Marine Transportation and Ocean Use Data Needs for Multi-Disciplinary Long-Term Planning 4 th Biennial TRB-CMTS Research and Development Conference Matt Campo Rutgers University 6/22/2016

Overview What is the Mid-Atlantic Ocean Data Portal? How do commercial maritime stakeholders use the ocean? Who else uses the ocean along with maritime stakeholders? What are commercial maritime stakeholders concerned about? Current proposals Future changes Opportunities and challenges Data Management Coordination Sustainable Purpose / Mission

The Mid-Atlantic Ocean Data Portal is

Marine transportation stakeholders represent a broad constituency

Different types of vessels use different parts of the ocean

Different types of vessels use different parts of the ocean

And commercial vessels are not the only ocean users

And commercial vessels are not the only ocean users

And commercial vessels are not the only ocean users

Existing Maritime Geospatial Data Served on Portal: Shipping/Ports Aids to Navigation (NOAA ENCs) AIS data by vessel type for 2011, 2012 & 2013 Anchorage Grounds (NOAA ENCs) Maintained Channels (NOAA ENCs) North Atlantic Right Whale Seasonal Mgmt Areas Pilot Boarding Areas (USCG Pilot and NOAA) Port Facilities (areas and points) Routing Measures

AIS Data Methodology Tracklines were built from AIS point data using the NOAA Track Builder Tool Density grids were created from the tracklines using the ArcGIS Kernel Density tool to create grids with a 100 meter resolution. A radius of 100 meters was also used to define the search neighborhood. Therefore tracklines within 100 meters of each cell are accounted for in each cell s density value. Density values are calculated based on the length of track line features within each neighborhood. A single tanker track line transiting a cell in a straight line -> Lower density A ferry travelling the same route back and forth -> Higher density A fishing vessel travelling in the same general area -> Medium-High density Vessels hoteling in an anchorage -> Higher density Prepared by RPS ASA on behalf of NROC, MARCO

Potential Need: Vessel Transit Counts? Some users have requested vessel transits counts for each 100 m cell, in addition to track line density Method used to create vessel transit count AIS products: Create 100 meter grid Create points for every trackline-to-grid intersection (GIS intersect function) wherever a trackline crosses the boundary of a grid cell. Create points for every trackline start and end point Count the number of points on the four edges of each grid cell and divide by 2 Tanker vessel Ferry vessel Fishing vessel Trackline starting point Prepared by RPS ASA on behalf of NROC, MARCO

Transit Count vs. Density (All Vessels) Count Density

What we heard from Maritime Stakeholders About the MidA Ocean Data Portal Allow the capability for users to upload their own data. Create spatial queries to summarize or calculate attributes across different data layers. Explore attributes related to directionality, size of vessels, seasonality and future conditions (including regulatory proposals) in AIS analyses and data products. Expand on the characterizations of landside port terminals and infrastructure. Develop seasonal environmental, traffic, and maritime security area data as appropriate. About Future Issues Changing marine traffic patterns driven by other industries (e.g. wind energy) and changing maritime commerce (e.g. USDOT Marine Highways and Panama Canal expansion); Environmental stewardship and regulations; Future land-side infrastructure suitability to accommodate new vessels or routes.

Data Implications? This map looks nice, but does the legend provide meaningful thresholds of vessel density to enable decisions?

Data Implications? 1. What geospatial data are needed in the Portal to support the Regional Ocean Action Plan? 2. What additional geospatial data are needed to support other strategic planning needs that may not be directly related to the Regional Ocean Action Plan? 3. Who will maintain and update the data? 4. How will data help the MidA Portal Team continue to engage stakeholders in sustained meaningful discussions about ocean use? Source: NOAA
