5 Meteorological Information for Air ACMA to 30 November 2018 Dakar, Senegal Traffic Management (ATM) ATM decision making needs more precise weather information and forecasts. Increased air traffic requires aerodrome and terminal area capacity prediction Weather-related delays results in extra fuel consumption (increased costs and environmental impact). Improved weather information for supporting Trajectory-Based Operations

6 Aviation Research Demonstration Project (AvRDP) The WMO Congress approved a new WMO CAS/CAeM co-operation aviation specific research project at the end of 2014, called the Aviation Research Demonstration Project (AvRDP) The purpose of the AvRDP is to demonstrate the capability of nowcasting and mesoscale modelling techniques in support of the development of the next generation aviation initiative, namely, the Aviation System Block Upgrade (ASBU) under the new Global Aviation Navigation Plan (GANP) endorsed by ICAO in AvRDP is to address the key concept of Trajectory Based Operations in ASBU as well the Meteorological Service information for the Terminal Area.

7 Mission of AvRDP The overall mission of AvRDP is to, through international collaboration, develop, demonstrate and quantify the benefits of endto-end nowcasting aviation weather services for the terminal area focused on high impact weather.

8 Objectives of AvRDP A joint effort between CAS and CAeM ( ) Phase I MET capability research, focusing on nowcasting and mesoscale modelling research at a number of international airports to support the Aviation System Block Upgrade under the Global Aviation Navigation Plan. Phase II MET-ATM impact translation and validation, focusing on translating MET information into ATM impact to demonstrate the benefits of MET information to the aviation community. Capacity Building to help in capacity building via the knowledge gained in AvRDP to other WMO members who need to enhance their aviation MET services to meet the ASBU initiative.

10 Phase 1 Phase I MET capability research, focusing on nowcasting and mesoscale modelling research Most participating airports have now completed phase 1 of the project and is moving towards phase 2 Work in phase 1 is ongoing with new products / techniques being added.

12 Phase 2: MET information into ATM impact Phase 2 MET-ATM impact translation and validation, focusing on translating Meteorological (MET) information into Air Traffic Management (ATM) impact. Some countries struggling to build relationships with ATM to move to phase 2 of the project. In South Africa with the AvRDP a good relationship with the Airport Management Centre was established at OR Tambo international Airport (ORTIA). AMC direct link with ATM AMC at ORTIA receiving Thunderstorm table every 6-minutes since end of 2017 Feedback very positive. Receiving vital information for phase 2 of AvRDP.

17 Conclusion AvRDP aims to demonstrate the benefit of nowcasting and mesoscale modelling for Air Traffic Management. Development of MET-ATM impact forecasts to not just say the weather will affect the terminal area but what the impact will be, e.g. Thunderstorm will result in 20% decrease in the arrivals... Work from all Participating airports in the AvRDP will be available. The AvRDP project will be expanded into an inter-commission (CAS/CAEM/CBS) aviation research project. Research should be in accordance with ASBU time blocks: AMET B0 ( ) use of existing MET/ATM capability AMET B1 ( ) MET-ATM Integration AMET B2 ( ) - Aircraft data downlink/uplink AMET B3 (2031 +) Advanced Avionics research Research should be focused on the performance improvement areas: Airport Operations Globally Interoperable Systems and Data Optimum Capacity and Flexible Flights Efficient Flight Path
