3 Introduction of E-Reporting under PGOB OBSERVER FIMS Project on the ifims Observer App since June ifims Observer App was created. (the Building & Development of the Observer App started) ifims Observer App was released for Testing/Trialling - conducted 3 sea trials. Late 2014 first fims observer app training or introduction was held in Noumea New Caledonia ifims Observer App was still under trial bases - conducted 6 sea trials Throughout June December Introduced/ Trained Observers on the ifims Observer App ifims Observer App was still under Trial bases April - Conducted 2 sea trials to test the PDF (Observer eforms convert to Observer eworkbook. Throughout August November we conducted ifims Observer App Refresher Trainings

4 2017 Statues of the FIMS Observer Project (ifims Observer App) When ifims Observer App was first introduced, Observer Program had a total of 363 observer personals, currently the program have 272 Active observers. Out of those 272 active observers, only 10% (27) were yet to be trained on using the ifims Observer App Out of those 90 % trained, 50% experience were comfortable and well vested with the use of the app, while 40% were yet to gain hands on experience. On April 2017 remaining 10% observers were trained and Introduced to FIMS App Late 2017 all PGOB were all comfortable on using the tablet and 100% coverage of usage of electronic data was submited real time under NFA fims.

5 DEBRIEFING MODULE 2017 October, debriefing module was introduced and 3 sets of training were conducted under FIMs team in Australia and PNG. PGOB currently equip with 3 sets of dual screen desktops for conducting E-Debriefing under NFA FIMS and PNA FIMS. Testing will be under 2 observer, Charles Hitolo on PNA FIMS and Paul Hello on NFA FIMS.

6 PDF USED FOR PRE- DEBRIEFING & DEBRIEFING Since 2016 current, we have more than 50 copies of PDF output under observer e-reporting fims app and going through the process of e-pre-debriefing and Full e- Debriefing Currently e-debriefing Module is up and running in NFA FIMS, we will now start to conduct e-debriefing on e-data First observer under US Treaty trip data without workbook, Charles Hitolo for 3 FFA back to back trips data using PDF output from the e-reporting app

7 PGOB e-debriefing setup

8 Pre Debriefing An e-pre-debrief can be done on real time data in FIMS and on information generated into a PDF form from the Observers Tablet This allows for debriefing on situations where the Observer does not have internet access and is unable to send the End Trip Data before embarking on a new trip.

9 Debrief Debrief done on the End of Trip Data. Closes and removes all data from the tablet Future plan now is for PNG - NFA to work with SPC to integrate fims with SPC systems.

10 TRAINING We conduct refreshers trainings for all Observer on the usage of system on any changes. We refresh each observer on observer Fims app when engage prior to deployment on a trip. Last month we have all our port coordinators and permanent observer officers went through a training on NFA FIMS on updating trips, Observer Status, PCD communicating, Asset tracking system (ATS) and brief e-debriefing. We will maintain continues training and development for all observers, debriefers and permanent observer officers

11 PAPERLESS STATUS One PG (Charles Hitolo) observer was deployed on US Treaty trip last September and use the observer e-reporting FIMS application to collect data electronically for 3 back-to-back trips. The data was generated into PDF and pending e-debriefing via PNA FIMS e-debriefing Module. NFA FIMS e-debriefing is ready for trials and will be conducted on one of the recent trip data using the updated version 43. It is expected that the full rollout of Observer e-reporting should be before end of 2018 where PGOB will go PAPERLESS

12 ISSUE AND CHALLENGERS Service providers delaying on the updates. Application error during update and uploading Malfunctioning of the electronic device. Continuous changes to data fields and standards.
