1 Bicycle and estrian Count Program July 2018 This report marks the fifth year of Columbia s annual Bicycle and estrian Count Program. Columbia Association (CA) recruited and coordinated volunteers to perform counts at key intersections along the Columbia pathway and on-road bicycle network. Over a period of two weeks, between and June 13, manual counts were performed in two-hour increments at fourteen locations throughout Columbia and Eastern Howard County. The original eight count locations of Wilde Lake Park, Lake Kittamaqundi (North and South), Lake Elkhorn, Jackson Pond, Tamar Drive (southern terminus), Downtown Columbia (corner of Little Patuxent Pkwy and S. Entrance Road) and the Columbia Gateway Loop, were again incorporated in this year s count. CA partnered with the Howard County Office of Transportation for the third straight year to continue the inclusion of additional count locations along the Patuxent Branch Trail (north of the Guilford Pratt Truss Bridge near Old Guilford Road) and two U.S. Route 1 locations in North Laurel and Elkridge. Morning counts were also scheduled for the U.S. Route 1 locations, as well as three pedestrian bridges which span Columbia Road, Harpers Farm Road, and Cedar Lane.

2 Bicycle and estrian Count Program Selection of Counts Times and Locations The count program was designed to capture the volume and types of active transportation traffic occurring along Columbia s pathway system. The counts are completed in two-hour increments at set times across all locations. The data collected over multiple days provides CA a better understanding of the average hourly usage during those timeframes. This provides insight into comparative use levels across locations while, as much as possible, controlling for weather conditions or special events that may affect usage numbers. Based on prior observation and survey data collected through the Connecting Columbia Active Transportation Action Agenda initiative, count times were selected to correspond with the time of day most people are using the trail system. The count times were set for the early evening on weekdays, mid-day on weekends, and morning use of the on-road bicycle network locations as well as three pedestrian bridges located near elementary schools. The Gateway Loop location is unique in capturing lunchtime user demand from the nearby office workers located in one of Howard County s major employment centers. While the majority of pathway trips are recreation-oriented (almost 86%), the program also tries to capture potential trip use of the network by bicycle commuters. The counts are performed manually, which allows a finer degree of detail to be collected about the characteristics of the pathway system users. The demographic information collected includes gender, age, helmet and commuter bag use, accompanied pets, and a count of other users like skateboarders or rollerbladers. The data collected during these counts helps CA and the Howard County Office of Transportation plan for future investments to better meet the needs of the community. Trend Analysis In past years, the lack of sufficient and/or unreliable data points as a result of missed counts or inclement weather was detrimental to fully understanding user demand or trends for several locations. Therefore, this year the number of weekday counts was expanded from three to six scheduled count days. Weekday counts were collected Tuesday through Thursday over a period of two weeks, rather than a single week of counting. With the exception of the Lake Kittamaqundi (North) location, at least two weekday counts were performed for each count location for morning, mid-day and evening counts. The weekend count schedule of selecting two consecutive weekends did not change and all scheduled counts were performed on these days. This program would not be possible without the dedication and invaluable service provided by the 39 volunteers who signed up to perform counts. These community volunteers successfully performed 82 of the scheduled 112 counts. As with any volunteer effort, there were count location times for which no volunteer signed up and times when volunteers were not able to honor their commitment, therefore no data was collected for these missed counts. The lack of data for these days most impacts the total number of users counted for a particular location. For this reason, the trend analysis focuses on twohour averages for weekday and weekend use to better analyze bicycle and pedestrian usage over time. Page 2 of 32

3 Bicycle and estrian Count Program Inclement weather continues to greatly affect pathway usage and impact total count numbers, and therefore should be taken into consideration when performing year-to-year comparisons. The weeks leading into this year s scheduled counts were marked by significant storms and rainy weather. This pattern continued into the first half of the weekday count period with hot, humid days bringing on overcast skies with the threat or occurrence of evening storms. The weather cleared somewhat for the last half of the weekday count times and the remaining counts occurred during objectively lovely weather with partly cloudy but sunny skies. While storms and rain held off until after the scheduled count times for the two Saturday counts, the weather was typical of a humid, muggy and overcast day in June with temperatures in the high 70 F range. Morning counts saw mostly overcast and cool weather, but remained relatively dry, except two days of drizzly weather, which bookended the count period. 4 Bicycle and estrian Count Program The two-hour average weekday and weekend counts continued to show an increase in pathway usage for the majority of count locations. With the exception of the Downtown Columbia and Patuxent Branch Trail (Guilford Pratt Truss Bridge) locations, which were added in 2015 and 2016 respectively, there is now five years worth of data between 2014 and 2018 that shows relative stability in user demand for Eastern Columbia locations and significant growth for Western Columbia locations. This may be due to the increased development occurring in Downtown Columbia in the immediate proximity of Lake Kittamaqundi. Lakefront and Merriweather Post Pavilion events have an outsized effect on the average daily use for the Downtown Columbia location, with count numbers often quadruple those of non-event count days. Lake Elkhorn remains the most heavily used pathway location with the more tucked away and neighborhood scaled locations of Jackson Pond and Tamar Drive showing the most consistency in user demand across the last four years. Compared to locations in western Columbia, the eastern locations have a greater share of bicycle users relative to their overall user numbers. As bicycle users plan their recreational trip routes, it may be that they prefer Columbia s eastern trail network to the western network. Speculatively, this could be tied to the differing character of these networks. The western trail system has greater lengths of contiguous path, uninterrupted by road segments, and may attract bicycle users seeking longer routes. Saturday s weekend average did not show as much growth as those recorded in the weekday counts. This may be due to the weather on those days which was hot, humid, and potentially stormy. Downtown Columbia was by far the most heavily used location with both Saturday counts reflecting increased foot traffic corresponding with the Capital Jazz Fest and Paul Simon Concerts held at Merriweather Post on June 2 and June 9, respectively. 5 Bicycle and estrian Count Program Association s Free KidsDay event was held on June 9 during the count time and may have drawn typical weekend users away from the count locations. estrian Counts estrians are by far the single greatest users of the pathway system, their sheer numbers far outstripping all others. While Lake Elkhorn remains the most used pathway during the weekday, the counts showed substantial growth at the two Lake Kittamaqundi locations from the previous years with the South location increasing by 49% and the North location showing a 105% increase. It should be noted that only one day of weekday count data was collected for the Lake Kittamaqundi North location. Since the two-hour averages of this location closely match those recorded at the southern location, it is reasonable to trust that the recorded data is a reliable approximation of average use. Downtown Columbia saw the greatest weekday two-hour average growth from the previous year (a 232% increase), however, this can almost singlehandedly be attributed to a weekday concert event which skewed the daily average. The highly variable nature of daily demand at this location does provide insight into the need to design pedestrian facilities capable of accommodating large crowds over brief periods of time near event venues. Wilde Lake Park also saw significant growth from previous years. estrian numbers captured at the automobile-oriented Route 1 intersections remain volatile year to year, although the count forms for these locations are more specifically focused on understanding directional movement of the pedestrians rather than the overall volume of users. 6 Bicycle and estrian Count Program For the third straight year, the Downtown Columbia location had the highest count numbers for weekend averages. Both the 2017 and 2018 Saturday counts occurred over the Capital Jazz Fest weekend and unsurprisingly, total pedestrian numbers for this weekend were fairly similar from year to year. In the future, it may be beneficial to perform select counts for this location over several event and event-free weekends to determine average event and nonevent use trends. Lake Elkhorn continues to have higher user volumes than other pathway sites without a particularly discernable trend in demand. Overall, weekend two-hour average demand trends appear relatively stable for the past five years. Some locations like Lake Kittamaqundi are showing growth at rates slightly less than their weekday demand and others like Wilde Lake Park, Jackson Pond, and Tamar drive remain relatively steady with slight decline in user demand. This is not unexpected as weekend demand is typically more spread out throughout the day, whereas weekday use is typically concentrated in the hours after work and/or school lets out. Bicycle Counts Weekday bicycle counts showed an increase at all locations except Downtown Columbia and the U.S. Route 1 on-road bike routes. The most significant growth occurred at Tamar Drive (83% increase), Jackson Pond (63% increase), Wilde Lake Park (58% increase) and Lake Kittamaqundi North (53% increase). Bicycle use at Lake Elkhorn remains significantly lower than its peak count height in 2016, which is unsurprising given that 2016 count periods had no inclement weather. Despite the depressive effect inclement weather has on bicycle use, trend lines show continued steady growth in bicycle counts over the past five years. This is especially so at count locations like Tamar Drive and the Patuxent Branch Page 6 of 32

7 Bicycle and estrian Count Program Trail which are characterized by their linear rather than loop nature and serve as corridors of connectivity between Columbia s villages and eastern most points of Howard County. Page 7 of 32

8 Bicycle and estrian Count Program Between 2017 and 2018, weekend growth in bicycle counts was greatest at Lake Elkhorn (200% increase) and, although it remains the least used bicycle pathway, at Downtown Columbia which recorded a 160% increase in users from the previous year. At several locations, the magnitude of increases from the previous year is better attributed to the depressed weekend bicycle count numbers recorded in Lake Kittamaqundi North continued to show significant increases in bicycle use, especially in the past two years. Count data collected for Wilde Lake Park and the Patuxent Branch Trail vary widely from year to year. Jackson Pond and Tamar Drive showed modest increases from the previous year s count data, however, bicycle counts at these locations have been trending downward for the past four years. Helmet and Commuter Bag Use Helmet use is mandatory for cyclists under the age of 16 in the State of Maryland and civic campaigns designed to improve cyclist safety often focus on encouraging helmet use. Historically, when cyclists consider conditions to be more safe, helmet use is considerably lower than in conditions users feel are less safe. The separation of the pathways from vehicle traffic lends itself to conditions where users may feel safer. This theory is demonstrated in the data collected where smaller, neighborhood-oriented loop trails show lower helmet usage compared to pathway systems that intersect roadways more often. The overall pathway count locations show 72% helmet use. The highest occurrences were at Patuxent Branch Trail (82% and Wilde Lake Park (81%), while the lowest was Jackson Pond (58%) Ten percent of all users had commuter bags with them and the location with the largest percent was Wilde Lake Park at 31%, followed by Downtown Columbia at 23%. This is consistent with previous year s data. Morning and Mid-Day Counts U.S. Route 1 Intersections Similar to the evening count numbers for the U.S. Route 1 locations at Montgomery Road and North Laurel Road, pedestrian usage is relatively low in the morning. The data collected on directional movement, however, indicates a need for more robust pedestrian infrastructure to accommodate road crossings occurring in areas without any sidewalk or pedestrian crossing facilities. Montgomery Road, in particular, had a larger share of youth crossing without any protective lights, dodging traffic as they traveled southbound on Route 1, and proceeding west on Montgomery Road. Bicycle numbers were significantly lower than previous years; potentially a result of the wet mornings and threatening weather. Page 8 of 32

9 Bicycle and estrian Count Program estrian Bridges estrian count data collected for the pedestrian bridge locations shows increased use of these facilities by pedestrians in Columbia Road experienced 112% growth from the previous two years of count data and counts remained high at Cedar Lane crossing near Rock Coast Road. These bridges provide a critical, off-road link between residential communities and neighborhood elementary schools. While showing some growth from the previous year, the Harper s Farm Road Bridge has low demand with a two-hour average of 10 users, as compared to the Cedar Lane Bridge which had 222 and Columbia Road Bridge which had 140. This is not surprising given the more direct, at-grade road crossing available to travelers at this location. Bicycle use of the pedestrian bridges remains low, averaging only one to two riders during the reporting period. Gateway Loop Trail The Gateway loop location typically attracts anywhere from 40 to 100 pedestrians during the 11:30am to 1:30pm mid-day period. The two-hour average demand at the Gateway Loop trail has been steadily falling since peaking in Although the numbers remain healthy, it will be interesting to track if this trend continues and it may be helpful to capture the daytime population of the area to determine what percent of office or retail workers are making use of the trail. Bicycle use again remains low. Demographics Gender Split The gender split or gap can be indicative of a route or pathway that feels unsafe. Generally, women tend to be more cautious than men; the volume of female users compared to male users can reflect the perception of the pathway system s safety. Recorded at 47% male and 53% female, the average pedestrian split by gender was remarkably even for the eight pathway count locations. The most pronounced differences in gender were found at Downtown Columbia, which had the largest average share of female users (60%), while Tamar Drive had the least (31% female) and Patuxent Branch Trail skewed at 40% female. 10 Bicycle and estrian Count Program were within a few percentage points of being evenly split between the genders. This trend carried through to the morning pedestrian bridge count locations which also showed fairly even gender ratios. estrians were primarily male at the Gateway Loop location, with a 70% to 30% male-to-female split. The most significant pedestrian gender difference was found at the U.S. Route 1 locations where males made up the vast majority of all users for both morning and evening counts with 72% morning and 76% evening averages for Montgomery Road and 86% morning and 69% evening averages for North Laurel. The total average bicycle gender split is 72% male and 28% female. This dynamic is found across all pathway locations except Lake Kittamaqundi North which has a split of 59% male to 41% female. Bicycle users at the Gateway Loop location were exclusively male. The number of total bicyclists at nonpathway locations is too low to perform reliable gender analysis for those locations. Youth and Older Adult Representation The count program is designed to capture the percent of users who are older adults (those appearing to be over 65) or youth (those appearing to be under 18). The total pathway system youth count for all user types makes up 11% of the total users counted while 8% are older adults. These numbers are typical of all locations except for Jackson Pond which had 26% youth and 5% older adults. Jackson Pond is a smaller water feature in the pathway loop system and is surrounded by a single-family neighborhood where homes are located in close proximity to the pathway. This easily explains why it enjoys such a large share of youth users. Since being added to the count program in 2016, the pedestrian bridge locations have by far the highest percent of youth at nearly 60% for the Cedar Lane and Columbia Road locations. These two pedestrian bridges are located near elementary schools and see high volumes of traffic from students and their guardians. Summary and Lessons Learned A major goal of this program was to establish a baseline for user demand across the count locations and to understand how that may be changing. The count program is conducted around the same time every year, and consistency in count location over the past four years has provided sufficient data to start discerning trends in pathway usage. Since the Count program was kicked off in May 2014, Columbia Association has made several improvements to its pathway infrastructure system including the completion of the Lake Kittamaqundi loop pathway through construction of its northern leg. In addition to the work undertaken by CA, a new side path connecting Howard County General Hospital, Downtown Columbia, and Blandair Park improved east/west trail links across Columbia. A refurbished and upgraded Route 29 estrian Bridge was reopened in spring 2018, providing the critical non-vehicular link between east and west Columbia. Now that anywhere from three to five years worth of count data has been collected for locations throughout Columbia, consideration should be given to determining how best to continue the program and what information will be useful to continuing to target improvement funds and discover community needs. The expansion of this year s count to incorporate three more days of weekend counts made it difficult to recruit volunteers for all count slots, but it also provided greater buffer for lessening the impact of Page 10 of 32

11 Bicycle and estrian Count Program missed count days by volunteers or inclement weather days. Given that some locations have shown steady numbers for the past four to five years, it may be wise to remove them from the count program and concentrate on those more volatile locations. Based on previous recommendations, this year s count also avoided Memorial Day weekend, therefore solving the issues from 2017 of low volunteer rates on this weekend and may also have better captured typical non-holiday user data. This should be continued into future years. This year, the Howard County Office of Transportation had planned to install permanent automated pathway user counters at Lake Elkhorn and near the Route 29 pedestrian bridge in Oakland Mills. While the County was successful in obtaining the grant for the purchase of these counters, there has been delay in finalizing the necessary contracts. Once installed and active, these automated counters will prove a great asset and will allow the manual count program to focus on other locations throughout Columbia. Page 11 of 32
