6 Application of Satellite Observations Disaster Management Centre is developing a strategy to utilize inundation maps for the phases of response, and long term mitigation and development planning activities: Utilization of satellite imageries: 1.Emergency response to identify area of affected for urgent relief and rescue services, evacuation routing and transport planning. Users: Disaster Managers, Local police stations, local government agencies, fire and rescue teams, health workers, NGO communities and general public 2.Long term mitigation Identify cause for certain disaster scenarios for necessary mitigation actions. Users: Disaster Managers, local implementation agencies 3.Development Planning Use of past records of disaster occurrences in the form of spatial database for development planning activities as a decision support tool. Users: National planning agencies, Urban Development stakeholders 6
7 Emergency Observation Two observations in December 2009 for Eastern Province and May 2010 for Western province has been conducted. Successful acquisition and analysis of SAR imageries and interpretation for the May 2010 floods over the Western Province has been conducted. 9 Current Status of WINDS MOA between JAXA and DMC has been finalized (Jan to Apr 2010) JAXA and DMC have jointly conducted on site survey and identified suitable location for ground antenna installation (June 2010) WINDS - Basic proposal has to send for cabinet approval (July 2010) DMC requests Radio license to import and execute WINDS system in Sri Lanka (July 2010) July 2010 Aug Sep Oct. 2010
10 Future Plans Strengthen Data Analyze Capabilities by means of technical staff training, acquiring necessary software and hardware Develop a mechanism for efficient data dissemination and utilization of image products among stake holders Provide necessary training for disaster managers, and other grass root level actors to use Map products in emergency response activities Utilize space technological applications for long term mitigation and planning activities 10
11 Challenges Lack of trained and experienced technical human resource on image analysis and interpretation High cost / non availability of remote sensing / image analysis software (specially software for radar data analysis) Popularize products of imageries among national and local stake holders who are working in disaster management, administration and development activities Info-communication platform must be reliable enough for efficient utilization of maps and spatial databases for data transfer, view and interpret among stakeholders 11
