13 1.1 Satellite Observation Capability Beijing-2 Small Satellite (to be launched in 2014) Beijing-1 Satellite: resolution: 32m,multispectral remote sensing sensor 4m, panchromatic remote sensor Beijing 2 Satellite has similar functions of Beijing 1, while the panchromatic resolution is improved to 1m so that it can draw the urban remote sensing map in s maller scale and reflect the urban water system, plants and land using conditions m ore clearly and directly.

17 1.2 Receiving and Acquisition Capability Remote Sensing Satellite Ground Station Kashi Beijing Sanya Built in 1986, the Remote Sensing Satellite Ground Station is the largest Earth Observation Satellite Data Archive in China. With the threestation network composed of the Miyun Ground Station, Kashi Ground Station and Sanya Ground Station, China can receive remote sensing satellite data covering 70% of the Asian landmass. Two other stations are under consideration to ensure a more reliable reception. RADI: Receiving,Processing & Distributing Satellite data from Miyun, Kashi, Sanya Ground Stations cover 70% of the Asian landmass GEO Secretariat

18 1.2 Receiving and Acquisition Capability Airborne Remote Sensing System Many Remote Sensing Aircrafts can conduct all-weather flight operations carrying photogrammetric cameras, scanners, imaging spectrometers, imaging radar and other advanced remote sensors. Airborne Remote Sensing System, with over ten state-of-the-art remote sensing devices and highperformance ground data processing systems to be equipped on the aircraft. 19 1.2 Receiving and Acquisition Capability Qinghai Lake Dunhuang Huailai Pu er China has built two radiometry calibration sites in Dunhuang and Qinghai Lake for operational calibration and validation services and two others (Huailai and Pu er) for research purpose.

21 1.3 Typical Applications China is one of the most earthquake-prone countries in the world. A M7.2 earthquake occurred in Lushan, Sichuan Province of China on April 20, agencies were involved in response actions. Data from both Chinese and foreign Satellites were rapidly accessed through the GEOSS China system. 22 1.3 Typical Applications In August 2013, a severe flood occurred in Northeast of China. All of the satellite agencies acquired data from domestic satellites of FY, CEBES, HJ, GF and Beijing-1 as well international ones. The near-real-time information was used to monitor food dynamics and assisted decisionmaking in reducing the disaster. 24 terms of monitoring, 89 remote sensing image, data volume 89G, 199 processed images, 24 monitoring reports. 23 1.3 Typical Applications China launched a 19-project research program on global change in 2010, including one in the use of high-resolution 30 meter Earth observation data for global land-use/landcover mapping and global land surface parameters. Under the project, products and spatio-temporal pattern analysis on the distribution of global landsurface water body and urban construction area were completed, and five datasets on global land surface parameters such as leaf area index, shortwave albedo, emissivity, downward shortwave radiation and photosynthetically active radiation were achieved. 24 1.3 Typical Applications China takes agriculture and food security as a global issue, and developed a global agricultural status mapping and analysis system of CropWatch. It operationally monitors and analyzes global crop growth status, makes yield estimation, monitors agricultural drought. The system contributes to the GeoGLAM system as a key element. 26 1.3 Typical Applications October 17, 2013, Australia was hit by serious bushfires in New South Wales. China responded quickly in fire monitoring and assessment, and provided satellite imagery of HJ and ZY satellites to Australia to assist the country's fighting against the bushfires.

China s Activities Supporting GEO Minister WAN Gang of MOST made latest comment on China s GEO work: China should proactively open certain data to promote GEO to become a data open platform for international scientific service. China will further implement approaches and proposals regarding promoting remote sensing satellite data sharing, and connect satellite data center in the fields of meteorology, ocean, territory, environmental protection, surveying and mapping, disaster relief, etc. to promote construction of sharing service platform. China s Activities Supporting GEO Ministerial coordinating mechanism To coordinate participation of China in GEO and GEOSS activities, China established a national inter-ministerial coordination group, which is led by the Ministry of Science and Technology of China and comprises 19 administrative bodies involving earth observation activities at ministerial level. Under the inter-ministerial coordination mechanism, China is establishing a data sharing platform, providing Earth observation products and services to the Asia-Pacific region, and developing global eco-environment monitoring datasets, as its efforts to facilitate the realization of GEOSS goals in the Asia-Pacific region and in the world.

30 2. China s Activities Supporting GEO Under the Coordination Group, a GEO China Secretariat and an expert group were established to support China s GEO work. Kick-off Meeting of GEO China Secretariat on Jan. 3, Opening Ceremony of GEO China Secretariat on Oct. 28, 2011.

As a national integrated and comprehensive facility for Earth observation data sharing. 34 Sharing Platform and Mechanism 3.1 Data sharing for disaster response China is one co-chair of GEO, has the responsibility to coordinate Asia-Oceanic GEO members to participate in GEO activities, as well as to promote achieving the goals of GEOSS in Asia-Oceanic region, particularly data sharing. China is member of the International Charter for Space and Major Disasters. Committee on Earth Observation Satellites (CEOS) About 60 satellites involving in data sharing China is its member Dragon Programme has been promoting data sharing between China and EU

35 3.1 Data sharing for disaster response Earthquake, Sep in Pakistan: China provided imagery of GF-1, ZY- 02C, ZY-3 and SJ-9 satellites to UN ESCAP. Bushfire, Oct in Australia: China arranged 9 urgent EO satellite operations, acquired 24 scenes of near-real-time images and provided 6 scenes before the disaster. Meanwhile, China provided 10 EO data-based assessment reports. Jul, 2013, Indonesia: China provided satellite ZY-3 data for habitat survey of migratory birds. Flood, Aug in the Philippines: China provided sastellite data of BEIJING-1 and CBERS.

37 3.2 Building ground receiving station China-Brazil Earth Resources Satellite (CBERS). China and Brazil will provide satellite observation data for African countries through a joint space program, according to agreements inked. China has actively promoted the extensive applications of Earth observation satellite data with various countries. The CBERS satellites have become an important data source for the world. With China's assistance, a receiving station for CBERS was established in South Africa. In its inaugural meeting, China, Brazil and South Africa signed a memorandum of understanding on reception, archiving and distribution of CBERS-03 in South Africa.

38 3.2 Building ground receiving station Thailand HJ-1A Ground Receiving Station in operation A naming and opening ceremony for the Thailand HJ- 1A satellite (SMMS) ground receiving station was held on July 9, 2011 in Bangkok. Thai Princess Chulabhorn attended the ceremony at Kasetsart University campus and unveiled the ground receiving station which is named after her. The receiving system was constructed by Center for Resources Satellite Data and Applications (CRESDA) of China, a subsidiary of China Aerospace Science and Technology Corporation (CASC), and was formally delivered to Thailand on April 1. In its trial phase, the station helped monitor the floods hit southern Thailand.

39 3.2 Building ground receiving station China-ASEAN Satellite Data Sharing Service Platform China assist expanding the ground receiving station in Singapore for CBERS satellite data. In the framework of China-ASEAN Cooperation, China actively conducted data sharing platform development. On the 9 th China-ASEAN Expo, Chinese government announced to share the data of CBERS satellite to ASEAN countries for free. China signed cooperation agreement with Myanmar, Indonesia, Thailand, Laos, etc. to promote date sharing mechanism.

40 3.2 Building ground receiving station CMACast uses communication satellite AsiaSat-4 to cover Asia and part of south-western Pacific area. Users in the area between middle Iraq and east New CMACast Architecture Zealand are able to receive broadcast data on CMACast by using m aperture antenna. CMACast is an operational system for broadcast meteorological satellite data from China Metrological Administration (CMA) and EUMETSAT to Asia-Pacific, as one of 3 pillars of GEONETCast.

41 3.2 Building ground receiving station Grant of CMACast Data Receiving Station Installation team finished the Installation and commissioning of CMACast receiving station in Bengal on December 23, Installation team finished the Installation and commissioning of CMACast receiving station in Pakistan on January 23, Installation team finished the Installation and commissioning of CMACast receiving station in Thailand on June 22, China donated 27 CMACast subscriber station systems and held the training courses to 19 developing countries in the Asia-Pacific region. It greatly facilitated the process of EO data sharing in this region.

43 3.3 Training and Software donating China has paid great attention on international cooperation in Earth observation, and is ready to share its experiences and achievements as well. China has provided capacity building opportunities to in Asia-Pacific and African developing countries, such like personnel training, GIS software granting, joint developing and customizing application models and products, and building institutional capacities.

44 Outline 3. Contributions to GEOSS 3.4 Promoting Earth Observation Data Sharing in Asia-Pacific Region

45 Data sharing is a key component of GEOSS. The Chinese government places high importance on data sharing work. At the 4 th GEO Plenary, China and Brazil jointly announced that the China-Brazil Environment and Resources Satellite data would be shared free of charge. 3.4 Promoting Earth Observation Data Sharing in Asia-Pacific Region China is building the EO Data Sharing Platform as national EO data sharing center to improve its comprehensive Earth observation capacities. The Platform will also work as a portal for accessing China s EO data for users around the world, as its data sharing channel towards Asia-Pacific EO data sharing system and the GEOSS at global level. 49 3.5 Remote Sensing Monitoring of Global Ecosystem and Environment China launches the Global Remote Sensing Monitoring on Ecosystem and Environment Program, which is an important work under the framework of GEO. Its results will be issued to and shared with the world. We sincerely welcome scientists from all over the world to join the activity to study and validate these products. 56 4 Future Work As the largest developing country, Chinese Government attaches great importance to development of Earth observation and its applications, and invests considerable human and material resources to promote data sharing and global eco-environment monitoring process under GEOSS framework. China will continue its cooperation with GEO members and participating organizations to achieve GEOSS goals in the Asia-Oceanic region, and contribute to the achievement of this goal in the world.

57 4 Future Work The Eighth GEOSS Asia-Pacific Symposium will be held in Beijing, China next year. We sincerely welcome regional GEO colleagues to Beijing for the meeting. We suggest assign a special session to discuss EO data sharing in the Asia-Pacific region in next Symposium. Hope to have your suggestions on this matter. The third meeting of the GEOSS Implementation Plan Work Group (IPWG) will be held in Beijing in September We warmly invite the GEO Principals from Asia-Oceanic region to Beijing to attend a seminar back-to-back with the IPWG meeting.
