4 CLOVER RIDGE DRIVE EXTENSION/FREY PROPERTY (CHASKA CREEK BOULEVARD) AMENDMENT Introduction In June of 2016 a feasibiity report entited Cover Ridge Drive Extension/Frey Property/Chaska Creek Bouevard was prepared and accepted by the Chaska City Counci. That report outined the necessary improvements required to deveop the site as presented by Community Asset Deveopment Group. Since the report was written, the deveopment scope has change. The most noticeabe changes were new for the panned grocery store and medica buiding parces. The overa deveopment is now panned to be phased in two parts. This proposed phased construction pan wi have the greatest impact as it reates to grading since the entire site is not intended to be mass graded up front. The impacts of this phased grading are most notabe where the panned grocery store owner does not intend to grade their site unti a ater date after Phase 1 is competed. This phased approach aong with other proposed deveopment concept changes warrant an amendment to that origina report. This amendment wi address the foowing changes as they are known at the time of this writing. Project Eements Since the writing of the origina report there are some key eements that wi need to be revised due to changes being requested by the deveoper. The foowing items wi be reviewed and presented in this amendment: Traffic Anaysis/ Lane Configurations Street Section Trai Construction Site Grading Utiity Improvements Project Schedue TRAFFIC ANALYSIS Additiona traffic anaysis was competed by both the deveoper and the City in January The additiona traffic anaysis was needed due to the change in company purchasing the site aong with proposed increases in the buiding foot print and overa use of the site. Those anayses reviewed the option of revising the proposed right in / right out for the northern most driveway proposed for the grocery store compex to a 3/4-intersection type geometrics. That anaysis found that a 3/4-intersection coud propery function at an acceptabe eve of service for the studied time period. A second sensitivity anaysis was competed ooking at the how much farther into the future woud the roadway operate at an acceptabe eve of service as traffic voumes continue to grow with new regiona deveopment. It was found that a traffic signa shoud be added in the future. A signa heps provide the necessary gaps in traffic to aow cars to make the necessary movements entering and eaving the compex at an acceptabe eve of service whie not decreasing the overa function of the main roadway. It is therefore recommended that in the future, the necessary additiona signa be paced at the fu intersection to hep with both the 3/4 intersection and the west to south bound traffic trying to eave the grocery store compex. This report amendment has added the costs of additiona phasing of a future traffic signa aong Cover Ridge Drive/Chaska Creek Bouevard. Cover Ridge Drive Extension/Frey Property (Chaska Creek Bvd.) STREET SECTION Minor geometric changes are recommended from the June feasibiity report as they reate to Cover Ridge Drive. The revisions incude raising the panned profie Chaska Creek Bouevard to better match the panned future deveopment improvements east of the roadway and adding the 3/4 intersection as previousy discussed. Aong the south side of the proposed medica faciity it has been requested to construct a short section of Chaska Creek Way/Service Road far enough west so that it provides access for the proposed parking ot. This short extension of roadway is proposed as a 9-ton street as shown on figure 5. The street section sha incude a 60 foot right of way with a 32-foot face to face two ane urban section with additiona turn anes at its intersection with Cover Ridge Drive/Chaska Creek Bouevard as previousy shown in the origina report. Side wak is proposed for both the north and south side of the roadway corridor. In the future if this roadway is connected with Enger Bouevard, it wi require a right turn ane to be constructed on Enger to provide access for eastbound traffic. This work sha be coordinated with the County. For this report no costs have been computed for the construction of Chaska Creek Way/ Service Road past the driveway to the proposed medica faciity. The cost for the short section up to the driveway have been incorporated into the appendixes. TRAIL CONSTRUCTION No revisions are being proposed for the trai aong both sides of Cover Ridge Drive/Chaska Creek Bouevard. A trai is being added to provide access for the storm sewer fitration pond features being constructed aong the creek area. This access trai is needed for future maintenance operations that wi be required. An appropriate easement sha be granted for such purposes. SITE GRADING The June 2016 feasibiity report estimated costs based on the project being constructed in one construction phase for the entire roadway. The deveoper is now requesting that the project be spit into two phases. This phasing wi add cost to the overa project. The City has reviewed this approach with the deveoper and they have acknowedged and accepted the increased costs for the phased approach. PHASE 1 The first phase wi provide for the construction of a medica faciity on the first ot west of Cover Ridge Drive/Chaska Creek Bouevard. They are requesting that ony grading occur for the Cover Ridge Drive/Chaska Creek Bouevard from Enger Bouevard south to just short of the existing creek. Even though the grading is proposed to be extended to the creek area, the roadway is proposed to be constructed to just south of the first fu intersection. They are aso requesting that the grading necessary for the first coupe hundred feet of Creek Lane / service road be competed to provide for the construction of street and utiities necessary for the medica faciity. To estimate the costs of grading for Cover Ridge Drive/Chaska Creek Bouevard, the cacuations used the existing conditions of the site. It is sti assumed that a poor materia that must be removed out of the roadway zone wi be paced somewhere on the project site. It is aso assumed that a necessary good materia needed to repace the poor sois and bring the road subgrade up to grade be suppied by the deveoper cose by on site. 6 CLOVER RIDGE DRIVE EXTENSION/FREY PROPERTY (CHASKA CREEK BOULEVARD) AMENDMENT PHASE 2 For the remainder of Cover Ridge Drive/Chaska Creek Bouevard, the roundabout construction at Creek Road, and the necessary work aong Creek Road it has been requested for it to be competed in the future. This work is referenced as Phase 2 in the amended cost breakdown. It is sti unknown as when those improvements wi be petitioned for. For this report amendment, we have estimated a 2019 construction period for estimating the appropriate costs for those improvements. The costs for the second phase of site improvements aso assumes that the deveoper wi provide the necessary easements and materia to be abe to construct the project without having to import or export materia away from the site. UTILITY IMPROVEMENTS SANITARY SEWER No new changes are proposed in providing sanitary sewer service for each phase of the project that are aong Cover Ridge Drive/Chaska Creek Bouevard. It shoud be noted that in the future when the second phase of the project is constructed, a future trunk sanitary sewer is proposed to extend west from Cover Ridge Drive/Chaska Creek Bouevard to a point near the west ot ine then extend north toward Enger Bouevard. Future deveopment phases within the Chaska Creek Center sha coordinate this sewer together with the proposed buiding, parking ot, and storm pond features. A necessary easements sha aso be provided by the deveopment to compete and maintain the trunk sewer ine. Even though Cover Ridge Drive/Chaska Creek Bouevard is ony proposed to have curb and gutter and street surfacing being constructed to just south of the Creek Lane/service road intersection, the utiities proposed aong the corridor are recommended to be instaed to the north side of the creek. This is necessary as the poor sois that exist within the roadway corridor need to be removed prior to constructing the Phase 1 pond. This work coud not cost effectivey be competed at a ater date. With the deep nature of the sanitary sewer, constructing this portion of sanitary sewer in Phase 1 aso aows time for the sois to consoidate prior to constructing the permanent roadway improvements. New sanitary sewer is proposed to be extended aong Creek Lane/service road to provide service the future buiding proposed west of Creek Lane and south of Enger. The ine wi be considered a standard atera 8-inch sewer ine extending aong the center of the proposed roadway. Eight-inch service ines wi then be extended to the right of way area to aow for the buiding to have a connection point. WATER MAIN No changes are proposed for the water main system outined in the June report for that portion running aong Cover Ridge Drive/Chaska Creek Bouevard. Water Main now is being proposed to extend west from Cover Ridge Drive/Chaska Creek Bouevard aong Creek Way/Service Road to service that area future deveopment. Since Creek Lane wi provide service to an industria/ commercia type deveopment, the City s standard atera water main size for this type of deveopment is 12 inch. Therefor a 12-inch ine has been added to the appendixes for water main aong the short section of Creek Lane. STORM SEWER PHASE 1 In phase one of the proposed project, the deveoper is proposing to construct a pond aong the west side of the Cover Ridge Drive/Chaska Creek Bouevard just north of West Creek. Just west of Cover Ridge Drive Extension/Frey Property (Chaska Creek Bvd.) Amendment Page 6 City of Chaska

7 CLOVER RIDGE DRIVE EXTENSION/FREY PROPERTY (CHASKA CREEK BOULEVARD) AMENDMENT the storm water pond and north of the West Chaska Creek they propose the necessary infitration basin required to meet both the City and watershed requirements. The proposed pond wi take the drainage from Phase 1 roadways and the first phase of buiding construction necessary for the medica cinic. We have added these ponding costs into the cost appendices for phase I. When the second phase of the project is ordered, the existing storm ponds and infitration beds wi need to be expanded. Storm sewer for the short section of Creek Lane/service road provides a connection point for the storm sewer for the medica faciity site. Since the ponds and the fitration features in phase 1 hande drainage from both the pubic roadway and the deveopment, it is anticipated that the ponds that take water from the roadway systems wi be maintained by the City. As mentioned earier, an access road or tria wi be required so that this work can be executed. Appropriate easements wi aso be required. Other ponds in the site designed to hande storm water from other buiding sites must be maintained by the new buiding owner or deveoper. As the proposed deveopments aong the east side of Cover Ridge Drive/Chaska Creek Bouevard are designed their storm sewer system sha be coordinated with the street storm sewer design to minimize mutipe pipe runs into the pond. Do to the topography of the site the future storm sewer for the grocery store compex area sha be design so that in a 100-year event a surface water sha be coected and brought to the pond by pipe without over topping the roadway. Project Schedue The deveoper has requested that the site be competed in at east two phases. The first phase being requested is for improvements necessary to provide service to a medica cinic being proposed on the first ot on the west side of Cover Ridge Drive/Chaska Creek Bouevard. We anticipate at east two more phases are needed to compete the work remain on the site. The second phase woud compete the remaining sections of Cover Ridge Drive/Chaska Creek Bouevard and necessary improvements at the Creek Road. The anticipated construction techniques outine in the June feasibiity report sha sti be foowed. The fina phase, Phase 3, wi be the instaation of a traffic signa for the Creek Lane/service road, Cover Ridge Drive/Chaska Creek Bouevard intersection. The average increase in construction cost index for 2015 to 2016 was 3.02%. Therefor phase two construction costs have been increase for two years at 3% annuay and phase 3 accordingy to Cover Ridge Drive Extension/Frey Property (Chaska Creek Bvd.) The foowing comments and recommendations are recommended to be added for considerations: It is feasibe to construct the project improvements in two phases as requested by the deveoper. It is recommended to construct Creek Lane/service road to a City standard 9-ton design in a 60 foot right of way as outined in this amendment. It is recommended to insta the necessary utiities as outined in this report for the improvements aong Creek Lane/service drive. It is recommended to insta the sanitary sewer and water main and do the necessary soi correction for Cover Ridge Drive/Chaska Creek Bouevard extended south of the intersection with Creek Lane/service road. It is recommended to not pace and aggregate, curb or paving in the region from the creek to Creek Lane /service road aong Cover Ridge Drive/Chaska Creek Bouevard to aow materia to compress. It is recommended that the City and deveoper work together to provide the necessary easement for the future trunk sanitary sewer instaation. It is recommended that the City and Deveoper work together to provide the necessary easements and necessary grading materia and disposa area for the second phase of construction for the roadways. It is recommended that the City and deveoper have an agreement to address the cost participation for the instaing of the future signa at Cover Ridge Drive/Chaska Creek Bouevard and Creek Lane/service Road.
