Bhargavi Granites was granted a prospective license for Color Granite over an extent of Ha in Survey No: 319 of Byripuram Village, Kanchili Mandal, for a period of 2 years by Assistant Director of Mines & Geology, Srikakulam vide No: 1571/Q/2000, dated Copy of the Order is enclosed at Annexure I. On the expiry of the above prospecting license, M/s. Bhargavi Granites obtained quarry lease for Color Granite for a period of 20 years from to from Assistant Director of Mines & Geology, Srikakulam vide Lr. No: 646/Q/2002, dated Copy of the Order is enclosed at Annexure II. The mining plan for the above quarry lease was approved on Copy of the approved mining plan is enclosed as Annexure III. Proponent started the mining operations in This application is submitted in the prescribed format, Form-I along with the EMP and approved mining plan, for obtaining Environmental Clearance from MoEF for the colour granite quarrying project. The quarrying is carried out by open-cast semi-mechanized method as per the approved Mining Plan. The entire lease area is classified as Govt owned waste land hill poramboku not being used for communal purpose except grazing purpose of cattle in the village with no forest land involved. The annual production is 600 M 3 of mined color granite on an average for the first 5 years period of the current mine plan. The estimated project cost is Rs Crore. M/s. 3 2.0 INTRODUCTION OF THE PROJECT/ BACKGROUND INFORMATION 2.1 Identification of Project and Project Proponent Project Details M/s. Bhargavi Granites was granted mining lease for 20 years period for mining the color granite, in Srikakulam district, where granite reserves are abundant The mining area is located at Survey No: 319 of Byripuram Village, Kanchili Mandal, for an extent of Ha Project Proponent: Sri K. Seshadri is the Proprietor of M/s. Bhargavi Granites, having his registered office at 32, 58 th cross, 4 th block, Rajajinagar, Bangalore (mention old address) He is well experienced in operating the above colour granite quarry and exporting granite blocks to different countries. The proponent has tied up with a local processing plant for supply of dressed raw blocks as per its need. Since the proponent is also a Geologist and has experience of about 25 years in the same field, he has good rapport with the rough block & processing plant owners in the region. Also the proponent is in the process of setting up of a small scale processing unit in the near future. 2.2 Brief History of the Project and Applicability of EIA Notification M/s. Bhargavi Granites was granted a prospective license for Color Granite over an extent of Ha in Survey No: 319 of Byripuram Village, Kanchili Mandal, for a period of 2 years by Assistant Director of Mines & Geology, Srikakulam vide No: 1571/Q/2000, dated On the expiry of the above prospecting license, M/s. 4 The mining plan for the above quarry lease was approved on As per EIA Notification dated 14 th Sep, 2006 and as amended till date less than 5 Hectares mining area is not covered. However based on the circular issued by MOEF, Government of India, this application is made for getting the environmental clearance. The project falls under Category B2, which mandates obtaining Environmental Clearance for the quarrying project from State Environmental Impact Assessment Appraisal Committee, Andhra Pradesh, under Ministry of Environment & Forests, Govt. of India. The site is 0.8 KM from interstate boundary with Orissa State. As the mining area is less than 5 Hectares, it is not clear whether general conditions apply for this or not, this application is made to the state level committee for environmental clearance Accordingly Form-1 along with Environmental Management Plan and approved mining plan pertaining to the quarry lease area are being submitted to SEIAAC, Andhra Pradesh, for obtaining Environmental Clearance for the proposed quarrying project. 2.3 Need for the Project & its Importance to the Country/ Region Granite is a kind of igneous rock with at least 50% quartz and naturally occurring with a medium to coarse grained structure. Owing to mineralogy and chemical composition the colour of the Indian Granite may vary from pink to grey. Granite has become a common construction stone for flooring, counter tops, cladding etc. Granite is the chief material for products like monuments, flooring slabs, Kitchen articles, sculptures which are exported Indian granite is aesthetically appealing and known for its hardness and quality Moreover, it is highly heat resistant and keeps the living space cool. Granite is cheaper than marble but is of almost the same strength and durability. India exports high quality Indian granite to more than 35 countries like the United States of America, Japan, Germany, Australia, Italy, Canada etc. M/s. Pridhvi Envirotech (P) Ltd, Hyderabad 4

5 In view of the global as well as domestic demand and export potential for granite and granite products with varied applications and uses, the proposed project, for quarrying colour granite and effecting value addition by polishing the mined granite blocks, assumes importance and contributes to foreign exchange earnings to the country. Also it will contribute to the regional revenue by way of royalty, direct and indirect taxes.. While providing direct employment to 20 people, the project will provide indirect economic benefits to transporters and labor associated with it. 2.4 Export Potential This project is conceptualized to sell mined granite in domestic market only M/s. 6 3.0 ABOUT THE MINING PROJECT The lease area is ha. Total mineable reserve available is M 3 over the mine life period of about 40 years The Colour Granite production will be 600 M 3 /Annum on an average. The Colour Granite production for the first five years will be 3000 M 3 considering 30% recovery Waste generated per Annum in the first five year plan period will be 1400 M 3 Waste generated during the 5 years plan period will be about 7000 M 3 considering 70% waste generation Waste generated during the lease period of 20 years will be about M 3 The method of mining is open cast semi mechanized method The dressed granite blocks will be transported by trucks to end users The waste generated will be transported to waste dump area by tippers Site Analysis Connectivity The lease area is 1 KM North of Byripuram village and is accessible by road from Kanchili by Kanchili-Byripuram, Ghatimukundapur Road at a distance of around 12 KM East of Sompeta Railway Station and NH-5. The lessee has developed the abandoned walk way connecting the hillock to the village road, the connect byripuram in the SE & Ghatimukundapur in the SW of the lease hold. 7 3.1.2 Land Form, Land Use and Land Ownership Land Form The lease area is an ellipsoidal mound of 110 mtr length (NS), 40mtr width (EW) and 6mtr avg. height above adjacent ground level. The eastern half is almost a gentle flat area with avg. 2mtr height above ground. A path of 100m X 30m in between the two is soil covered. The rock of the subject area is monolithic migmatite Land Use The sanctioned quarry lease area is a hill poramboku not being used for community purpose except for grazing purpose of the cattle. The quarry lease area has been used for quarrying colour granite during the prospecting license period of 2 years. 500 M 3 of dressed granite was marketed during the period. Due to the quarrying of granite 40 feet high mound was reduced to ground level. 8 The lease area Topographically is a ellipsoidal mound consisting one of avg. 110 mtr length (NS), 40mtr width (EW), 6mtr avg. height above adjacent ground level. The eastern half is almost a gentle flat area with avg. 2mtr height above ground. A path of 100m X 30m in between the two is soil covered. The rock of the subject area is monolithic migmatite. The quarry lease area is bounded by a waste land on the North, the hillock extension on North West and West, a village abandoned road on the South and waste land on East and cultivate lands on South East. There is a water body in the form of a pond to the west of the lease area at just 30 m distance. The pond is a seasonal pond accumulated with rain water during monsoon and water is not potable. The baseline is considered from the GPS reading in co-relation with Toposheet contours, the levels were taken using total station of LEICA with 5 Cm accuracy covering the total area. 11 3.7 Resource requirement Water Requirement The daily water requirement will be 10.0 KLD and the water required for the following purposes at the quarry area is sourced from the village well. How ever there will not be any requirement of power supply for the proposed project activity. The Quarry activities are envisaged to be carried out only during day time manually and by Semi mechanized method. All the equipment will be operated with diesel motive power. 17 4.0 MINING PLAN 4.1 Regional Geology The region forms a part of eastern ghat mobile belt consisting of charnokite, Khondalite, pyroxene granulite, migmatite & leptynites with intrusion of porphyroblastic charnockite & granite. Lithology: Soil Quartz feldspathic rock Khondalite Gneisses Local Geological conditions The area physio graphically is a ellipsoidal mound consisting one of avg. 110 mtr length (NS), 40 mtr width (EW), 6 mtr avg. height above adjacent ground level. The eastern half is almost a gentle flat area with avg. 2 mtr height above ground. A patch of 100m X 30m in between the two is soil covered. The rock of the subject area is monolithic migmatites made up of paleosomes, mesosomes, neosomes & display pattern conspicuous with mineral lineation. Average mineral composition: Bluish quartz, bluish grey to light grey feldspar, accessory amount of mafics (Hypersthene hornblende & biotite) Orthoclass & Microcline perthile: 28.4% Quartz : 45% Plagioclase feldspar : 18.5% Garnet : 1.1% Biotite : 5.0% Hypersthene : 1.0% Magnetitite/Zircon/Apatite : 1.0% ages & fracture M/s. 18 Colour: Bluish colour (Commercially called Invender & Samantha blue, the colour scale is controlled by % of quartz content), Medium to coarse grained & crudely bonded. Garnet & hypesthene show porphyroblastic growths. Magnetite is oxidized at places. The rock in the western side is devoid of any penetration cracks. Microscopic: shows soma Apatite, Zircon, Hyperstene, Quartz, Orthoplagioclase feldspar, Garnet, Biotite & magnetite. Minerals in general show granulitic texture. Plagioclase shows alteration to sericite & orthoclase to kaolin only long cleavage. Hardness : 6-7 (Mohr s Scale) Water absorption : < 0.2 % Porosity : 0.4 % Compressive Strength of feldspathic granite : 2100 Kg/Sq cm Young s Modulus : 5.6 x10 exp5 Kg/Sq M Sp. Gravity : Reserves Estimate The estimate of the deposit is made as per the contour map, it s lithology (As extrapolated form surface features & details form exposure). 19 4.3 Year wise Production Plan for next 5 years period The year wise production proposed is shown in the following table Table 4.1: Year Wise Mass Excavation & Targeted Production Details Year Mass Excavation (M3) Recovery Production (M3) Method of Mining Total Average i. Type of Mining: The quarrying is done by Open cast semi mechanized method. The deposit in the lease area comprises a portion of a high rising mound and is proposed to be attacked by driving along contour. ii. Method of Working: Mechanized open cast method with regressive 5-6m benches will be adopted while working the deposit. Equipment at face will be a Hydraulic excavator, Tippers, Dumpers for handling of waste, toppling/ rolling of blocks for dressing etc. Diamond wire saws have been used and will be regularly used for separating large masses from mother rock in a sheet rock, which is either dressed at the face down to suitable defect free sizes. Removal/ Excavation of Over burden: Primarily by backhoe shovels of Tata- Hitachi- Ex-300 class i.e M 3 bucket with tippers of 10T category of AL class, which will dump on a properly developed and maintained tiered waste dump. Method of Splitting: Initially large primary block is separated from mother rock by using diamond wire saw. For pre-splitting in the lateral & horizontal directions a M/s. 20 close spaced jack hammer drills followed by splitting by using feather and wedges for making small pieces. Separation of Large Primary Blocks from mother rock: The primary cuts will be made in the lateral & horizontal direction by using diamond wire saw, (To leverage natural joint). Regular wire saw cuts for opening has been widely used in granite industry. Sub Division of large Primary Blocks into Secondary Block: The secondary operation of cutting marketable sizes from the large rock mass usually will be carried out by feather and wedges in close spaced holes drill by line drilling jackhammers. Production Cut & Dressing: To finally give a regular shape, dressing down the recovered block with a cutting polishing face and the other direction perpendicular to it. For this purpose also Jack hammer drills & feather wedges will be used. Processing Plant: The lessee has tied up with a local processing plant for supply of produced raw material as per it s need. Since the lessee is a Geologist and has experience of about 25 years in the same field has good rapport with the rough block & processing plant owner in the region. However the promoter is also in the process of setting up a small scale unit in the near future. Availability of Equipment Maintenance Facility: Though such facility is not there, the lessee proposes to procure equipment on hire with onsite maintainability for up keeping the machine in always ready to use condition. Drilling : For primary splitting 8-10 inch spacing 32 mm dia jack hammer holes perfectly aligned along the desired plane are drilled and using feather and wedges blocks will be spilt in to rectangular shapes. Handling & Storage Finished Black within the Quarry: Tyre mounted mobile cranes, power wire rope winches will be used to shift smaller production blocks from in front of face to dressing stock yard. 21 yard for finished blocks & irregular mass obtained in the process of primary or subsequent cut. These can be dressed down to recover small blocks Extent of Mechanization The machinery requirement is mainly for drilling and transporting the materials. 22 5.0 ENVIRONMENTAL IMPACTS AND MITIGATION MEASURES Open cast granite quarries will create the following environmental impacts Waste generation Impact on flora & fauna at quarry site Dust generation during quarrying Dust generation from Roads during transportation Silting of local water bodies due to soil erosion Vibrations and impact on nearby structures and buildings Noise from quarrying operations and DG set However proper Environmental Management plan supported with financial allocation can reduce the above impacts. This chapter outlines the impacts and mitigation measures 5.1 Waste Generation & Disposal: Solid waste: Unusable solid waste generated will be in the ratio of 70:30 in the initial period The year wise waste generation during 5 years as follows: Year Table 5.1: Year Wise Waste Generation Waste Generation Recovery granite (M 3 ) (M 3 ) Total As the quarry is likely to continue further, waste generated will be dumped in quarry pits progressively by creating space for future dump storage in the quarry lease area. 23 5.1.1 Waste Management Solid waste Site for waste dump: The lessee has purchased adjoining patta land of 0.64 ha in Sy Nos 306/1 in the SE & ha in Sy. No 306/3 in the East corner to the lease area for dumping the waste generated. Copy of the land documents of land proposed to be used for dumping the waste is enclosed at Annexure V Waste Generation estimated for entire lease period will be 40,450 M 3 Waste generation anticipated for 5 years period : 7,000 M 3 Dump Area: Area proposed for waste dump = ha or 8320 Sq.Mtrs Dump area will be cleared after filling the waste in the quarry pits at the end of the lease period. Management of dump Length of retaining wall will be 350 Mtrs covering 3 sides of the dump area Height of the retaining wall will be 40450/8320 = 5 Meters A retaining wall of height 5 M will be constructed along the 3 sides of the dump area. A Garland drain of length 350 Mtrs will be provided around the dump area. Utilization of solid waste: Utilization of waste generated is envisaged for civil construction works. Waste will be sold as aggregate or building construction material, back filling, road construction etc. Small blocks of 1 X 1 and 2 X 1 for tile plants and 4 cubes for poker stones will be religiously made out of such waste to salvage and generate revenue. 24 5.2 Impact on Flora and Fauna The lease area is a hillock without crops and not having any agricultural value. The hillock doesn t have any soil cover to support vegetation. There are no trees or wild plantation growth in the lease area. As such there is no impact on flora in the lease area. Green belt is developed along the buffer zone. Plant species like Neem, Siris, Sisham, Amaltas, Karanj, Jungle Jaledi, Eucalyptus & Kanju will be used to develop green belt. About 100 Saplings consisting of Neem, Teak will be planted per year along with the buffer zone & around waste dump area After the mining operations are over, waste dump will be used to fill the mine pits and develop greenery progressively. No wild life is reported from the area. Rabbits and snakes are reported to be present in the area. As such there is no impact on fauna. 5.3 Dust Generation during quarrying operation Dust is generated during drilling and quarrying operations. Following measures are proposed to reduce impact of dust in the surroundings Wet Drilling System Jackhammer are provided with wet Gunny bags Regular Sprinkling of Water on haul roads Greenbelt Development along the Buffer Zone of the Lease area, Haul roads & Waste Dumps 5.4 Dust generation from Roads during transportation Developing tree cover all along the road to reduce dust impact Regular spraying of water by water sprinkling system over haulage roads. 25 Spraying water over the rock pile to be loaded to reduce dust generation during loading operation Sprinkling water at frequent intervals on the haul road to reduce dust generation during plying of dumpers. To reduce spread of dust, plantation will be developed along the mining lease boundary and haulage roads Periodic maintenance of haulage roads. Stabilizing over burden dumps with legumes and grass to prevent the erosion of soil and arrest the dust emission during windy days. 5.5 Silting of local water bodies As can be seen from base map there are no water bodies connecting to the site. Bahuda River is at about 9.0Km in the NE. Kestriya cheruvu is located close to the site as a seasonal pond and any possible run off can reach this pond and cause silting. In order to avoid any silting of the water body a garland canal is proposed al round the dump site which can contain washing away of any quarry waste during the rainy season 5.6 Vibrations and impact on local buildings & structures By using wire saw and excavators will minimize the effects so that the vibration generation will be feeble within 8 HZ Limit. 27 6.0 POST CLOSURE PLAN & EMP COST ESTIMATES 6.1 Post Closure Plan Although the quarry operations were commenced in 2003 very little quarrying was done. Based on the mining plan activity, the quarrying operation can last up to 40 years. As per the sectional plan the mine depth may reach ground level and mine waste can be used to fill the mine progressively. Hence no additional foreign material is required. Green belt will be developed progressively on closed mine area which will improve overall environmental conditions. It is only after initial development/production & reduction of the altitude & making a dent in the area from below the ground level reclamation is proposed. However after attaining the ultimate depth & dimension laterally to be made available. For reclamation the pits will be developed in to a fish pond & rain water harvesting tank for the benefit of the nearby village. 6.2 Budget for Implementation Of EMP Following budget is proposed for implementation of EMP S. 28 6.3 Environmental Monitoring Plan Monitoring Strategy The monitoring of various environmental parameters is necessary and is a part and parcel of the environmental protection measures. Monitoring is as important as that of control of pollution since the efficiency of control measures can only be determined by monitoring. A well-defined environmental monitoring program would be employed with trained and qualified staff to monitor the ambient air as well as stack gas quality to check whether the quality of effluents is maintained within the permissible limits. A comprehensive monitoring program is suggested underneath. attributes should be monitored as given below: Environmental Air pollution Noise levels. Workers Health Locations and frequency of monitoring should be as per the guidelines of APPCB and MOEF. Ambient Air Monitoring As per MOEF there is a need to identify 3 ambient air stations at 120 o angle keeping the main source in the center. The ground level concentrations of suspended particulate, sulphur dioxide and nitrogen oxides in the ambient air outside the quarry boundaries will be monitored at regular intervals. Any deviation from predicted /expected values will be investigated and necessary action will be taken. Noise Monitoring Noise levels in the workspace environment will be monitored periodically. If any deviation is observed necessary corrective measures will be taken. Monitoring noise levels is essential to assess the efficacy of maintenance of schedules undertaken to reduce noise levels and noise protection measures. A good quality M/s. 29 sound pressure level meter is essential for this purpose. This work can be handled by out sourcing the services. Noise surveillance is for the benefit of the workers well being and to keep track of machine wear. Workers Health Regular health check up of workers will be carried out at the nearest hospital. The following facilities will be provided to the employs; Provision of Dust masks to prevent exposure of persons to dust Provision of ear muffs/ear plugs for protecting workmen from adverse affects of noise Regular health monitoring of workers will be carried out. First Aid Facility at site. 8.0 CONCLUSION The quarry lease area for Colour Granite of Bhargavi Granites located at Survey No: 319 of Byripuram(V), Kanchili(M), will be environmental compatible to the surrounding. Environmental Management Plan will help minimize adverse impacts on the environment. Where impacts occur, immediate action will be taken to reduce the escalation of effects associated with these impacts. To ensure the relevance of this document to the specific mine development stage, it needs to be reviewed throughout all phases.
