3 Long-Term Program for Gazprom Mineral & Raw Material Base Development till 2030 In 2002 the Program for Gazprom Mineral and Raw Material Base Development till 2030 was elaborated and approved by the Company s Management Committee. The Program provides for the main areas of geological exploration work and the Gazprom license policy. The Company s Management Committee annually adjusts the Program parameters and reviews the results of its execution. The Program contemplates for achieving the following goals: Provide the Company with discovered gas reserves that guarantee maintaining the production level within the UGSS coverage area and backbone gas production beyond Prepare gas reserves in Eastern Russia for gas supply to East Siberia and the Far East, as well as for an eastward gas flow to ensure export supplies to Asia-Pacific region. Accumulating liquid hydrocarbon reserves (Nadym Pur Taz, Yamal, Pre-Caspian and North-Western regions). 4
