3 FP7-REGOPT , Project Acronym: RP-DEMATEN A.1 Project summary The Department of Materials Engineering (DEMATEN) at the Faculty of Technology, University of Novi Sad represents the strongest research and education centre in the province Vojvodina in the field of ceramics and polymer materials and one of the first research centres in Serbia in which investigation of nanostructured materials has begun in early 1990 s. Since then the research activities at DEMATEN have been focused on processing and characterization of nanostructured materials: nanopowders, nanotubes, nanofilms, nanocomposites. The objectives of the proposed project are reinforcement of research potential of DEMATEN and strengthening partnerships among centres of excellence established in the EU s convergence region, the Member States and the Western Balkan Countries (WBC). This will be realized by: i) improving networking and exchanging of know-how and experience among the countries concerned through trans-national two-way secondments of research staff; ii) sending young scientists in the EU centres for training or to carry out specific research experiments; iii) reinforcing the human potential of DEMATEN (and three research centres from the EU s convergence region) by hiring new young researchers; iv) upgrading and renewal of S&T research equipment and v) organising of workshops and conference. Achievement of these goals should enable the research group of DEMATEN to become expert and competent in the challenging field of nanomaterials and nanotechnology, to reinforce the WBC research potential and to contribute to sustainable research development by reinforcing S&T potential. The proposed project will explore the synthesis, characterization and processing of nanostructured materials as well as their integration into novel technologies. Realization of the project would facilitate integration of DEMATEN into the European research area as an appropriate partner in fundamental as well as applied research projects. Concept and objectives, quality and effectiveness, of the support mechanisms and associated work plan B.1.1 Concept and project objective(s) The Department of Materials Engineering (DEMATEN) at the Faculty of Technology, University of Novi Sad (FTUNS) represents the strongest research and education centre in the province Vojvodina in the field of ceramics and polymer materials and one of the first research centres in Serbia in which investigation of nanostructured materials has begun in early 1990 s. Since then the research activities at DEMATEN are focused on processing and characterization of nanostructured materials - nanopowders, nanotubes, nanofilms and nanocomposites. The research team at DEMATEN consists of relatively young and qualified researchers, having considerable international experiences. Thus, the proposed RP-DEMATEN project will continue already initiated bilateral collaboration between researchers from FTUNS (DEMATEN) and five centres of excellence from Europe (Nanoparticle Process Technology, Duisburg (UDE); Institute of Macromolecular Chemistry AS CR, v.v.i., Prague, (IMCASCR); Institute of Materials Science, Athens (IMSNCSR); Institute of Materials Research, Kosice (IMRSAS) and Department of Ceramics and Polymers, Brno (DCPBUT)). The collaboration has been based on cooperative research activities, exchange of scientists, joint publications of the obtained results and the current European project - COST 539 Electroceramics from Nanopowders Produced by Innovative Methods. Contrary to the previous type of collaboration, which was mainly based on the individual actions and contacts only between researchers from DEMATEN and other research groups (bilateral collaboration), the proposed project offers coordinated activities and multilateral collaboration among all participants. This will accelerate the setting up of sustainable partnership among the centres of excellence concerned and in the same time promote closer S&T cooperation between Europe and the Western Balkan Countries (WBC). In addition, successful cooperation will attract other centres from the Balkan region to join and participate in the future research activities, giving perspective of further integration of the Balkan region into the European Research Area (ERA) and therefore the European RTD activities and networks. Currently, development of nanostructured materials and nanotechnologies is one of the priority research directions in Europe. Thus, emphasis in FP7 is continuously placed on new advanced materials and systems obtained using the potential of nanotechnologies, in particular higher performance nanostructured materials (e.g. nanocomposites) with improved electric and magnetic properties, including design and control of their processing, properties and performance (Theme 4 - Nanosciences, Nanotechnologies, Materials and new Production Technologies). Activities of the proposed project will be based on the synthesis, characterization and processing of nanostructured materials (nanocrystalline ceramics and polymer-based nanocomposites) as well as their integration into novel technologies. Thus, development of innovative methods for synthesis of different oxide nanopowders (controlled alkoxide hydrolysis (sol-gel), hydrothermal synthesis and chemical vapour synthesis) will be the base for training of young scientists during their stay in the centres of excellence. Different types of nanopowders will be synthesized, mainly based on Ti-, Zr-, Fe- and Mnoxides, i.e. pure and doped simple oxides and complex oxides with perovskite, layered perovskite and spinel structures. Special attention will be also given to the synthesis of oxide nanopowders with controlled morphology, such as nanowires and nanotubes, due to their novel physical properties and potential applications in the field of nanoscale electronics. Coordinated research activities, with main objective to reinforce research capacities and enable sustainable partnership among centres concerned, will also be used for the processing of functional nanostructured materials for electronic components and magnetic devices from the already synthesized nanopowders. Nanocomposites, consisting of the synthesized nanoparticles dispersed in polymer matrix, will be prepared using polymer technologies. Special attention, as one of the main subjects of the proposed study visits, will be focused on the chemical interaction of nanofillers with the polymer host as well as the composite processing with uniform dispersion of nanoparticles and nanotubes in polymer matrix. The relationship between processing parameters and nanopowder characteristics and their influence on structure and properties of the prepared materials and components will be analysed. The key objective, especially for young scientists is to learn how to tailor, at the nanoscale, novel material systems with new or improved properties and performance based upon better understanding of materials 3

In addition, materials characterization and simulation techniques are also essential to better understand materials phenomena, in particular the structure property relationships at different scales, to improve materials assessment and reliability. Since some newly developed characterization techniques are not well known or are unaffordable for researchers from centres belonging to the Western Balkan Countries (WBC) and the convergence regions of EU, an additional objective of the proposed research is also to compile them in use and support further development of nanomaterials in the convergence regions of EU and WBC. Thus, the subject of two training schools will be directly connected with the general problems in structural and functional characterization of nanostructured materials. Realization of these activities requests (needs) the multidisciplinary team (including chemists, physicists, material scientists and engineers) and the international cooperation with research institutions in EU. Thus, the proposed project really provides the opportunity to develop strong partnerships among centres of excellence established in the EU s convergence region, the Member States and the WBC. This will be realized by: i) improving networking and exchanging of know-how and experience among the countries concerned through trans-national two-way secondments of research staff among the selected centres, with inbuilt obligatory return mechanisms; ii) sending young scientists in the EU centres for specialised training or to carry out a specific research experiments; iii) reinforcing the human potential by hiring new young researchers at centres in the Western Balkan Countries (FTUNS), iv) enabling for the experienced researcher from abroad to return to the WBC and hire at FTUNS (DEMATEN); v) upgrading and renewal of S&T research equipment at FTUNS (DEMATEN) and vi) organising of conference, workshops and training schools to facilitate knowledge transfer at national and international level. Achievement of these goals should enable the research group of DEMATEN to become expert and competent in the challenging field of nanomaterials and nanotechnology, to reinforce the WBC research potential and to contribute to sustainable research development by reinforcing S&T potential. In addition, this will also help to centres of excellence in the convergence regions of EU (IMCASCR, IMRSAS and DCPBUT) to become even stronger and more competent in this field. B.1.2 Quality and effectiveness of the support mechanisms and associated work plan The proposed project is acceptable framework for implementation of European cooperation in the field of nanostructurted materials and nanotechnology. The proposed project provides the best means for harmonizing research activities in this field in EU and Balkan countries, where significant basic research expertise already exists. The cooperation will reinforce research potential, foster creative ideas and extend perspective (especially for young scientists), which may develop into new proposals with defined aims, and work programs specifically tailored for key applications relevant to European research area and industrial needs. Focus in the proposed project is given to younger scientists, as they will carry out all future activities necessary for sustainable research partnership between EU centres of excellence. Once given the opportunity to have access to information and being able to use very sophisticated equipment and information technologies, young researchers will have promising carrier and work conditions. They should feel as members of the international research community no matter where they live and work, reducing braindrain phenomena and giving new impulses to stabilization and reinforcement of S&T potential in Serbia. It must be added that enhanced professional skills of young scientists, as well as an opportunity to establish informal links with their European colleagues, will lead to their more active participation in relevant national and regional programs and consolidation of EU-WBC cooperation. Besides, the advantage of the proposed approach lies in a relatively rapid exchange of information between scientists and technical experts. The proposed coordinated research activities by RP-DEMATEN will provide a platform for development of synergy in nanopowders and functional materials for electronic components and magnetic devices. By bringing together the specialists for the synthesis, processing and characterization of nanostructured materials with improved electric and magnetic properties it will be possible to gain a significantly better understanding of these materials and their manufacture hence reducing the cost of these technologies and that of the final products. In addition, closer S&T cooperation between the centres of excellence in the Member States will help to the centres in the WBC and EU s convergence regions to improved reliability of measurement and analysis at the nano-level. Thus, reinforcement of research capacity of DEMATEN at FTUNS will be done with the specialized equipment, which already exists at the centres of excellence in UDE, Duisburg. 4

6 FP7-REGOPT , Project Acronym: RP-DEMATEN Working in international and multi-disciplinary teams, as well as optimal utilization of research capacities existing in different European research centres is the only way for the development of innovative synthesis methods and processing, as well as the integration of obtained ceramic and nanocomposite materials into novel technologies. This will ensure the avoidance of duplication of research activities in the centres of excellence concerned and contribute to the elaboration of a bottom-up strategy in the area of fundamental research in the field of nanomaterials and nanotechnology. In addition, compatibility of research equipments, which exists at the six centres of excellence, participated in the proposed project, is very important basis for coordinated research activities in the field of nanomaterials and nanotechnology. RP-DEMATEN will promote cooperation between various research institutions in Europe and Balkan countries and strengthen the integration of European infrastructures in the field of nanomaterials and nanotechnology and related sciences. Thus, the proposed project will enable more rapid dissemination of information through the establishment of a network among six centres of excellence, which of course could be used by scientists from other European research institution and industries. Mobility of researchers within Europe, forced by the proposed project, encourages successful inter- and multi-disciplinary collaborations, enhances training and facilitates the development of core expertise within the field of nanoscience and nanotechnology. It helps to bridge the frontiers of national practices and strengthens the cohesion of Europe. B.1.3 S/T methodology and associated work plan B Overall strategy and general description The structure of the work plan reflects internal logic of the RP-DEMATEN and of the work to be done in order to achieve the objectives of the proposed project and fully benefit from it. A detailed work plan is broken down into six work packages (WPs), which follow the logical phases of the implementation of the project, and include consortium management and assessment of progress and results. Since the planned activities are directly aimed at strengthening partnerships among centres of excellence established in the EU s convergence region, the Member States and the Western Balkan the RP-DEMATEN will start with the Kick off meeting, preparation of training & mobility plan and web site installation. Thus, already in the first year exchange of PhD students and senior scientists are planned, which will contribute to closer collaboration among the centres concerned. The next steps in work plan are hiring of young researcher and purchasing new equipment at DEMATEN (FTUNS), as the main objective of the proposed project is improving the research capacities of DEMATEN (FTUNS) in the field of nanomaterials and nanotechnology. The first training school Microstructure and Fracture-Mechanical Properties of Nanostructured Materials will be held at the end of the first project year and enabled specialised training of young researchers. Study visits of young scientists and training for PhD students and/or post-doctoral researchers in EU research institutions will continue in the second year with high intensity, as these are the most important methods for their personal development, and consequently development of the research institutions in general. In addition, the first workshop Processing of nanostructured materials, the second training school Characterization of nanostructured materials, and the main conference Nanostructured ceramics and nanocomposites Challenges and perspectives will be organised in the second project year and represent very important events for knowledge dissemination as well as education of scientists (especially young researchers) about recent development in nanotechnology, nanometrology and improved reliability of measurement and analysis at the nano-level. The main conference and the training school will be held on the end of the second project year, simultaneously with the 8 ht Students Meeting, SM-2009, Processing and application of ceramics, well known traditional forum for young researchers. The development of innovative synthesis methods and processing, as well as the integration of prepared ceramic and nanocomposite materials into novel technologies, obtained with the proposed activities, will be presented at the second Workshop Properties and application of nanostructured ceramics and nanocomposites at the end of the third project year. All of the mentioned activities are aimed at providing stimulative and inspiring climate for scientific activities within DEMATEN (FTUNS), not only for experienced researchers, but also more importantly, for young generation of researchers thus preventing brain-drain. 5

Organization of one month-trainings in EU institutions for 11 (eleven) young researches (5 (five) from FTUNS-Novi Sad, 3 (three) from IMRSAS-Kosice and three (3) from DCPBUT-Brno); Task 4. Organization of study visits (one month-visit) for 5 (five) researchers from EU institutions at FTUNS-Novi Sad; Task 5. To set up and maintain the project web site as an internet accessible information system that forms communication and dissemination platform for the project members and all professionals and general public. To prepare flyers about the activities related to the project, obtained results and reinforced capacities of DEMATEN-FTUNS laboratories. To prepare written dissemination materials (pamphlets), which will accompanies the serial of popular lecture about nanostructured materials and nanotechnology organized in secondary schools or at public meetings and national/international students workshops. Description of work (possibly broken down into tasks) The most important way for dissemination of information and successful realization of all established tasks is web site, that should enable easy and fast access to all information and electronic documents, important not only for participants but also for general public. This will be done by appropriate definition of the concept and design of the web site, substantive and linguistic editing of the documents and implementation of all relevant information as an online, searchable set of electronic documents and links to similar web sites. Pamphlets and flyers about the activities related to the project, obtained results and reinforced capacities of the six research centres (especially those belonging to the WBC FTUNS and the EU s convergence regions 11

The Training school Microstructure and Fracture-Mechanical Properties of Nanostructured Materials (three-day course for young scientists) will be held after the Third International Conference Fractography of Advanced Materials. The main idea is to use the framework of the International Conference held every year in Slovakia, and disseminate knowledge and educate young scientists from the WBC and EU s convergence region. It will be necessary: - to define the structure of the training school the list of lectures and exercises - to prepare timetable rooms and labs - to prepare and distribute announcements Task 2. The first Workshop will be held at the beginning of the second year. Description of work (possibly broken down into tasks) The first task will be settling the Project Management Board (PMB) at the Kick-of Meeting (will be held in Novi Sad, Serbia) and delegating five WP-leaders (for Work Packages WP1, WP2, WP3, WP4 and WP5, the leader of WP6 will be the project coordinator). The WP-leaders will manage all tasks defined for the specific Work Package according to the anticipated plan and instructions given by the project-coordinator and the PMB. Main tasks of management of the project will be: web site concept and plan, dissemination plan, preparation and call for hiring, preparing plan for training for hired young researchers, preparing tender documentation and criteria for selecting the best offer for buying new equipment, installation of the purchased equipment, and planning and organization of PMB Meetings, training school and workshops. The first PMB will be held in Kosice, the second PMB in Brno and the third PMB in Athens. In addition, important tasks will be: overall project management; budget management; reports to the Commission; quality assurance, assessment and control; progress report. Contribute to the progress reports and the final report to the Commission according to the tasks. The synthesis of the project work will be documented as the final report. External evaluation of activities within RP-DEMATEN will be done by the project advisor. 20 B2. Implementation B.2.1 Management structure and procedures The Consortium of the proposed project (RP-DEMATEN) consists of six participants: 1. Faculty of Technology, University of Novi Sad, Serbia (FTUNS), 2. University Duisburg-Essen, Germany (UDE), 3. Institute of Materials Science, National Center for Scientific Research Demokritos, Greece (IMSNCSR), 4. Institute of Macromolecular Chemistry, ASCR, v.v.i., Czech Republic (IMCASCR), 5. Institute of Materials Research, Slovak Academy of Science, Slovakia (IMRSAS), 6. Department of Ceramics and Polymers, Brno University of Technology, Czech Republic (DCPBUT). Coordinator of the RP-DEMATEN project will be Faculty of Technology, University of Novi Sad (FTUNS) represented by Prof. Dr. Vladimir V. Srdic. The project coordinator will manage the RP-DEMATEN with the assistance of the Project Management Board (PMB). Members of the PMB will be representative of each participant (FTUNS - Prof. Dr. Jaroslava Budinski-Simendic, UDE - Prof. Dr. Markus Winterer, NCSRIMS - Dr. Evagelia Moshopoulou, IMCASCR - Dr. Milena Spirkova, IMRSAS - Prof. Dr. Jan Dusza and DCPBUT - Prof. Dr. Karel Maca) and the project coordinator (Prof. Dr. Vladimir V. Srdic). The project coordinator with the assistance of the PMB will be responsible for detailed planning of technical work, deliverables, detailed monitoring of technical progress, preparation of technical progress reports, setting deadlines, approving of time records and other steps in the field of administration. The project coordinator will be the link between the project and the European Commission and is a decision-making authority concerning project policy and strategy in the framework of the contract, but in consulting with the Project Management Board. The project coordinator will also be responsible for negotiations regarding budgetary aspects, the organization and managements of PMB meetings, technical reports, and preparation of cost statements. The PMB will supervise the project, emphasise important topics and give binding advice in case of difficulties. The PMB is authorised to ask for external advice in order to maintain progress in the process. The PMB will be settled at the Kick-off meeting on the beginning of the project and after that scheduled regularly once per year, or more frequently, depending on activities. Reports written at the end of each PMB meeting will serve as the basis of interim and final reports to be submitted to the Commission. The PMB meeting could be organized only if at least four PMB members are present. Decisions made on the PMB meetings are valid only if at least four members accept them. Important problems could also be solved in direct communication between the project coordinator and other member of the PMB by regular post or electronic communication ( ) and decision will be made only if at least four member of the PMB accept it in the written form. The activities in the project RP-DEMATEN are split up into 6 (six) Work Packages (WP). Each WP will be coordinated by a person named at the Kick-off Meeting and could be replaced on the PMB Meeting or if at least four member of the PMB confirm it in the written form by regular post or electronic communication ( ). After having finished the activities of a WP, the WP coordinator will prepare a written report to the PMB. The quality of project performance should be assured by monitoring several points like planning, milestones, reports and deliverables. External evaluation of activities within RP-DEMATEN will be done by the project advisor, well known, high-ranked expert in the field of nanostructured materials, Prof. Dr. Hors Hahn (see the Appendix 2). His obligations will be to observe all activities within the project, help and give advices for improvement in implementation allocated tasks. He will visit DEMATEN, and participate in important events, organized within the project, and has the obligation to prepare three short reports for three PMB meetings. B.2.2 Beneficiaries Faculty of Technology, University of Novi Sad (FTUNS) The University of Novi Sad is an educational, scientific and art institution founded in 1954 by the Republic of Serbia. It is comprised of 13 faculties (one of them is the Faculty of Technology), located in four main cities of the Autonomous Province Vojvodina, and has educational and scientific autonomy. The Faculty of 19

21 Technology was founded in 1959 and, at first, the Faculty of Technology educated food technology engineers, than, in the 1970s its curriculum broadened to include education in chemical and pharmaceutical engineering. Now, basic activities of the Faculty of Technology are carried out by eight departments, one of them is the Department of Materials Engineering (DEMATEN). Activities of the DEMATEN researchers are focused on development of innovative methods for synthesis of different oxide nanopowders and processing of bulk ceramics, polymer based nanocomposites and thick films with improved electrical and magnetic properties. In addition, important issue is application of the obtained materials and components in novel technologies: i) electronics (dielectrics, ferroelectrics and semiconductors based on titanates, zirconates and manganites with perovskite, layered perovskite and spinel structures), ii) soft magnets (based on ferrites with spinel structures) and iii) solid oxide fuel cells (electrolytes based on stabilized zirconia and lanthanum-galates and cathodes based on manganites and cobaltites). In the research groups within the DEMATEN there are 7 Ph.D. researchers, 2 research assistants, 5 postgraduate students involved in the realization of certain project and their M.Sc./Ph.D. thesis.
