2 GIS Development Plan A. Purpose The purpose of this document is to outline a strategic plan for Geographic Information Systems (GIS) implementation and maintenance between 014 and 019. This is an updated version of implementation plan. Data development will be ongoing for upcoming years. Applications and integration with other system will be the focus during new phase. This document will guide the framework for planning and managing a GIS in the village. The implementation plan will be organized to short-term (1- years), mid-term (-3 years), and long-term (3-5 years) goals that will help the Village to realize its vision for GIS development. It is expected that the plan will need to be updated within 3 years as circumstances warrant. This plan will be used to help guide initial actions taken and investments made, as well as to formulate future budget decisions. Given technical changes in the GIS industry, coupled with evolving GIS expectations, the plan should be treated as a dynamic document. B. The Strategic Goals and Objectives of GIS The primary goal of GIS in the Village of Algonquin is to provide accurate and globally networked information tool to assist in planning and managing local resources, identifying problems, lowering risks, and enhancing communication among departments as well as with the public. GIS intends to implement a fully integrated system comprising all departments, incorporating the programs developed in the previous phases. The development of GIS will meet the requirements of our entire organization and be flexible enough to meet future growth. Complementarily GIS will continuously make the same degree of information available to the public via GIS Internet service. With GIS interactive web site, the citizens will be able to view the village data and receive up-to-date services. The following objectives will help define and prioritize specific tasks and projects for the next five years: Efficiency and Effectiveness The principal purpose in pursuing GIS is to improve governmental efficiency and effectiveness. In the development of the system, the Village will seek to balance functionality and cost to maximize the value of the output of the system. Integrated Enterprise Management System GIS has become a key role in land management and asset management in the Village, its capabilities are endless as it can incorporate with business data. The integration with operational database will be the solution to reduce fractional data maintenance effort and to increase operational integrity. From decision makers to mobile users, the integrated GIS will assist in quick and easy data access in real time, assist in budget plan, resource management, public safety management, and quality of service.
3 C. GIS Development Plan 1. Project Scope The following tasks are identified as priorities in this plan. These tasks have been evaluated against criteria to help prioritize tasks and collectively advance the Village s GIS. This list is not a limit of GIS tasks to be completed, rather a guide for future growth and development. Staff are still encouraged to contact the GIS Helpdesk for project assistance at any time.
