2 Caribbean Meteorological Organisation (CMO) CMO - promotion and co-ordination of regional activities in the fields of meteorology and allied sciences. The Caribbean Meteorological Council - supreme organ of the Organisation and comprises of Ministers responsible for meteorology. The CMO Headquarters Unit is located in Trinidad and Tobago and is headed by a Coordinating Director. The CIMH is the education, training, and research arm of the CMO. The Caribbean Meteorological Foundation - charitable organisation promoting through the CIMH the study of, and research in, meteorology, hydrology, and associated sciences. CIMH 2015

3 Caribbean Meteorological Organization (CMO) Member Countries The sixteen member countries participating of CMO: Anguilla, Antigua* and Barbuda, Cayman Islands*, Dominica, Guyana*, Montserrat, St. Kitts/Nevis, Trinidad and Tobago*, 9 forecast offices ~ 100 forecasters Barbados*, Belize*, British Virgin Islands, Grenada*, Jamaica*, St. Lucia*, St. Vincent and the Grenadines, the Turks and Caicos Islands * National Forecast and Warning CIMH Offices 2015

4 The primary functions of CIMH Institute are to: Provide facilities for the training of various categories of meteorological and hydrological personnel Operate as a centre of research in meteorology and hydrology and associated sciences Operate as contractors and consultants on various meteorological and hydrological projects Maintain a service for the upkeep, repair, and calibration of meteorological instruments Provide advice to participating governments on meteorological and hydrological matters Collect, analyse, and publish meteorological and hydrological data CIMH 2015

5 CIMH WMO Centre of Excellence CIMH is internationally recognized as: WMO Regional Training Centre (RTC); WMO Regional Instrument Centre (RIC); WMO Centre of Excellence (CoE) for Satellite Meteorology; and WMO Regional Climate Centre (RCC). CIMH 2015

6 Regional Center of Excellence in Satellite Meteorology RAMSDIS The RAMM Advanced Meteorological Satellite Demonstration and Interpretation System (RAMSDIS) developed by the Regional And Mesoscale Meteorological (RAMM) team at CIRA. Satellite imagery centered over Barbados but also serves the Eastern Caribbean; One of the major projects arising from the CIRA/CIMH collaboration is a Cloud Climatology over the Eastern Caribbean GEONETCast The effort to introduce GNC Receiving System to the region supported by NOAA continues. Derived satellite products; training channel, etc. GNC relatively inexpensive; Can support operational data; Transfer of GOES R data NOAA has sponsored at least one system at CIMH 2015 and Belize has purchased a system.

7 GEONETCast The proposal for NOAA to support the installation of GEONETCast ground station has long in coming; The initial proposal suggested a second ground station at Caribbean Disaster and Emergency Management Agency (CDEMA) The ground station has been installed at CIMH and is running; Products available via GEONETCast the applications utilizing the existing ISCS antenna and modem; Data resource site a source of real time satellite data for the Member states of CMO Education GEONETCast products will be used in ALL CIMH courses. Research Products will be fully utilized in CIMH s various research projects Climate Monitoring GNC is the propose source of Satellite data to be utilized for Climate Change Monitoring in the region Disaster Risk Management GNC data for monitoring, response and recovery in disaster management

8 Data resource site GEONETCast (GNC) is a low cost alternative and risk-reducing backup for global satellite data access; A possible good alternative to the reliance on the Internet. GOES-R data is HR satellite data will mean traditional reliance on internet is not advisable GOES R receiving systems are expensive 250K to 400K GNC is a possible solution but support from the region is needed to ensure NOAA s continued and further support. GNC does had real bandwidth issues: GNC will aid as a CIMH data resource but not the main of satellite data; In reality the volume of data proposed for future disseminated may be more than any system can handle (bandwidth, frequency, antenna size, cost etc.) There is a 'loud' call for training. Regional users to speak up and voice their needs and concerns.

9 Education Installation at CIMH is key to Training CIMH will receive images and products for use by for staff and students to keep up on weather and other environmental aspects.. Transfer of various satellite products Transfer of CIMH products Training is transitioning to GOES R and usage of data Use in the growing number of CIMH s on-line courses

10 WMO Virtual Laboratory Regional Focus Group Discussions Virtual Laboratory VisitView Regional Focus Group RFG in South Africa, South Pacific and Russia a Worldwide collaborative network of training centres called «Centres of Excellence» (CoEs) and satellite operators Established in 2000 by WMO and CGMS, to improve the utilisation of data and products from meteorological and environmental satellites Monthly Weather Discussion across Latin America and the Caribbean; lead by Michel Davison at International Desk- (NCEP); Satellite and Climatology Special events: Onset and progress of tropical storms; Introduction of new products; e.g. GOES R CIMH 2015

11 Research and Climate Change Monitoring Products already available can aid in Climate variability monitoring and research; Model verification and integration of model data overlay on satellite imagery; New research in tandem with the new radar network;

12 Disaster Risk Management Applications GNC data in Disaster Management should be focused in the response and recovery phases. The GNC can be important in the provision of near real time information on hazards GNC Information can assist with hazard assessment, environmental monitoring and developmental planning. At CIMH data from GNC may be integrated on the DEWETRA Platform will enhance the static and dynamic hazard specific geo-spatial data available on the Platform hence improving decision support systems in the region for a wide range of stakeholders including disaster management.

13 Hydrology Satellite imagery from NASA is used to support various activities in hydrology. identification of inundation areas resulting from flooding events; identification of blockages in watercourses resulting from landslides; identification of land cover/land cover changes and estimation of hydrological parameters; Imagery also supports hydrological modelling by provided a visualization of watershed characteristics. Using Satellite derived precipitation data to provide the potential for flood. CIMH partners in the CEOS Flood Pilot project. To showcase the uses of satellite imagery to improve disaster management activities. Upgraded flood models (CREST and GFMS) to provide 1 km resolution results Improved delivery of flood extent maps Improved validation of flood maps CIMH 2015 Developed from RadarSat images (before and after event) Changes shown by white areas Erosion assessment in St. Vincent after the December 2013 deadly flood event.

14 Disaster Management Weather Briefing -Dewetra The Caribbean Dewetra Platform a real-time data and information integrated system for hydro-meteorological risk forecasting and disaster risk mitigation. It allows for the combination of data, forecast tools, procedures and expertise; It provides decision makers with high resolution and up-to-date information of the expected and observed risk and vulnerability.
