1 Parking Analysis To: Mr. Michael Longanecker Richardson Independent School District From: Christy Lambeth, P.E., PTOE Lambeth Engineering Associates, PLLC, F September 26, 2018 Date: September 26, 2018 Re: Parking Analysis for Lake Highlands High School on Church Road in Dallas, Texas; City of Dallas #Z ; Lambeth #18107 Introduction The services of Lambeth Engineering Associates, PLLC, were retained to conduct a parking study for Lake Highlands High School (LHHS). LHHS is in the Richardson Independent School District (RISD) and is located northeast of the Church Road/White Rock Trail intersection in Dallas, Texas. The high school property is currently zoned PD 467 and the athletic field is zoned PD 451. PD 467 is being amended to allow for planned school improvements. PD 467 currently specifies a minimum of 1,061 parking spaces are required. After school improvements are completed, the parking supply will be reduced to 998 parking spaces. The purpose of this study is to project the parking demand to validate whether the reduced number parking supply is adequate for the planned improvements. School Information LHHS currently has 126 classrooms and 2,887 students in 9 th through 12 th grades. After planned improvements, there will be 148 classrooms. Dr. Delich, the LHHS principal, noted that RISD is planning on a future LHHS population of 3,000 3,200. However, to provide a more conservative analysis, the future student population was grown proportionate to the number of future available classrooms, resulting in an estimated future student population of 3,393 students. Parking Analysis Parking observations were conducted on Wednesday, August 24, 2018, Wednesday, August 29, 2018, Friday, August 31, 2018 and Tuesday, September 4, Detailed parking data is provided in the Appendix. A peak parking demand of 643 vehicles was observed on Wednesday, August 29, at 11:35 AM during the first week of school. Extra vehicles were on-site registering new students, and students were not yet required to have parking permits, so extra students vehicles were also on campus. Comparing the peak parking demand to the existing 126 classrooms results in a parking demand of 5.1 spaces per classroom. This ratio is reasonable considering many students walk and/or ride the bus. Applying the parking ratio of 5.1 parking spaces per classroom to the planned 148 classrooms results in a projected parking demand of 755 parking spaces. LHHS s plan includes 998 parking spaces, which would provide a surplus of 243 spaces, as summarized in Table CR 148, Kaufman, TX christy@lambethengineering.com

Student parking will be reduced when parking permits are enforced. To validate the parking analysis, the number of student drivers and total on-site employees was also taken into consideration; resulting in an estimated parking demand of 665 spaces, or 5.3 spaces per classroom. This is greater than the peak observed parking demand (NOTE: The observed demand includes visitors). As shown in Table 2, applying the 5.3 spaces per classroom parking ratio to the projected number of future LHHS drivers results in a projected parking demand is 781 parking spaces. Table 2. The table below shows the projected demand based on the peak first week of school observation when parents were continuing to enroll students. Therefore, the actual parking demand will be less than shown, and the parking supply surplus will be higher than noted. Table 3. 3 Recommendation To be conservative, Lambeth recommends a parking requirement of 6 spaces per classrooms for LHHS, which equates to a requirement of 888 parking spaces for 148 classrooms. City staff request the total planned parking supply of 998 spaces be the parking requirement set forth in the PD (or 6.74 spaces per classroom) to ensure on-site parking remains available for the stadium use. Summary Lambeth Engineering Associates, PLLC, conducted a parking analysis for Lake Highlands High School. Based upon peak, first week of school parking observations, the current peak parking demand is 5.1 spaces per classroom (future, projected demand of 755 parking spaces.) Based upon number of drivers on campus, the parking demand would be 5.3 spaces per classroom (future, projected demand of 781 parking spaces.) To be conservative, Lambeth recommends a rate of 6 spaces per classroom for PD 467 (parking requirement of 888 parking spaces.) City staff request a parking requirement of 998 spaces (6.74 spaces per classroom) so that all spaces remain available for the stadium. The LHHS plan includes 998 spaces; therefore, the campus will have a surplus of 243 spaces when considering the peak, projected parking demand. During varsity home football game, stadium patrons currently park in all the LHHS parking lots plus onstreet. Lambeth has conducted several observations when parking was on both sides of White Rock Trail and Church Road and a brief observation at one game; traffic was able to flow smoothly in both directions on both White Rock Trail and Church Road with parking on both sides of the streets. LHHS Athletics Director, Leslie Slovak, has not received any parking or traffic complaints about games at the LHHS stadium. In addition, Mr. Bahman Bahramnejad, the City of Dallas District Engineer covering LHHS area, said there have not been complaints regarding stadium traffic or parking in the last couple of years. If neighbors are concerned about stadium patrons parking in front of their homes they may contact Mr. Michael Longanecker, Richardson Independent School District s Executive Director of Facilities and Construction, and he will have temporary no parking signs installed in front of their home during home, varsity football games.
