields to enhance HAZUS usefulness by giving us extra layers. The basic Classes were maintained, we added letters behind the basic classes to better define locations. The expansion of Classes did not impact HAZUS as the class modifications were aligned in CDMS. Examples of enhancements RES1A - Single Family Dwellings w/commercial Business RES1B - Single Family Dwellings - Day Care COM4A - Vet - Kennel
11 THE EARTHQUAKE RESPONSE GUIDEBOOK The Earthquake Response Guide Book is designed to: Provide a common operating resource document for our PD, Fire, EMS, Public Works, Dispatch Centers, and our Utilities to use for both training and response to an earthquake Provide immediate planning and response information for field personnel and dispatch after an actual event based on the event s location and magnitude. Provide city departments with: The potential for damage from an earthquake Where the potential damage will probably occur What level of and where debris may be found What locations may be impacted by the quake. Functionality of various facilities, roads, and services.
12 THE EARTHQUAKE RESPONSE GUIDEBOOK With the assistance of MMI Engineering, the book was developed into six sections. Five sections for specific earthquake locations. San Jacinto, Elsinore, Redlands, and Banning Sites are locations based on prior USGS quake data and verified that the fault was able to produce each of the three scenarios The fifth was based on the 2008 and 2012 California Golden Guardian Scenario of a 7.8 magnitude at the Salton Sea. The first four sections have: Three magnitude levels of earthquakes - 5.0, Each level has: A day and night quick report A ground motion map A series of maps for debris, medical facilities, public safety
13 THE EARTHQUAKE RESPONSE GUIDEBOOK The Sixth section is a Flood Inundation Map for the dams in the City. The Map Legends were modified to be more user friendly. Percentages etc. were changed to reflect a standard set of terms that were easier to define to field personnel. Terms were redefined to four basic levels: Little or No Concern Minor Concern Moderate Concern Significant Concern All maps were layered over a 2009 aerial map of the city to help with the orientation of the HAZUS data to the city.
