2 WMO General Regulations Regulation 43 Recommendations of working groups shall have no status within the Organization until they have been approved by the responsible constituent body. In the case of joint working groups the recommendations must be concurred with by the presidents of the constituent bodies concerned before being submitted to the designated constituent body. Regulation 44 In the case of a recommendation made by a working group between sessions of the responsible constituent body, either in a session of a working group or by correspondence, the president of the body may, as an exceptional measure, approve the recommendation on behalf of the constituent body when the matter is, in his opinion, urgent and does not appear to imply new obligations for Members. He may then submit this recommendation for adoption by the Executive Council or to the President of the Organization for action in accordance with Regulation 9(5).

WELCOME The Chair, Mariane Diop Kane, opened the meeting welcoming all participants to the 9 th session of the RA I Dissemination Expert Group (RAIDEG-9) at the Azalaï Hotel, Abidjan, Cote d Ivoire, on September She noted that RAIDEG meeting will discuss: the needs of African users for satellite data on the EUMETSAT EUMETCast-Africa service; identification of training needs related to the EUMETCast-Africa dissemination baseline; potential future upgrades to the PUMA/MESA stations and software; and future MTG baseline for a smooth transition from MSG to MTG. The WMO representative, Werner Balogh welcomed the Group on behalf of WMO. He recalled that RAIDEG is one of four regional Satellite Data Requirements Groups that have been established by WMO and its Regional Associations as a feedback mechanism from users of space-based data to the developers and operators of space-based observing system, to improve satellite data accessibility and user awareness in developing countries. The Group had the important task to convey what space-based data and information is required by users in Africa to serve society and support policy- and decision makers with implementing the global development agendas. V. Gabaglio, welcomed the Group on behalf of EUMETSAT and highlighted that interaction with RAIDEG was particularly important at this time in view of the MTG transition, and the specification for the next PUMA station. RAIDEG was established as one of the Region-based WMO satellite user groups, as part of the strategy to improve satellite data accessibility and user awareness in developing countries. The Terms of Reference of the RA I Dissemination Expert Group are: Collect, review and maintain requirements for access to meteorological and environmental data and products by NMHSs and partner organizations in Africa; Analyse the requirements for satellite-based products expressed by African NMHSs, Centres of Excellence, Training Institutes and other environmental monitoring organizations in Africa making use of EUMETCast and GTS dissemination services; and Make recommendations on the requirements for products and on the assignment of priorities, aiming at optimizing product dissemination through EUMETCast or the GTS. The Chair M. Diop Kane thanked EUMETSAT for organizing the meeting, and RAIDEG members who were able to attend. A tour-de-table followed (list of participants provided in annex). ADOPTION OF AGENDA The agenda was adopted with two additional AOB items: - Review of recommendations relevant for RAIDEG from the 12 th UFA - Potential input from RAIDEG to WMO RAI meeting in February REVIEW OF ACTIONS FROM PREVIOUS MEETING S. Wannop reviewed the Actions (Doc 3). Concerning the ongoing actions: 3

4 Action #05/04: NOAA-NCEP product data product has not been available from NOAA for some time but dissemination will continue again using a new web structure format. There is no indication from NOAA when a GRIB2 format would become available. Action #06/01 NWC SAF RDT and CRR products on EUMETCast Africa Implementation on EUMETCast is expected by the end of the year. RAIDEG members may want to consider visualising these products through Synergie (PUMA 2015 station), an upgrade to the software would be required. Action #06/04 RAIDEG Chair to write to ACMAD to request additional ECMWF output data now implemented but not available on Synergie (is being sent but not visible to users). S. Wannop suggests that the Group wait until all current ECMWF data are processed by Synergie (possibly in 2019) before making a request for further parameters. Action #07/01 VLab to survey all training centres in RA-I ongoing by VLab centre of excellence. Action #07/02 Addition of SAWS (South Africa Weather Service) model output pending input from SAWS the 4km grid for southern Africa would complement the new Met Office 4km Tropical Africa model to be introduced in Action #07/03 UKMO model coverage for North and West Africa new tropical Africa 4km grid model is to be introduced. Action #08/01: WMO to resend letter to PRs requesting the nomination of focal points, W. Balogh suggested that in addition to such a letter, including RAIDEG member contact details and information on the Group on the WMO website could help to raise the profile of the Group and it may help NMHS in RAI to better identify with their RAIDEG regional representative. Action #08/03 the current version of the Synergie software (v1.3.0) is not included in the DVD installation package. If it could be included it would save double installation by users who need to perform a complete reinstallation. A new action was taken for EUMETSAT to check if a complete package could be provided. Action #08/04: the teleconference has not taken place dates to be identified at the earliest opportunity. Action #08/05: RAIDEG provide feedback from MESA to EUMETSAT. The recent survey has been successful in gathering feedback from PUMA 2015 users. An initial analysis was provided to RAIDEG and more details results will be circulated to RAIDEG members. Action #08/06: PUMA upgrade as part of GFCS-ACP to be discussed in 2019 when the ToR for PUMA upgrade will be discussed. AUC will be the contracting authority and has already indicated their willingness to fully involve RAIDEG in this. Climate Session open actions: CSA/02: validation of the climate data gaps still to be addressed action is linked to RAIDEG action #08/04 CSA/04: The task to distribute the EUMETSAT CMSAF solar radiation dataset to Senegal and Mauritius is used as a trial to validate the hosted processing concept by EUMETSAT (one of the data service pathfinders). 4

5 CSA/07: EUMETSAT to circulate the presentation from last IPWG Applications Group meeting. Next meeting of the IPWG in November D. Tinku participated in part of the RAIDEG meeting and supported further dialogue with RAIDEG. Action 09/01 - EUMETSAT to check if the recent and future update patches can be included in as a single Synergie software package to ease installation. Action 09/02 - SAWS to provide a sample file of the new 4km southern Africa model once development is complete. Action 09/03 - EUMETSAT / IPWG (IRI, Columbian university) to send the previous report from the precipitation applications working group (and also the report of the forthcoming November meeting). Action 09/04 - WMO to explore options for improving the visibility of RAIDEG through the WMO website and/or other online means. 4. RECOMMENDATIONS FROM 12TH UFA The following Recommendations from the 12th UFA are more specifically relevant for RAIDEG: Rec #1 Roadmap for MTG Africa & Rec #2 MTG and AMCOMET - the roadmap is part of the 9 th RAIDEG discussions; the item was very positively received by AMCOMET and access to MTG services has been adopted into the implementation plan of the strategy. Rec #3 resource mobilisation and the need to strengthen capacities The Abidjan Declaration (signed on 24 September 2018) is calling for resources mobilisation. Rec #4 MTG and North Africa (users who benefit from EUMETCast Europe). This will be discussed more specifically during a side-meeting of the Forum. (involvement of Norht Africa NMHS in the MTG-UP activities). Rec#10 continued need for focal points to support RAIDEG activities (noting that only a few NMHS have nominated representatives). Regarding GMES&Africa data needs, it should be noted that the need of the G&A RIC on environmental satellite data needs are formally channelled through the African Union Commission to the European Commission and then to EUMETSAT. This is mainly because the data into question related to the EU Copernicus programme. EUMETSAT will keep RAIDEG informed about new request by G&A for environmental satellite data to be disseminated through EUMETCast. Rec #27 user in African are to explore capacities to develop their own products. This was also captured in the Abidjan Declaration, through the African Meteorological Satellite Application Facility (AMSAF). 5. STATUS OF EUMETSAT OPERATIONAL SERVICES AND DISSEMINATION BASELINE UPDATE DOCUMENT EUMETCAST-AFRICA S. Wannop updated on these topics. She gave an overview of the EUMETCast-Africa service and the service channels. A new EUMETCast-Africa service started on 1 May 2018 with a dedicated uplink from Fucino (Italy) and no longer use the European turnaround. 5

6 The change to new service required antenna reporting and configuration updates, where applicable, new DVB-S2 compliant devices. EUMETSAT provided support to PUMA 2015 and MESA user stations through a contract with Telespazio: 170 users planned to be transitioned under this contract 18 additional MESA stations were later added 10 PUMA 2015/MESA and 5 additional MESA installations are still outstanding (end Sep 2018), to be completed in the coming weeks. For users who have yet to migrate non-puma2015/mesa stations more information is available: The Baseline update furthermore includes: New third-party content updates (JRC, Barcelona Dust Centre and ISRO & ROSHYDROMET Indian Ocean data coverage) New/updated products from Copernicus Services (Global Land Service PROBA-V products, Sentinel-3 marine and future land L2 products) Planned replacement of MPE with two HSAF products: Precipitation rate at ground by GEO/IR supported by LEO/MW & Accumulated precipitation at ground by blended MW and IR In 2019 a Synergie software upgrade is planned, funded by EUMETSAT. RAIDEG are requested to: - identify priorities data visualisations for this release - support validation The Group agreed that the core priorities centred on the need for short-range weather forecasting making data like the Met Office 4km model update, ECMWF model outputs, NWC RDT and CRR products and the replacement MPE with H-SAF Rainfall estimate products likely priority candidates. Action 09/ - EUMETSAT to circulate the list of candidate data for inclusion in the next Synergie update patch and RAIDEG to select their priorities by end November She further gave an update on the EUMETSAT pathfinder projects which explore new data access routes, to be confirmed in December 2018 based on user feedback and validation / viability considerations: - PF1: Online data access - PF2: EUMETCast terrestrial - PF3: Licensed webmapping service - PF4: Product customization toolbox (thinning, conversion, blending etc.) - PF5: Hosted processing The first phase of validation has focused on EUMETSAT member states with some additional valuation performed by a few African users (Toolbox and Hosted Processing). It is hoped that RAIDEG members will be able to participate in the next phase of validation in EUMETSAT has recently generated a number of How to short video guides available through YouTube main several of these supporting the use of Copernicus Sentinel-3 marine data. Action 09/05 EUMETSAT to circulate to the Group links to the recent How to video guides. Action 09/06 EUMETSAT to invite RAIDEG members to participate in the validation of the future pilot data access services. 6

7 6. TRANSITION TO MTG IN AFRICA MTG Baseline: D. Fayard presented an updated version of the dissemination baseline since the last meeting of UFA. This update incorporates the entries discussed during the 7th RAIDEG, plus new candidate level 2 products (including some SAF), in addition to the MSG-like service based on FCI channel selection and lightning data. The total proposed data stream will utilise the designated 3.5Mbps bandwidth foreseen for the MTG Africa service. The service would likely commence in the 2023 timeframe after the launch and 1-year commissioning of the MTG-I1 satellite. This baseline is considered to be the MSG to MTG transition baseline, for early MTG operations, and can be evolved to meet future user needs and to capitalise on new developments as the MTG service matures. The launch of MTG-I2 in Q will lead to end of MSG-based legacy service, thus the deadline for having reception stations MTG compatible is end of This allows for a transition period of approx. 2 years. Evolution of reception stations: V. Gabaglio presented the foreseen MTG for Africa roadmap. The current PUMA 2015 stations are expected to last until 2022 (5 years, originally deployed in 2016/2017). As discussed, EUMETSAT is proposing an upgrade the PUMA2015 Synergie software in 2019 to allow for the processing of some new/evolved data. In addition the GMES&Africa programme intends to provide some maintenance support for some stations. Following previous discussion at RAIDEG level, and with the African Union Commission, it is now foreseen that the next upgrade of PUMA (PUMA 2020) will be part of the intra-acp Climate Service programme (under AUC managed activities). A tentative schedule for the tender process is to begin drafting the specification in 2019, procurement in 2020 and deployment in the 2021/2022 timeframe. However, RAIDEG notes that there is a risk that stations proposed by industry in 2020 cannot be fully MTG compatible as the software will be fixed before the first satellite data are available. A further software upgrade would likely be needed to cover MTG in the 2023/2024 timeframe. RAIDEG is willing to be fully involved in the drafting of the specification of the PUMA station. It was noted that the Group should dedicate time to developing high-level requirements for the next generation of user stations which will allow not only for the processing of basic meteorological data in NRT, but also the inclusion of features like word processing capabilities to generate reports and support short-term archiving of data to support training simulations or lesson-learnt debriefings, etc. It was recommended to hold a teleconference to further discuss these requirements in Q2/2019. Action: 09/07 - EUMETSAT to set-up a WebEx session to discuss high-level requirements for a next generation meteorological workstation. Action 09/08 - RAIDEG Chair to write to the African Union Commission to confirm RAIDEG support for the planned upgrade of PUMA station within the intra-acp Climate services, and to confirm their readiness to support the specifications for this station. MTG Capabilities: D. Fayard presented an overview of the capabilities of the MTG imaging service. The Lightning Imagery Service will cover 80% of earth disk, including full continent of Africa on a 4x4km grid, provide cloud to cloud and cloud to ground capabilities with a refresh cycle of 30 seconds and an expected timeliness below two minutes. The data could be used as part of a severe weather alert service, to monitor active convection areas, the lifecycle of a storm, and lightning climatology through NOx monitoring. 7

8 The MTG FCI spectral imaging service will provide 9 times more data than the current MSG SEVIRI service and will scan from south to north and east/west with 5 additional channels compared to MSG. Discussion: The Group took time to digest the new suggested updates to the MTG Baseline and considered a few additional changes to the baseline, namely the introduction of new RGBs products at MTG resolution to support convection and fog detection (considered as more useful than a single HRV like channel). The Africa regional cut-out (coastline of Africa including islands with a c. 5 extended coverage of the coastal zone (around 500km)) was agreed. However the Group was unable to conclude on the selection of some channels/products without further expert information. It was also unknown if the future NWC SAF software would work using a reduced set of channels/regional cut-out. The EUMETSAT Secretariat agreed to follow up on a number of related actions. The new baseline, with the changes discussed during the session, will be circulated to all. Action 09/09 - EUMETSAT to provide expert confirmation that for the MSG like product the NIR 2.2 channel is preferable to the NIR 1.6 Action 09/10 - EUMETSAT to provide expert confirmation that should the continuity of HRV product be selected, the VIS 0.6 channel is preferable to the 0.8 channel. Action 09/11 - EUMETSAT with the support of the NWC SAF to analyse the potential impact, if any, expected when using the future NWC SAF software with the reduced Africa FCI data (in terms of channels and coverage). Action 09/12 - EUMETSAT to provide information on the application of and improvements expected from the potential MTG OCA, GII, CRM, CLM products and new FCI channels. Action 09/13 - EUMETSAT to provide information on the FIRE, SAF, ASR and AMV products and application. Action 09/14 - EUMETSAT and RAIDEG to further analyse the requirement for and impact of introducing RGBs for convection and fog detection to the MTG baseline considering in doing so options for spatial and temporal resolution combinations. Action 09/15 - EUMETSAT to update the list of MTG Baseline/optional products after having checked the feasibility and size while taking into account the EUMETSAT expert confirmation related to channels and NWC SAF compatibility. Action 09/16 - RAIDEG to review the latest update to the MTG Baseline and to provide feedback by the mid-term teleconference Action 09/17 - WMO to circulate the Coordination Group on Meteorological Satellites paper on best practices for achieving use readiness for new generation of meteorological satellite. 7. PUMA SURVEY INITIAL RESULTS H. Trebossen briefed the Group on the key results of the PUMA 2015 survey launched prior to the 13 th UFA. A total of 48 responses had been received thus far. The early evaluation indicates that around 80% of the stations are in working order but others have hardware and/or software problems. These results seem to correlate with the feedback received from Telespazio when conducting the new EUMETCast Africa transition. 8

REPORT FROM EACH REGION The presentations from this session are available on the RAIDEG meeting page of the WMO website. Key points and actions/recommendations arising from the discussions: South Africa SADC & Regional Training Centre Discussion on SUMO (outdated). SAWS are currently undertaking an evaluation of potential replacement software/systems and would be happy to share their findings with the Group RTC is taking a wider role in the organisation of the upcoming training course in Pretoria Survey of the SADC region indicates that some of the PUMA installations have problems Kenya IGAD & Regional Training Centre: IMTR continues to train meteorological personnel at certificate and other levels There are some issues with Synergie and the ftp of data to other machines does not seem to be working as it used to with PUMA2010. Senegal ECOWAS: Problem with filling up disk the recommendation is to delete data after 3 days rather than 5 days PUMA2015 issue with batteries (after power failure, UPS), quickly depleted Station in Togo not working (since last week) due to new EUMETCast Africa service. EAMAC Report PUMA2015 Operational Station, MESA Training Station Offering satellite meteorology courses for 17 (francophone) ASECNA countries and also for non-asecna countries, satellite meteorology courses for Meteorological Aeronautical Observers Morocco Maghreb: Various training needs expressed namely marine training in French Encourage the better use of COMET modules to support non-classroom training. Mauritius Indian Ocean: Continued problems with establishing points of contact Comoros station not working since the transition to the EUMETCast Africa service ACMAD L. Razafindrakoto provided a brief update on the SAWIDRA project which provides polar satellite data for building regional NWP capacity. A total of 4 stations are being installed to provide coverage over the full African continent. In future, once the capacity has been established, it is hoped that these data could contribute to DBNet activities. Action 09/19- SAWS to share with RAIDEG members the findings from the market analysis of meteorological workstation software options. Action 09/20 - EUMETSAT to with ECMWF the status of the total precipitation parameters which appear to have stopped c. 1-month ago. Action 09/21 - Kenya to send to EUMETSAT a screenshot of the Met Office model parameters processed by Synergie as some are reported missing. 9

10 Recommendation 09/01 - Noting the successful expert exchange between the Kenya and South Africa RTCs, other RTCs in Africa are encourage to consider better collaboration between regional centres to share experiences and experts. Recommendation 09/02 - RTC and EUMETSAT to consider further enhancing opportunities for the joint NWP and satellite application training. Recommendation 09/03 - EUMETSAT to consider making more use of Meteosat level 2 products in application training. Recommendation 09/04 - RTC and EUMETSAT to consider offering more marine, climate and agrometrology training in the French language. Recommendation 09/05 - GMES&Africa to share list of trainers on System Administration (for PUMA and MESA). 9. BRIEFINGS BY NWP CENTRES S. Manktelow, Met Office, UK, provided the latest updates to their model output data and other related services for African users. In particular, this included the plan to introduce a 4km Tropical Africa model to replace the existing 4km Lake Victoria model in The timing of the introduction of the new model will need to coincide with a potential update to the Synergie software to allow for continuity of display/processing. 10. CLIMATE DATA FOR RA-I M. Diop introduced the topic recalling that there were outstanding actions from the last RAIDEG meeting and encouraging all parties (WMO, RAIDEG, ECMWF) to meet to continue discussions on the need for relevant data to support climate services in Africa. The importance of CM SAF data was noted monthly means are provided through EUMETCast Africa, but not processed by the Synergie software. Within the scope of the new intra-acp Climate Services the RCCs will play an important role in the identification of data to support regional and national climate services and RAIDEG members are encouraged to engage with the RCCs in their region. 11. MARINE DATA Y. Azumah provided an overview of the activities of the West Africa GMES&Africa project supporting marine meteorology, oceanography and coastal monitoring. The team currently benefit from the Sentinel-3 marine data provided through EUMETCast Africa and extensively make use of CMEMS data. They plan to use the Sentinel-3 data in their future NRT processing. University of Ghana will be attending the African marine expert exchange meeting at EUMETSAT in November LONGER TERM PERSPECTIVES ON THE EXPLOITATION OF SATELLITE DATA V. Gabaglio introduced the topic of improving the capacity for African centres of excellence to engage in the generation of their own products to suit local/regional needs. AMCOMET are interested in support such a venture. RAIDEG show a great interest in the African Meteorological Satellite Application Facility (AMSAF) and will stay in contact with AUC and AMCOMET to make sure of their involvement in future discussion about AMSAF. Recommendation 09/06 - RAIDEG Chair to indicate by letter to AUC/AMCOMET their willingness to be involved and bring their experience into the discussion regarding the feasibility of the AMSAF. 10

11 13. REVIEW OF INPUT TO THE EUMETCAST-AFRICA BASELINE During the review of the baseline it was noted that there are relatively few changes to be made to the existing table of requirements. The following updates were noted: Identification by RAIDEG of priorities for the next Synergie update patch; SAWS will review their existing offer to provide NWP output data in light of the future UK enhancements to the Tropical model; Any new requirements arising for the work of the task team on climate applications will be added to the table in due course. 14. CLOSURE The Chair and WMO Secretariat thanked the participants and presenters for their work towards making the meeting a success. It was noted that the next face-to-face meeting of the Group will take place in Europe, date and location could be arranged to make it coincide with a MTG events organised by EUMETSAT for its global user communication in Q4, Whilst having the in-person meeting back-to-back with the User Forum for Africa meant relevant people could attend both events, where possible having a free day in between meetings would be appreciated. To support the ongoing work of the group, a mid-term on-line meeting will be arranged by the WMO Secretariat. 11
