6 Test Criteria Same motorgraders used in the test sites throughout the winter. City-owned John Deere motorgraders used in the test sites that ran the curb. CAT motorgraders used in the test sites that ran the center lane. GPS units were used on the curbside motorgraders in both test sites. Same operators were used in the test sites throughout the winter. Operators in both snow gate and non-snow gate test sites average 18 years with Public Works. Installation of snow gates was overseen by Ironex factory representatives. Total miles within snow gate test site is 27 miles. Total miles within non-snow gate test site is 28 miles. Time period October 15, 2010 to March 31, 2011.

15 Operational Challenges Contractors have not been tested with snow gates some concerns have been expressed. Snow gates need to be removed for snow pick up, cutting ice, pulling sidewalks, and opening storm water inlets. Removing or installing snow gates takes 45 minutes each time. For snowfalls of five inches or greater, snow gates were not as effective. Wider streets take two passes can t use a sander plow. Wet snow doesn t clear the moldboard need to backup.

16 Estimated Impact Plowing costs will increase by 33%. Increased plowing time from hours to hours. Narrower streets result in: Limited on-street parking Reduced access for emergency vehicles Covered storm water inlets Increased snow in front of mailboxes and fire hydrants for residents to remove. Snow accumulation of greater than 30 inches poses safety issues and public concerns were expressed at a higher level.
