Mastering Geospatial Complexity in Planning Processes Leonard Daws Geospatial Information Analyst September 2015 OZRI 2015
Introduction Case Study: The GIS journey of the Sunshine Coast Planning Scheme 2014 What Will be Discussed: The different technologies and methods used to draft and publish planning scheme mapping Challenges and paradigm shift OZRI
How to get 3 into 1? Drafting Planning Scheme Maps, a New Regional Planning Scheme OZRI
Combining the mapping of 3 planning schemes into one had these challenges: Different cadastres captured at different times with different levels of accuracy; Different and/or multiple extra layer categories with differing purposes; New legislation; Inconsistent mapping content across all 3 planning schemes; and Different data creation methodologies/scale. Other impacts after initial drafting: Mathematical cadastral realignment; and De-amalgamation OZRI
OZRI
Example difference between the bushfire overlay between Caloundra and Maroochy Planning Schemes Different methodologies Different accuracies Prepared at different times Inconsistent extents OZRI
Approach: Assessed the availability of scale, methodology, accuracy and temporal aspects of each layer; Automated new data generation reduce the need for marking up maps; Regional consistency; Knowledge of the destination; and The acquisition of regional LiDAR and aerial photography formed the foundation for regeneration of many datasets. Tech used: ArcMap Modelbuilder OZRI
Zones translated into new and different categories 90/20 rule: If a lot is covered by 90% or more of 1 zone category, assign that zone; OR The area of a lot less than 20m 2 is a different zone category, assign the majority zone. All other lots that did not fulfil either criteria were left blank for assessment by the planners Tech used: ArcMap Modelbuilder OZRI
Regional/area maps are no more, it s time for a new grid. How to create 1500 pdf maps where the existing schemes only had approximately 100 maps each OZRI
Map and Grid Orientations 3 types: 40k Grid; Local Plan Portrait; & Local Plan Landscape Use of Page Definition, other Dynamic tools and text to customise each map based on the relevant grid tile (masks, tile names and titles, orientation and map zoom). Tech used: ArcMap Mapbook extension/dynamic Pages toolset OZRI
Lot s of changing data How we managed to always use the right data OZRI
During drafting, 1300 feature classes were developed or maintained at various times. What we considered during this state of flux: OZRI
During drafting, 1300 feature classes were developed or maintained at various times. What we considered during this state of flux: Point of truth File Structure Naming convention Standardisation Access Process Data complexity Data schema Communication Consistency Technology Metadata No thematic restrictions Knowledge of destination Versioning Technical model Vs Planning response Layer ordering Definition queries Documented amendment processes OZRI
Even more data, it must be correct Quality assured and authoritative data is a must OZRI
Key Issues Focus on data content rather than representation Move from pdf review to electronic review Data sign off process Overlap analysis during mathematical cadastral shift Dealing with overlap Knowledge of data destination De-amalgamation Public Consultation Metadata Manipulator Tech used: ArcMap Modelbuilder Python ArcServer ArcReader Flexviewer In-house development OZRI
How do council officers access planning scheme mapping as part of their day to day job? Complexity doesn t have to be hard. OZRI
