23 OGC s Approach for Advancing Interoperability Interoperability Program (IP) a global, innovative, hands-on prototyping and testing program designed to accelerate interface development and validation, and bring interoperability to the market. 24 Types of IP Initiatives Testbeds provide an environment for fast-paced, multi-vendor collaborative efforts to define, design, develop, and test candidate interface and encoding specifications. These draft specifications are then reviewed, revised, and, potentially, approved in the OGC Specification Program. Interoperability Experiments are brief, low overhead, formally structured and approved initiatives led and executed by OGC members to achieve specific technical objectives that further the OGC Technical Baseline. Pilot Projects apply and test OpenGIS Specifications in real world applications using standards-based commercial off-the-shelf (SCOTS) products that implement OpenGIS Specifications. Pilot projects are designed to help users understand how to best implement interoperable geoprocessing that meets their requirements for application, spatial data, and geoprocessing service sharing. 25 Roles in Interoperability Program Initiatives Initiative Sponsors (OGC Members) work with a team of OGC staff and technical experts to document interoperability requirements. This process includes the development of an initiative's use cases, vision, technology objectives, and timeline. Sponsors contribute resources funding, personnel, facilities, etc. In response to the sponsor s requirements, Initiative Participants, mainly technology provider companies, establish specific technical requirements for specification development or enhancement and determine the scope and agenda. Multi-vendor participant teams develop and document the prototype interfaces, encodings etc. and perform other technical tasks. OGC staff facilitates the overall process. OGC staff works with the members to: publish Requests for Technology (RFTs), Requests for Proposals (RFPs), and Calls for Participation (CFPs); manage initiatives; and provide liaison with other industry consortia and de jure standards organizations. 29 PortalU Germanys Environmental Portal The Aarhus Convention of 1998, requires easy access to environmental information for all citizens of the EU member states. INSPIRE, the EU-directive for establishing an infrastructure for spatial information, calls for a better availability and interoperability of geospatial data, with a strong thematic focus on the environment. In response to these regulations, improved technical infrastructures will be needed. PortalU, the German Environmental Information Portal, is a new information infrastructure run by the environmental administration in Germany. 32 Some Closing Thoughts The OGC is facilitating a global and highly social process to identify and address important geospatial interoperability issues The process is producing results, with broad build out in the global marketplace The more geospatial technologies and information are applied, the more we are shape new policy and legal precedent A major challenge will be for government to create law and policy commensurate with the responsibilities and liabilities of the use of geospatial information. 33 To the Geospatial Web The Geospatial Web is not just a bunch of mash-ups or even the hundreds of SDI's that have been successfully deployed. The Geospatial Web is about the complete integration and use of location at all levels of the internet and the web. This integration will often be invisible to the user. But at the end of the day, the ubiquitous permeation of location into the infrastructure of the internet and the web is being built on standards.
