2 Establishment of CBMS in Agusan del Sur The Community Based Monitoring System (CBMS) in Agusan del Sur was created by virtue of Executive Order No Complete CBMS databanks are now available and being accessed by key staff at Provincial level as well as in each of the Municipal Planning Offices of Agusan del Sur. Household level data are available where they are required for selection of beneficiaries.

6 How CBMS is being utilized in Agusan del Sur Comprehensive CBMS summary reports and indicator maps available 14 Core indicators and 23 Non-Core indicators immediately accessible Through data-querying and data-mining the CBMS teams at provincial and municipal levels are able to process complex requests from users and this has proven to be a powerful tool for identification of beneficiaries in Agusan del Sur.
7 PROBLEMS ENCOUNTERED Survey enumerators particularly the students were no longer available during the editing of questionnaires and validation; SOLUTIONS The Provincial Team took over the responsibility Some LGUs could not focus fully on CBMS due to some other tasks to performed which caused the late completion; The Provincial Team assigned personnel to assist
8 PROBLEMS ENCOUNTERED Boundary conflicts (double counting of HHs); SOLUTIONS Conducted meeting with the conflicting barangays Data on income very difficult to obtain; Some MPDCs lack commitment; Budget Allocation at the municipal level The Provincial Team took over the responsibility The provincial government allocated additional funds

10 CBMS utilization in development programs and projects CBMS is being used for identification of indigent families for the Pantawid Pamilyong Pilipino Program (4Ps) whereby some 17,000 families will receive between P500 and P1,400 per month over a period of 5 years. this translates into a total financial support to the poor of between P0.5 billion and P1.4 billion the CBMS implementation cost P7million, a mere 1.4% of the gains from the Pantawid Pamilyong Pilipino Program
11 CBMS utilization in development programs and projects CBMS provided inputs for the Convergence Development Program in its planning, and its prioritization of geographic areas. The Convergence Development Program aims to pool together local resources in order to have a focused and integrated strategy to economic and social development. Currently, 32 barangays are targetted.
12 CBMS utilization in development programs and projects Additionally, CBMS has also been used in the determination of 267 beneficiary households of the Convergence Development Program have been identified for livelihood support based on monthly per capita income of between P3,500 to P6,500.
13 CBMS utilization in development programs and projects The 5-year F1 Fourmula 1 Strategy (spearheaded by the Provincial Health Office, has availed of CBMS information in its planning stages. The Fourmula 1 strategy includes 4 components Financing,Regulation,Service Delivery,Governance Agusan del Sur is one of the few Provinces in the country (16 in total) to be selected for F1 and is designed to fast-track major health improvement projects.
14 CBMS utilization in development programs and projects The Mindanao Rural Development Program (MRDP) has made use of CBMS outputs,for barangay development planning in selected Municipalities (particularly Santa Josefa and Prosperidad) Analysis of data on Indigenous Peoples in selected areas has been conducted by the National Commission on Indigenous Peoples (NCIP). This has been used for deliberation of a CADT (Certificate of Ancestral Domain) application.
15 CBMS utilization in development programs and projects CBMS was a reference for a Scholarship Program designed to assist Persons With Disability. It was established through Ordinance #14-06 and CBMS data also provided a foundation for selection of beneficiaries. CBMS data has been used by Municipal Social and Welfare Development offices for enrolling 39,000 PhilHealth beneficiaries in 2009.
16 The impact of CBMS in Agusan del Sur The province is addressing the complex and varied needs of development by undertaking many varied activities in parallel, with the aid of CBMS as a supporting information system. This means that many activities are being underpinned by evidence-based decisions. This approach recognizes that many evidencebased decisions, when added up over time will have a major impact.
17 The future of CBMS in Agusan del Sur Recognizing the importance of CBMS, the province has allocated some P5 million for a second implementation which will start in January 2009.
