3 Starting point of the discussion about cross-border metropolitan regions (CBMR) in Germany Starting point of the Cross-Border Metropolitan Regions Initiative (IMeG) has been the German spatial development concept growth and innovation passed 2006 by the Standing Conference of Ministers responsible for Spatial Planning (MKRO). When the concepts were elaborated, the border areas had not been taken into account to an adequate degree whereas the interior metropolitan regions had been regarded. 4 Starting point of the discussion about cross-border metropolitan regions (CBMR) in Germany Analysis of Metropolitan areas in Europe (BBSR 2010) The 2010 analysis of the Federal Institute for Research on Building, Urban Affairs and Spatial Development (BBSR) Metropolitan areas in Europe examined the spatial distribution of metropolitan functions in Europe: The border regions can absolutely compete with many interior regions in Germany concerning their metropolitan functions! 5 Discussion about cross-border metropolitan regions (CBMR) at European level Metroborder ESPON-project The Metroborder ESPONproject carried out by the Luxembourg University also identified cross-border polycentric metropolitan regions (CBPMR) and provided new data regarding this type of space within Europe (ESPON/University of Luxembourg 2010). 8 Objectives of the first phase of IMeG: Positioning! The objective in the first phase of IMeG was to take positions: 1. Strengthening self-conception and the profile of cross-border regions 2. Strengthening strengths removing obstacles: Central spheres of action in cross-border regional development 3. Europe in miniature : Optimising cross-border governance 4. From the edge to the focus: Better positoning of cross-border regions 5. Strengthening self-conception and the profile of cross-border regions The final report of the first phase of the MORO gives an overview of the specific characteristics of CBMR: cross-border functional interrelations and commonalities, existing institutional agreements for largescale cross-border cooperation, large-scale regionalisation processes and a polycentric spatial structure as well as metropolitan locational factors and potentials for growth and innovation. 14 Future objectives of IMeG 1. Combining strategy development based on functional integration and metropolisation with concrete projects to this end, cooperation structures and regional governance are to be further developed 2. Better use and synchronisation of European and national funding policies: More coordination between neighbouring states in cross-border regional development! 3. Establishing a learning network and further developing the self-conception of the CBMR as development motors 4. Anchoring the CBMR as motor areas in spatial planning concepts and developing a coordinated policy of the federal- and Länder governments for these cross-border regions 5.
