1 A Decade of Territorial Evidence ESPON 2013 Programme/ Newsletter No 27, Index Map of the Month Attractiveness of Regions to Migrants and Visitors Events New Projects New Reports ESPON in Your Country Map of the Month Attractiveness of Regions to Migrants and Visitors The attractiveness of Europe and its regions and cities is a theme of the Europe 2020 strategy and Territorial Agenda. Territorial assets and the quality of places are important dimensions of many regional development strategies within a globalising and interconnected world. Competition has intensified and financial resources become increasingly footloose. Consequently the capacity to attract these footloose resources that include human capital has become an increasingly important aspect of regional development. ESPON presents a map on the attractiveness of European regions to migrants and visitors. The map shows a regional typology of attractiveness based on the latest data available for two mobility indicators: annual average net migration rate and average annual visitor arrival rate. Among the main points for policy considerations there are the following: opening up a region to tourism could be an important step towards attracting people as residents (or indeed attracting people back as return migrants); increasing levels of qualifications in the workforce, life satisfaction of inhabitants and tourism offer, contribute to make regions more attractive to inter-regional movers; adopting national de-concentration policies can deliver a win win - growth outside of capital cities and boost national economic performance overall. Read more and download the map at the ESPON Website ESPON Events Internal Seminar Territorial Development Opportunities in Europe and its Neighbourhood to Foster Global Competitiveness Paphos - Cyprus, 5 and 6 December ESPON announced the theme of its Internal Seminar, which is organised in cooperation with the Cyprus Presidency of the Council of the European Union. Stimulating content, networking and inspiring talks from relevant speakers will ensure all attendees have an insight into the ESPON knowledge for better understanding the role, position and influence of European regions, cities and its neighbourhood in the global economy. In this perspective, the ESPON Seminar is a good opportunity to create a dialogue between policy makers, practitioners and researchers on new territorial

2 development opportunities and strategic options that could promote Europe s competitiveness and territorial integration in the long perspective. Considering that the theme is interesting to a wider audience, ESPON will produce a report which aims at disseminating the main outcomes of the event. The report shall be published early next year at the ESPON website. Further details and contact: New projects New Reports The ESPON Internal Seminars bring together for dialogue Monitoring Committee, Contact Points and Project Groups on actions under the priorities 1, 2, 3 and 4. The stakeholders participating in Targeted Analysis projects are a fourth group that is integrated in these events. The Internal Seminars shall contribute to ensuring the internal consistency and synergy related to the content of projects within the different programme priorities. Contact: info@espon.eu Landscape: LP3LP - Landscape Policy for the 3 Countries Park This targeted analysis shall produce a better understanding of the particular identity of the 3 Countries Park compared to other European regions in relation to physical qualities, occupation patterns and processes, land-use and economic potentials. It aims at revealing the importance of the Landscape Park within its polycentric metropolitan context as an important starting point for a crossborder landscape policy. In this project landscape shall be understood as an asset to support smart, sustainable and inclusive growth. As such, the 3LP is a cross-border testing ground for improving the effectiveness of European policy for territorial cohesion. More reading Territorial evidence: ESPON TerrEvi - Territorial Evidence Packs for Structural Funds Programmes The main objective of this project is to make the ESPON knowledge base with its abundance of territorial evidence fruitful for the programming and implementation of Structural Funds in the upcoming financial period More specifically TerrEvi shall: 1. develop a methodological concept for using European territorial evidence available for more strategic, result-oriented programming for the post 2013-period; 2. develop supporting tools for the programming process in order to make the methodological concept operational; 3. enable the programme partners of SF programmes, including the Managing Authorities and Technical Secretariats of all type of programme areas, to base their decisions on public investment priorities, on measures and on targets on territorial evidence 4. demonstrate the full potential of the methodological concept and tools developed in ten pilot cases. ESPON Territorial Evidence Pack is the tool to achieve the objectives listed above. The evidence pack consists of the following elements: fact sheet, evidence report, maps, background information or data sets for a particular programme area. Read more at the ESPON Website. TOWN: Small and Medium-Sized Towns This Priority 1 project shall create a methodology to identify small and medium-sized towns. The project will also provide evidence on the roles and functions that small and medium sized towns perform taking into account the different territorial contexts, which range from being nearby to a much larger urban centre to having a sparsely populated rural hinterland. Finally the project will assess the different governance and cooperation arrangements used in ESPON countries to improve the effectiveness and efficiency of public policies and public services. Attractiveness: How can policy makers improve the attractiveness of their city or region and reconcile the interests of visitors with those of their residents? Policy suggestions from the 2

3 final report of the applied research project ATTREG - Attractiveness of European Regions and Cities for Residents and Visitors The report identifies two approaches: demand-led and supply-led. It is a combination of these two approaches that can be identified in different successful cases. In the demand-led approach, local and regional authorities can consider the following points for policy: 1. Combination of long and short term strategies for the development of assets (from infrastructure to service) 2. Special attention to educational and human capital (in particular for sending regions) 3. Facilitation and overcoming of the barriers to labour mobility 4. Territorial pacts for an integrated policy strategy In the supply-led approach, local and regional authorities can consider the following points for policy: 1. Re-branding the territory 2. Providing services of general interest 3. Using tourism as strategy for (re)activating in-flow long-term mobility 4. Partnerships between sending and receiving regions Read the final report at the ESPON Website. Growth Poles: Time to prepare for recovery from recession. The final report of the applied research project SGPTD (Secondary Growth Poles and Territorial Development in Europe: Performance, Policies and Prospects) is now online The policy debate about the role and contribution of capital and second tier cities will become more important during the next decade as economic recession and fiscal problems threaten to undermine the real achievements recently made by many second tier cities in Europe. For policy makers at all government levels European, national, regional and city regional the message coming from this report is clear. Strong capitals matter to countries global positioning and competitiveness. However, strong second tier cities also matter. Governments at all levels should help second tier cities so they can emerge from the current recession with more investment ready places to maximize future national economic performance. The individual circumstances of countries, regions and city regions will vary and so will policy responses. But some general principles about investment apply. Specifically, governments should invest more in second tier cities when: (i) the gap with capitals is large and growing (ii) the business infrastructure of second tier cities is weak because of national underinvestment and (iii) there is clear evidence about the negative externalities of capital city growth. Metropolitan Regions: Metropolisation and Polycentric Development in Central Europe: Evidence Based Strategic Options, the Final Report of the targeted analysis POLYCE with maps and case studies is now online at the ESPON Website. More Seas: European Seas and Territorial Development, Opportunities and Risks According to the Draft Final Report of the ESaTDOR project, the marine environment is not a separate entity, but a space which is linked to the land from the perspective of broader territorial cohesion. Options for policy development, developed by the research team, focus on technical issues associated with data and mapping, the role of the EU in facilitating integrated sectoral policy both within the marine environment and in relation to land sea interactions, and specific thematic priorities. 4 Governance: Territorial Approaches for New Governance TANGO The Interim Report presents preliminary results and considerations of policy relevant implications as well as outlook towards the Draft Final Report. The report includes 12 interesting case studies (1- Territorial Climate Change governance in the Baltic Sea Region, 2- Territorial Governance as a way to resource efficiency in Stockholm, 3- StedenbaanPlus, 4- Cross-border cooperation Rhine Basin, 5- Target-based Tripartite Agreement between the European Commission, the Italian Government and Lombardy Region, 6- Innovative economic development strategies in Saint-Étienne within the South Loire SCOT framework, 7- Greater Manchester City Region Governance, 8- North Shields Fish Quay: Neighbourhood Planning in the UK, 9- Management of Structural Funds in Central and Eastern European countries, 10- European Capital of Culture, Pécs, 2010, 11- Formulation and implementation of spatial planning strategies and regional development policies in Ljubljana Urban Region, 12- Governance of natural areas in the Alpine Adriatic area ). More at the ESPON website Cross-border development: Using applied research results from ESPON as a yardstick for cross-border spatial development planning, the Draft Final Report of the targeted analysis ULYSSES is now online at the ESPON Website Airports: ADES provides inputs to policymakers on future options for infrastructure investment in peripheral regions ADES (Airports as Drivers of Economic Success in Peripheral Regions) aims at providing a better understanding of the opportunities and perspectives of regional airport investments in peripheral areas from a European and national perspective, as well as its contribution to regional economic development. The project is specifically targeted to the situation and needs of three stakeholder regions: Province of Savona (Italy), Region of Western Greece (Greece) and the City of Jyväskylä (Finland). R&D: Advanced Monitoring and Coordination of EU R&D Policies at Regional Level, the Interim Report of the targeted analysis AMCER is now online at the ESPON Website. Territorial governance: SMART-IST - Smart Institutions for Territorial Development Interim Report now available at the ESPON website Neighbour Regions: Integrated Territorial Analysis of the Neighbourhood (ITAN): the Inception Report is now available The aim of this Applied Research Project is to provide profound knowledge on EU neighbour regions in order to support targeted policy development in the light of Cohesion Policy. The Inception Report presents a more detailed overview of the analytical approach to be applied by the project. In particular, the main hypotheses of the project are twofold: (1) the first one is that the European Neighbour Regions (ENRs) represent bigger opportunities than threats; (2) the second one is about convergence vs. divergence between ENRs and the ESPON space. The results of the project shall certainly show a variety of situation according to each region and country. However, the research team assumes that territorial structures and flows with the ESPON space will show an increasing convergence in the Northern Neighbourhood, whereas it will show an increasing divergence in the Southern Neighbourhood. In the case of the South-Eastern Neighbourhood the dominant trend should be convergence rather than divergence. Poverty and exclusion: TIPSE - Territorial Dimension of Poverty and Social Exclusion in Europe- will improve the evidence base for policy to promote inclusive growth This ESPON Project shall serve the need to better understand the territorial pattern of poverty and social exclusion in European regions and its development over time. 4

5 The research team has delivered the Inception Report which provides information on the activities ahead and presents a detailed description of the next steps towards the Interim Report. Read the report at the ESPON Website. Atlas: ESPON Atlas on European Territorial Structures and Dynamics The research team delivered the Inception Report of the ESPON ATLAS project. The report informs about the thematic orientation, concept and planned steps to develop the atlas. A brief history of atlases and atlas-type documents, as well as basic cartographic principles are given. Read the Inception Report at the ESPON Website. Growth Poles: GROSEE - Growth Poles in South-East Europe GROSEE aims at exploring the inputs of Athens, Bucharest and Sofia to the South-Eastern Europe and how they interact with the polycentric network, the European core area and the states bordering the three countries. Indicators for Territorial Cohesion: KITCASP - Key Indicators for Territorial Cohesion and Spatial Planning Inception Report now available at the ESPON website ESPON in Your Country 1) Sweden: ENECON announces its second event to discuss the dimension of the concepts sustainability and sustainable regions Stockholm, November The Territorial Agenda 2020 and the Europe 2020 Strategy highlight sustainable growth together with smart and inclusive growth as desirable development paths. Sustainability and sustainable regions might, however, be interpreted in a lot of ways with many different ingredients. In sustainability and sustainable regions more dimensions might be included that not automatically is associated with economic growth. To interpret, analyze and critically discuss the dimension of these concepts and the implications for further regional and territorial research, the project ENECON (ESPON Evidence in a North European Context) organises the workshop Sustainability and Sustainable Regions, multi-faceted Concepts.
