1 SECTION 2 BIDDING DATA The following specific data for the works to be procured shall complement, amend, or supplement the provisions in Section1, Instructions to Bidders. Whenever there is a conflict, the provisions herein shall prevail over those in the Instructions to Bidders. Clause 1.1 INSTRUCTIONS TO BIDDERS CLAUSE REFERENCE THE EMPLOYER IS: State Electricity Distribution Company Ltd. (MSEDCL) represented by the: Chief Engineer, MSEDCL ADM. Bldg. Rastapeth Pune Phone: (020) / Fax: (020) Clause 1.1 & 1.2 BRIEF DESCRIPTION OF THE WORKS IS AS FOLLOWS: The Works to be executed under this Contract will include the design, test, supply, transport, construction, erection, testing and commissioning of transmission lines, distribution lines, service connections, power transformers of varying capacities, distribution transformers of varying capacities, testing, pre-commissioning and commissioning of sub-stations and other allied works, including a five year guarantee (defects liability) period, for implementation of MSEDCL s Infrastructure Plan (Infra Plan) on a single point responsibility, divisible contract, Turnkey basis as defined in the bidding documents, under the Contract as described in the table below: Bid Number Particulars of Work Estimated Cost (Rs. Clause 1.3 PERIOD OF COMPLETION: The Works shall be completed in its entirety within 24 (twenty four) months from the Start Date, which shall be the date of issue of the Notice to Proceed or such other Start Date as may be specified in the Notice to Proceed. WORKS GUARANTEE (DEFECTS LIABILITY) PERIOD: The Works, Plant and Equipment supplied under the Contract shall be guaranteed against defects in materials, workmanship and manufacturer s defects for a period of 60 (sixty) months after completion and acceptance by the Employer. BID VALIDITY: Bids shall remain valid for a period of: 90 (ninety) days after the date of opening of the bid. BID SECURITY: A Bid Security in the amount specified under the preceding Clause 1.1 & 1.2 shall be provided as a part of the bid, which shall remain valid for a period of: 28 (twenty eight) days beyond the validity of the bid. Clause 18.2 Clause 20.1 BID SECURITY: The Bid Security shall be issued in favor of the: Superintending Engineer (O&M), Pune (R) Circle, MSEDCL PRE-BID MEETING: A pre-bid meeting shall be held at the following date, time, and location: 11:00 hours on 09 November 2006 at the office of the: Chief Engineer, MSEDCL ADM. Bldg. Rastapeth Pune Clause 22.3 Clause 23.1 Clause 24.1 SEALING AND MARKING OF BIDS: (a) Bids shall be submitted at the Office of the: Chief Engineer, MSEDCL, ADM. Bldg. Rastapeth, Pune (b) Envelopes shall bear the following markings: Turnkey Contract For Undertaking Works under Infrastructure Plan for Pune (R) Circle under Bid Reference No: CE/ Zone - Pune/ Circle Pune (R)/ InfraPlan/ T-1 Do not Open Before: 16:00 hrs. on 21 November 2006 DEAD LINE FOR SUBMISSION OF BIDS: Bids shall be submitted at the address stipulated in Clause 22.3 above, not later than: 14:00 hours on 21 November LATE BIDS: Any bid received by the Employer after the prescribed deadline for submission of bids will be rejected and returned unopened to the bidder. 3 Clause 26.1 OPENING OF TECHNICAL PROPOSALS: Technical Proposals shall be opened in the presence of bidders representatives who chose to attend at: 16:00 hours on the date and at the location specified in Clause 23.1 above. Price Proposals will remain unopened and held in the custody of the Employer until the time of opening of the Price Proposals. Clause 32.1 Clause 44.1 OPENING OF PRICE PROPOSALS: Price Proposals shall be opened in the presence of the technically responsive bidders who have been invited to attend the opening and who chose to attend at the location specified in Clause 22.3 above at: 11:00 hours on 04 December 2006, or at such other time as may be notified to the responsive bidders. PERFORMANCE SECURITY: Within 14 (fourteen) days of the date of issue of the Letter of Acceptance, the successful bidder shall furnish a Performance Security in the amount of 10% (ten percent) of the Contract Price, or in such other amount as the Employer may determine in accordance with the provisions of Clause 38.8 if the bid of the successful bidder is found to be seriously unbalanced or substantially below the Employer s estimate of the cost of the works to be performed under the contract.
