More than just a four-day softball tournament, the Lake Elmo Jaycees make this truly a fun family weekend event for the St. Croix Valley area. The main location for this event is Lions Park in Lake Elmo, but several other ball fields are used throughout this 4-day tournament. Volunteers Wanted! 3 Lake Elmo Farmers Market The Lake Elmo Farmers Market is back for the summer 2017 season! The market will be open weekly at the Lake Elmo Elementary School from 9:00 am-1:00 pm on Saturdays thru September 9th. Returning vendors include Grandma's Fresh Vegetables, Morsels, Old Village Artisans,Tumulty Bees, 4/R Farms, and Carols Award Winning Homemade Jams & Jellies. Some of the new vendors for the 2017 season include Love, Mom Homemade Eats, Hoppel Poppel Breads & Gluten Free. Vendors may change slightly from week to week, so stop out every Saturday to see what's fresh. It's going to be a great season! Interested in becoming a vendor? All inquiries can Jerry at gbgoracki@hotmail.com. Construction Updates Old Village Phase 3 Improvements: Deep utility work on the job will mostly wrap up by the end of this week. Placement of sand and gravel to build Laverne Avenue will continue into next week with the potential of pouring concrete curb and gutter towards the end of the week (weather dependent). Your continued patience and cooperation on this project is appreciated! Lake Elmo Street and Utility Improvements

4 is on City or County right of way, the sod will have the best chance of survival if you take care to follow the maintenance instructions below. Avoid walking on your new sod for the first two weeks Watering: Please begin watering your new sod as soon as it has been placed. Your efforts, when combined with the contractor watering the sod, will help ensure the sod will grow and your lawn will look its best. The rule of thumb for watering new sod is 2 inches per week. It is especially important to maintain your lawn if there is little rainfall or hot temperatures. Mowing: Your new sod should not be mowed until either grass lies over and mats down when wetted or the grass goes to seed. It may take longer than 30 days for these conditions to occur. Prior to mowing, set the mower deck at the highest setting and cut the new sod with this setting for the remainder of the year. Your new lawn will Work has resumed on the Downtown Lake Elmo Street and Utility Improvement Project. Last week, concrete curb and gutter, and sidewalk were installed south of the railroad tracks. Work also continued on the retaining walls on the west side of Lake Elmo Avenue. Lake Elmo Avenue and 30th Street This Week: On Monday, the base bituminous layer was completed on 30th Street. Crews worked on restoring disturbed areas with topsoil and sod. On Thursday, crews worked on grading driveways and removing temporary bituminous in preparation for final driveway paving. Bituminous driveway work will be completed by the end of today (Friday). Lake Elmo Avenue Upcoming Work: Crews will continue with restoration (topsoil and sod) on Monday, July 31. Weather permitting, the final layer of bituminous will be paved on 30th Street on Tuesday, August 1. The striping on 30th Street is scheduled for mid-august. The contractor will continue with punch list items to finalize the project. There will be a Ribbon Cutting Ceremony to celebrate the completion of this Multi- Year Improvement Project in Lake Elmo. Details on the Ceremony will be sent out at a later date. Caring for your New Sod: If you have historically maintained the area where the new sod was placed, even if it

5 die if you cut it at the same setting as you ordinarily cut your mature lawn. Fertilizing: Your new sod was fertilized at the place it was grown and during placement; therefore, it will not need fertilizer until the fall or next spring. If you fertilize sooner, you risk killing the sod. ACCESS: * There is currently one lane with gravel end to end. The contractor will continue to subcut and backfill with sand and gravel on the remaining southbound lane. This work is Washington County will begin sending out weekly construction updates; as they have over the 2015 and 2016 construction seasons and we will continue to share that information every week in the Fresh. As in the past, copies of the Washington County updates will be available to pick up at the Lake Elmo Post Office and The Lake Elmo Inn. CSAH 13 (Ideal Ave./Olson Lake Tr.) Project Update PROJECT SCHEDULE This Week: * Crews have nearly completed storm sewer and sanitary sewer work on the project. * The first pour of the concrete retaining wall facing was completed. * Existing soil conditions on the northern portion of the project have made travel difficult after rainfalls. The County and the Contractor worked together last week to place a temporary gravel surface so that residents and emergency vehicles can access the site. * Storm sewer and sanitary sewer work was finished. Future Upcoming Work: * Underground utility work has been completed. * Crews will continue forming and pouring the concrete retaining wall facing. * The contractor is performing excavation and placement of granular backfill & gravel within the road core, working from south to north. * Curb and gutter is expected to go in early next week. * Shaping for the trail and boulevard work will occur afte r the curb and gutter is installed. * Construction of concrete driveway aprons will begin after curb and gutter. * Paving will start within the next two weeks or so, weather dependent.

6 estimated to finish next Tuesday, weather permitting. Curb and gutter would go in shortly after this, which will cause restricted access to driveways. * When curb and gutter is constructed, residents will be asked to not access their driveways during the specified cure time. The road contractor will be sending out notification letters discussing curb and gutter construction and length of time that residents will not have access to their driveways. Project Website: For additional project information and to view past construction updates 125th Anniversary plaque honors Oakdale Township founding fathers Note: Oakdale Township (including Lake Elmo) was created on November 1, 1858, at a Township meeting that took place at the Lake House in what is now Lake Elmo. The present cities of Lake Elmo, Landfall and Oakdale (along with portions of Mahtomedi and Pine Springs) were located within the original township. The township remained together until 1926 when the Village of Lake Elmo was formed. The Lake House was also Oakdale Township's first post office (including Lake Elmo) (Article reprinted from the Washington County Review, June 20, 1984) th Anniversary plaque honors Oakdale Township founding fathers By CAROL PETTITT, Review Correspondent "More than 35 people braved the pouring rain on the evening of June 11 to witness the unveiling of a monument honoring the founding fathers of Oakdale Township at Sunfish Lake Park in Lake Elmo. "Last October the cities of Oakdale and Lake Elmo celebrated their 125th anniversary of the formation of their township. Organizers of the celebration also planned at the time to erect a monument at the site of the first town hall, the home of inn keeper B.B. Cyphers near the southeast shores of Sunfish Lake. "But it wasn't until January that the plaque was ready to be mounted, and the decision was made to wait until nice spring-time weather was here for the unveiling ceremony. Mother nature, however, did not cooperate. So the umbrellas came down, and young William

7 Armstrong pulled the cover from the plaque, revealing the names of the first elected township officers. Among the names listed is his great-great-great uncle William Armstrong, the first township clerk. Also listed on the plaque are the names of the other first elected township officers: E.G. Gray, chairman of the board of supervisors; John Bershen and E.L. Morse, members of the board of supervisors; Arthur Stephen and Christopher Manny, justices of the peace; Robert G. Aldrige, assessor; Robert Gray and Robert Stephen, constables; Jacob Freystadt, overseer of the poor; and Maurice Malone, pound master. "After the unveiling, the onlookers gathered at the Lake Elmo Fire Station where Tom Armstrong, one of the organizers of the 125th anniversary celebration, explained the history and significance of the plaque, and stressed the importance of local self government. "Among those attending were some of the two cities' oldest living residents, Flora Schrepfer, 93, John Day, 85, Ervin Beutel, 88, Ed Beutel 87, and Frank Schiltgen, 88." SOURCE. 11 Volunteers Needed! Finance Committee Human Resources The City of Lake Elmo is accepting applications from residents interested in serving on the Finance Committee and Human Resources Committee.

Christ Lutheran Church in Lake Elmo is again offering its unplugged and popular vacation Bible school designed for children ages 3 through the completion of 5th grade.

13 Christ Lutheran Church in Lake Elmo is again offering its unplugged and popular vacation Bible school designed for children ages 3 through the completion of 5th grade. "Passport to Peru" runs Monday, August 7th through Thursday, August 10th at the church located at th Street North. A picnic dinner is offered at 5:00 p.m., followed by music, crafts, games, skits, a Bible lesson and more from 5:30 to 7:30 p.m. All are welcome to join in Bible fun as participants go on an adventure to Peru and discover God's good gifts for us all. Youth are advised to dress in play clothes for crafts that are both meaningful and fun...plus, each attendee goes home with a memorable item from the week. Similar to previous years, this high energy event is fueled by Christ Lutheran member funding and volunteers. Free will donations will be accepted. Please register online at prior to August 7. Notice of Ordinance Ord An Ordinance Renaming a Street in the City of Lake Elmo The City Council will consider an amendment to the Code of Ordinances renaming Layton Avenue North as platted in the Inwood 5th Addition Plat. Additional information can be obtained at City Hall. 16th Annual Washington County Parks Bluegrass Festival September 9th Save the date for the 16th Annual Bluegrass Festival 2 to 6 p.m. Saturday, Sept. 9, at the Lake Elmo Park Reserve - South Picnic Pavilion. The annual Washington County Bluegrass Festival fuses community, the great outdoors, and homegrown bluegrass music. It's our way of celebrating a successful summer season and giving thanks to everyone for supporting Washington County Parks. The Bluegrass Festival is free for annual park permit holders and available to all visitors for the price of a daily or annual permit, $7 daily or $30 annually.
