Gitonga, KMD) Summary and Purpose of Document This document provides an overview of the current work of the WMO RAI Dissemination Expert Group (RAIDEG) which was established in 00, to discuss and review data access requirements for the Region I. In particular, the Group focuses on updates to the EUMETCast-Africa Dissemination Baseline. Current data exchange and dissemination topics of key importance to the Group are: Status of EUMETCast-Africa service and baseline Start of the PUMA Maintenance and upgrade MTG for Africa Study RARS Africa Project The next meeting of the Group is scheduled for September 06. The 6 th Meeting or RAIDEG took place at, Darmstadt on 4-5 August 05 (Report: Status of EUMETCast Africa The EUMETCast Africa contract is available until mid-08. The service has an allocated net bandwidth of.8mbps. An increase of bandwidth took place in July 05 to enhance the timeliness of lower priority services on EUMETCast Africa. 3. Status of Data Requirements and EUMETCast Africa Baseline RAIDEG have established a rolling table of requirements for inclusion on EUMETCast-Africa. In the period March 05 to February 06, a range of enhancements to the EUMETCast-Africa have taken place. New products added to the baseline include: Copernicus Global Land service: VITO Water Bodies v., FAPAR product & Vegetation Condition Index OSI SAF: IASI LP Sea Surface Temperature (GHRSST) - Metop CMA FY-E products replacing FY-D at 86.5 deg East Dust forecast products from the Barcelona Dust Forecast Centre WAVE WATCH III products from DMN, Morocco The following services have been removed from the EUMETCast Africa baseline: ATOVS Sounding Products Metop-A: due to degradation of the AMSU instrument Image data - MTSAT-: due to end of satellite service. The bandwidth requirements needed to support future services like a new Indian Ocean Data Coverage (IODC) and Sentinel-3 marine data is the subject of ongoing analysis by :

3 IPET-SUP-/Doc.5.., p. 3 IODC: future service subject to Council approval June 06; Sentinel-3: subject to ongoing discussion with European and African Union Commissions; 4. MTG for Africa Project Status The transition from MSG to MTG raises a number of challenges (data dissemination, user preparation, transition, etc). Following a recommendation expressed during the th User Forum in Africa, initiated the MTG Africa Preparation Study (MAPS), whose purpose is to articulate a concept for: - making available relevant MTG data and products to African users; - ensuring user readiness to access to these data and start using them (user preparedness). Within the scope of the project the Secretariat has undertaken an evaluation of MTG priorities and need through a consultation process with RAIDEG members. A workshop took place in August 05 to primarily capture this feedback: The consultation process included a preliminary survey and discussions during the workshop on user needs and priorities; The RAIDEG members actively participated and demonstrated great interest and commitment to the MAPS process, as well as a sense of "regional" representativeness; The discussion focused on FCI and LI data/product needs, facilitated through an application process approach to help to identify candidate products. The main outcomes of the MTG Africa Preparatory Study (MAPS) will be presented to and discussed with the wider African NMHS user community at the occasion of the th User Forum in Africa (-6 September 06). 5. MESA Status The MESA project follows the Preparation for the Use of Meteosat Second Generation in Africa (PUMA) project (from 00 to 006) and the African Monitoring of the Environment for Sustainable Development (AMESD) project (007-03). It has an operational duration of 66 months and should therefore last until September 07. MESA will deploy some 70 stations across the African continent. The upgraded and new stations will be named PUMA 05 (for the meteorological applications) and MESA stations (for the environmental applications). Following the Factory Acceptance Test conducted in December 05 (with a delta acceptance in February 06), the PUMA 05 and MESA stations will start to be deployed in Africa as of February 06 and should be concluded by end of 06. This deployment should ensure continuous operational access by all the RA-I NMHS to data disseminated for the next five years. For further information on MESA activities see: 6. RARS Africa The main purpose of RARS Africa is to develop, implement and operate an African component of RARS. Based on a preliminary analysis of the RARS Africa coverage, and knowledge of local capacities in terms of operations of satellite ground segment facilities, it was proposed to deploy four RARS Stations in the following countries: Gabon, South Africa, Kenya and Niger. Funds have been mobilised through an ACP-EU Programme on Disaster Risk Reduction entitled:

4 IPET-SUP-/Doc.5.., p. 4 Building Disaster Resilience to Natural Hazards in Sub-Saharan African Regions, Countries and Communities. This programme encompasses RARS Africa activities within a specific work package aiming at improving the Core capacities of the specialised national and Regional Climate Centres (RCCs) to meet the needs of Disaster Risk Management agencies. As part of the Programme set-up, the activities are meant to be funded through the African Development Bank, and coordinated at African level by the Regional Meteorological Centre, in particular the ACMAD. The RARS Africa activities are included in the ACMAD part of the Programme. has agreed with the EU and the African Development Bank that they will provide technical support to the programme, based on their experience in operating the RARS network (EARS). hosted the RARS Africa Workshop at in April Future Perspectives The th User Forum in Africa is planned to take place from to 6 September 06 in Kigali, Rwanda. The next meeting of RAIDEG will be co-located with this Forum.
