4 CR-ACP Proposed Amendment The Capital Region Growth Plan allows a maximum of 50 lots per quarter section in rural areas outside of the Cluster Country Residential Area (High Density Country Residential Area). The Country Residential Area Concept Plan identified the area allowing a maximum of 50 lots per quarter section as the Low Density Country Residential Area. The purpose of the proposed amendment is to average the maximum 50 lots per quarter section over the entire Low Density Country Residential Area. The County has determined there is a surplus inventory of lots within the Low Density Country Residential Area. The proposed amendment may allow up to a maximum of 65 lots per quarter section in the Low Density Country Residential Area until such time as the existing inventory of surplus density has been depleted. The surplus density inventory will be maintained by Strathcona County. The ability to allocate additional lots is subject to adequate servicing capacity. Once the surplus inventory has been depleted, subsequent applications will retain a maximum density of only 50 lots per quarter section. The averaging of density will only apply within the Low Density Country Residential Area. Density within the High Density Country Residential Area will not change. The High Density Country Residential Area is subject to a target density of 2.0 dwelling units per gross hectare translating to 129 dwelling units per quarter section. This is determined by the Capital Region Growth Plan.
