5 Copernicus evolution: Space Strategy for Europe Copernic us Provide continuity to build confidence and improve buy-in by both, commercial and institutional players; Enhance Copernicus' capabilities in reply to the emerging needs: Further improve the climate change service (fully deployed by 2019) and strengthen sustainability-related parts in the existing Copernicus services Develop and operate a monitoring system for antropogenic CO2 emissions, incl. space-borne CO2 imaging capacity to address existing observation gap Expand and improve service offer related to agriculture and forestry, benefitting from additional TIR and hyperspectral observations Enhanced continuity of polar observations to support arctic policy, addressing scientific and operational needs (potential contrib. to security.) Expand the capacity for security (defence) by obtaining observation data in near real-time with better timely and spatial resolution. 5

Secondary objective: to support mapping and monitoring the soil composition (mineralogy and organic matter) and its dynamics through emissivity estimates. Main output: Mission Requirements Document

21 LC-SPACE-02-EO-2018: Copernicus evolution Mission exploitation concepts This call is to provide further support to the Commission to define the options for the evolution of the Programme The following three priorities have been identified for potential evolution of Copernicus: Monitoring of the Polar Regions (notably the Arctic) Agriculture monitoring (for supporting the Common Agricultural Policy) Forest monitoring (for supporting the REDD+ Reducing Emissions from Deforestation and forest Degradation) Type of action: Coordination and support action Budget (EUR million) Opening Deadline 8 31/10/2017 6/03/2018

22 LC-SPACE-02-EO-2018: COMMON ASPECTS CSA => Emphasis is on coordination (not conducting the research itself) and analysis of what needs to be done Coordination with several players: National Space agencies, member states institution, International Organization, private sector, in-situ station operators, scientific experts Take into account ongoing process at EU level (Copernicus programme evolution, H2020 projects, ESA activities ) Assess the need for an end-to-end operational system Identify research gaps regarding integration/assimilation of space data This topic contributes to the Horizon 2020 focus area "Building a low-carbon, climate resilient future"

23 LC-SPACE-02-EO-2018: Specific aspects for Preparation of a European capacity for monitoring the Polar Regions Improve Copernicus capabilities to monitor the changing polar regions (notably the Arctic) snow/ice coverage salinity, sea ice, permafrost the biogeochemical state of the ocean Biodiversity sea-ice forecast for maritime purposes Assessment of access to adequate and sustained in-situ observing system Expected Impact: to complement the existing Copernicus services and the current space component for operational capacities To contribute to an integrated pan-arctic observing system To improve the interaction of Copernicus with Europe's Climate Change challenge and Maritime activities To take into account (ref. Guidance document): "An integrated EU policy for the Artic" (issued 27/05/2016 by the EU) Output of the Polar Expert Group

24 LC-SPACE-02-EO-2018: Specific aspects for Preparation of a European capacity for improving agriculture monitoring Improve Copernicus capabilities to support precision agriculture, the monitoring of crop extension and composition, the monitoring of hydrological stress and water needs for irrigation, the forecast of agricultural yields from local and national up to global scale, the assessment of crop diseases and nutrient To identify a clear delineation between a core service and a downstream applications Expected Impact: to complement the existing Copernicus services and the current space component for operational capacities for operational agriculture monitoring from local to global levels Europe's Common Agriculture Policy, of Global Food Security Challenges, as well as farmer level support

25 LC-SPACE-02-EO-2018: Specific aspects for Preparation of a European capacity for improving agriculture monitoring To better understand the context (ref. Guidance document): a concept note on the potential evolution of the Land service in the Agriculture domain was presented by DG JRC to the Copernicus User Forum European Space Agency projects: Sentinel-2 for Agriculture (Sen2-Agri) with specific CzechAgri study initiated in 2015 as a R&D contribution to the preparation of future Copernicus components supporting agriculture the SEN4CAP project: to provide the European Common Agricultural Policy (CAP) validated algorithms, products and best practices for agriculture monitoring relevant for the management of the CAP. Workshop for Agriculture and Forestry DG JRC activities: WS observatory of pilot studies at

26 LC-SPACE-02-EO-2018: Specific aspects for Preparation of a European capacity for improving forest monitoring Improve Copernicus capabilities to support: the REDD (Reducing Emissions from Deforestation and forest Degradation) process at international level forest management and sustainable logging the evaluation of forest damage and disturbance the assessment of forest biomass and health to identify a clear delineation between a core service and a downstream applications Expected Impact: to complement the existing Copernicus services and the current space component for operational capacities for operational forest monitoring from local to global levels UN REDD process and associated policies, of EU Forest Strategy, as well as of the local forest manager needs

27 LC-SPACE-02-EO-2018: Specific aspects for Preparation of a European capacity for improving forest monitoring To support to 2013 EU Forest Strategy, its implementation and its call for the setting up of Forest Information Systems. To support to the FLEGT and UN REDD+ Programs, including the GEO-GFOI initiative coordinated by FAO. In 2016, a Roadmap for future Copernicus service component for REDD+ note prepared by DG JRC and DG CLIMA FP7 and H2020 projects can be considered ReCover ( REDDAF ( Advanced-SAR ( EOMonDis ( ESA projects: GSE Forest Monitoring and ForMoSa ( Forestry Thematic Exploitation Platform ( DG JRC activities: ReCaREDD project ( Workshop for Agriculture and Forestry

28 LC-SPACE-03-EO-2018: Copernicus evolution - Preparing for the next generation of Copernicus Marine Service ocean models Specific Challenge: to prepare the next generation of the Copernicus Marine Service in line with the evolution of requirements, policies and national expectations and also benefiting from advances in Space, IT technologies and modelling: to better describe ocean phenomenon with high dynamics at fine spatial scales to provide enhanced boundary conditions to coastal models (both physics, biogeochemistry or marine ecosystems) thus strengthening the links with downstream coastal monitoring activities from the public or private sectors Small-scale dynamics is essential to better understand and represent ocean and climate interactions both for physics and biogeochemistry Type of action: Research and Innovation Action Budget (EUR million) Opening Deadline 5 31/10/2017 6/03/2018

29 LC-SPACE-03-EO-2018: Copernicus evolution - Preparing for the next generation of Copernicus Marine Service ocean models Scope: Deliver global ocean analyses and forecasts at a kilometric scale with additional process complexity and to exploit upcoming HR satellite datasets Develop advanced numerical schemes with improved accuracy and stability Easy interface with the Copernicus Marine Monitoring Service Solving the ocean dynamics at kilometric scales on the role of ocean on climate and on the coupling with biogeochemistry and on the carbon, oxygen and nutrient cycles Assess the adequacy and quality of satellite-derived ocean data into the coastal models, thus providing an opportunity for validation and integration with local ocean conditions. Expected impact: Deliver developments based on the NEMO ocean model for an easy transition to the Copernicus operational environment Prepare the necessary steps for further validation and integration into Copernicus and transition to operations Identify priorities for next developments both in EO processing, in-situ contribution (additional data sources), assimilation and modelling capacities; coordination with other Copernicus services

30 LC-SPACE-03-EO-2018: CMEMS service evolution background CMEMS services evolve based on requirements from its user's base and also taking into account the users 'requirements expressed in dedicated workshops such as: The polar and snow workshop held in June 2016 ( ) The maritime security service workshop held in November The coastal user workshop held in June 2017 to consolidate coastal requirements The CMEMS Service Evolution high level Strategy and its associated R&D priorities (Mercator Ocean, 2016; CMEMS STAC, 2017) (see introduce a set of over-arching goals and associated actions and R&D priorities The list of R&D projects related to CMEMS service evolution and that could be considered complementary or useful for the present topic is available on

31 LC-SPACE-04-EO : Copernicus evolution Research activities in support of cross-cutting applications between Copernicus services Exploitation of new potential products and applications needs in the crosscutting cases (not yet realised) Scope: demonstrate the technical operational feasibility of one specific cross-cutting thematic application to improve the Copernicus core services capitalising from the corresponding product portfolio Applications areas: energy, agriculture and forestry, health, water resources, security, resilience of built environment, cultural heritage, coastal monitoring, urban planning, climate adaptation, biodiversity and eco-system preservation, exploration and mineral resources, and others. 32 LC-SPACE-05-EO-2019: Copernicus evolution Research activities in support of to a European operational monitoring system for fossil CO2 emissions Scope: to conduct the required R&D activities that will support the development of a European operational monitoring system for fossil fuel CO 2 emissions all components of the system should be addressed: e.g., atmospheric transport models, re-analysis, data assimilation techniques, bottom-up estimation, in-situ networks, ancillary measurements needed to address the attribution of CO 2 emissions. Expected Impact: Improve on the performance and resolutions of regional scale atmospheric transport models Support to the evaluation of countries' CO2 emission reduction strategies Support the optimal planning of networks of in-situ measurements (in WIGOS programme) and support the development and validation techniques to quantify fossil fuel CO 2 emissions.
