1 1 ULYSSES Using applied research results from ESPON as a yardstick for cross ss-bord border spatial development 1. INTRODUCTION Under Priority 2 ( Targeted analysis on user demand ), the ESPON 2013 Programme provides an opportunity to stakeholders for (1) enhancing their understanding of the larger territorial context, (2) making comparisons to other territories, regions and cities, and (3) hereby providing a European perspective to considerations on the development of their territories (see also box below). ESPON 2013 Programme, Priority 2 The wider aim of Priority 2 is to carry through targeted analysis in partnership with policy makers and/or practitioners showing an interest in gaining awareness of European evidence, information, experience and/or knowledge on common challenges related to their territorial and/or urban development. The individual targeted analysis shall support better informed policy decisions by: Integrating ESPON findings with more detailed information and practical know-how, either from a territorial part of Europe or from a sector authority. Contributing to a sound knowledge of territorial development perspectives/trends through new understanding of future development potentials and challenges for the respective territorial and/or urban development. According to the ESPON 2013 programme manual on Priority 2, this type of action shall clearly allow for the implementation of projects that differ from the mainstream of the ESPON 2013 Programme by being more experimental and/or innovative in character. They will in a way be a laboratory for developing ways of meeting main territorial challenges that Europe is confronted with. Priority would be given to project ideas that meet territorial challenges addressed by European policy orientations, such as demography (fertility, ageing and migration processes), economy (globalisation, increasing global pressure to restructure and modernise, new emerging markets & technological development) climate change (new hazard patterns, changing potentials), energy supply and efficiency (increasing energy prices), transport and accessibility/mobility (saturation of euro-corridors, urban transport) and geography (territorial concentration of activities, mainly economic, in the core area of Europe, the process of metropolisation and further EU enlargements). Stakeholders that are willing to engage in this new type of projects will obtain from ESPON customized and up-to-date analyses and information that they can use for policy development, for the setting-up of strategies and/or for the implementation policy measures related to their specific territorial reality. The ESPON 2013

2 2 Programme will allocate direct financial contributions (ERDF-funding at a level of 100%) only to the team of researchers conducting a targeted analysis (TPG). The stakeholders, in turn, do not have to co-finance the targeted analysis, but are expected to cover personnel / travel costs for their own active involvement in the implementation and to practically use the targeted analysis provided. To achieve useful results, the actual implementation of these projects requires the setting up of a wide and active partnership p ( between the ESPON 2013 Programme and stakeholders; between the team of researchers and the stakeholders) as well l as an active involvement and firm commitment of the stakeholders takeholders throughout the entire project life-cycle ( participation in defining and developing the targeted analysis, in selecting the most appropriate team of researchers to conduct the analysis, in steering and guiding the targeted analysis and the group of experts, in providing detailed data and qualitative inputs to the analysis, in practically applying the analytical output and in disseminating the project results). With the publication of the 2 nd call for an expression of interests in 2009, a larger group of stakeholders representing different types of border and cross-border areas throughout Europe has submitted a project proposal that aims at using applied research results from ESPON as a yardstick for cross-border spatial development (ULYSSES-project). Objectives of the ULYSSES project ULYSSES was submitted under Type of Action 2 (Knowledge support to experimental and innovative novative actions), which supports experimental and innovative actions carried through in partnership with stakeholders with European knowledge on territorial structures, trends, perspectives and policy impact and provides methodological support to experiments and innovative efforts. Activities realised under Type of Action 2 projects ( ) should go beyond a traditional format of analyses and case studies and proactively explore new avenues of creating territorial development, meeting main challenges and proposing innovative actions. Against this wider context, ULYSSES aims at achieving the following three objectives: 1. To generally raise the awareness among the involved stakeholders on the basic function / the practical utility of decentralised cross-border spatial development and to promote a more widespread use of ESPON research results for elaborating high-quality cross-border spatial development concepts. 2. To realise multi-thematic territorial analyses for a number of cross-border areas that make use of available ESPON applied research results and other local analyses / data, mainly for initiating more comprehensive processes that will lead to an up-grading of already existing cross-border spatial development concepts and an elaboration of new ones by taking into consideration future territorial challenges that are pin-pointed by the ESPON 2006 Programme / the current ESPON 2013 Programme. 3. To promote a further application of targeted research results in the selected CBC areas and to review the general usefulness of applied research results produced by the ESPON Programme in the context of cross-border spatial development, while disseminating widely the practical experiences made with the ULYSSES project. Due to the overall topic addressed ( cross-border spatial development), ULYSSES will not adopt a theme-specific focus. On the contrary, it basically intends to produce comprehensive and thematically cross-cutting territorial analyses for selected crossborder areas. Therefore, ULYSSES will be particularly attentive to better introduce a wider range of important territorial challenges pin-pointed by strategic European policy orientations as well as other topics not yet fully taken into consideration ( see needs assessment) in the respective cross-border contexts. 3. ULYSSES activities & identification of required inputs The overall time framework for implementing ULYSSES is 24 months. During this implementation period, the project will realise a total of 6 activities that are grouped into 3 subsequent Work Packages (WPs). The time schedule below summarises the implementation periods during which the

4 4 various ULYSSES activities will have to be completed. 5 5 WP 1: Launching ULYSSES Under Activity 1, 1 the ULYSSES project management / working structure is established and a joint launching seminar is organised. The implementation of WP 1 will be completed within 2 months after the final approval of the targeted research project by ESPON. A Steering Group (SG) will be set up for the ULYSSES project that consists of one representative per involved stakeholder organisation. The SG will meet at least one time per year, ensure overall project management and take all strategic decisions relating to the ULYSSES project. To establish effective working relations that involve all stakeholders of ULYSSES, 4 Geographical Clusters (GCs) are set up. 1. A GC North-West Europe that covers cross-border areas / stakeholders from Denmark, Sweden, Netherlands, eastern France, Switzerland, western and southern Germany and western Austria. 2. A GC South uth-west Europe that covers cross-border areas / stakeholders from Portugal, Spain and southern France. 3. A GC South-East Europe that covers cross-border areas / stakeholders from Italy, Austria, Slovenia, Hungary, Bulgaria and Greece. 4. A GC North-East Europe that covers cross-border areas / stakeholders from Finland, western and eastern Poland, eastern Germany, Lithuania. For each of the GCs, a Cluster Leader (CL) will be nominated who will organise and monitor the cluster-internal work process (proposal). 1. GC North-East Europe : Regional Council of North Karelia A ULYSSES-Helpdesk is set up to support the Lead Applicant / the Steering Group / the CLs / the individual stakeholders in fulfilling their basic tasks and responsibilities (e.g. ongoing contact with the TPG & co-ordination of data requests; seminar / workshop organisation; dissemination of intermediate & final results; elaboration of the required reports that need to be transmitted by the LA to the ESPON-CU). Due to the distinct experience of the Association of European Border Regions (AEBR) in managing and organising European-wide projects / topical networks and its concrete experience in developing cross-border spatial development concepts, the ULYSSESstakeholder partnership has entrusted AEBR with providing these ongoing coordination / technical assistance activities for the entire project.

The overall aim of this launching seminar ( kick-off meeting) is twofold: To further raise the awareness among the stakeholders about the basic functions / the practical utility of decentralised cross-border spatial development concepts ( esp. those having no experience in this respect) 1 and to demonstrate how applied research results produced under the ESPON2006 / ESPON2013 Programmes can actually help elaborating highquality cross-border spatial development concepts ( all stakeholders). 2 1 E.g. by making use of the recent ESPON-INTERACT study on Spatial Visions and Scenarios and by deepening specific issues addressed (i.e. the spatial knowledge base & main themes addressed, the objective system & the spatial policy programme; the application framework & its stakeholder orientation) and at the same time - present related good practice examples from various border/cross-border areas. 2 E.g. by summing up the various results already achieved under the ESPON 2006 Programme and by giving an overview on particularly relevant components / key features / topics addressed under the new ESPON 2013 Programme.

7 7 To further deepen the TPG s knowledge on the specific needs that project stakeholders have in relation to an elaboration of new and/or upgrading of existing cross-border spatial development concepts (e.g. from a thematic and/or methodological point of view). In connection to the joint launching seminar (before or afterwards), a 1 st meeting eting of the ULYSSES Steering Group will be organised. Required inputs for implementing Activity 1: For establishing the Helpdesk that realises the above-mentioned support / coordination / technical assistance tasks, each stakeholder involved in the project will mobilise a small financial contribution to finance the work of AEBR (amount is yet to be defined). The joint launching seminar will be organised & financed by a ULYSSES stakeholder to be selected. The TPG representative(s) will cover their travel cost for attending the joint launching seminar (i.e. covered by the ESPON-grant). The stakeholders and the Helpdesk will bear own travel cost for attending the joint launching seminar / the meeting of the ULYSSES Steering Group. WP 2: Targeted research & ULYSSES-stakeholder interaction Within this work package, the targeted research is realised by the TPG (Activity 2) and a topic-focussed exchange of experience across the four Geographical Clusters as well as a related in-depth work process within each Geographical Cluster is initiated (Activity 3). The period for accomplishing all WP2 activities will last over the next 18 months following the finalisation of WP1. Under Activity 2, 2, the t TPG realises targeted research activities that are truly user- / demand-oriented and innovative alongside the approved project specifications over the entire WP2 implementation period (i.e. 18 months). The TPG elaborates es multi-thematic thematic territorial analyses on four specific cross-border areas and establishes a direct working partnership with the concerned ULYSSES stakeholders. In doing so, the TPG will have to observe the following: The TPG will establish a common methodology that is subsequently used for realising all territorial analyses on the specific cross-border areas. This method should achieve a good balance between quantitative and qualitative approaches (i.e. mainly for producing an outcome that can be easily understood by the stakeholders concerned) and incorporate - at the same time - a present situation assessment and a prospective view (e.g. by elaborating medium- / long-term trend scenarios). The TPG will realise multi-thematic territorial analyses for the following pilot areas that are selected among the Geographical Clusters: The Upper Rhine

8 8 Area covering the Région Alsace, Regio Basiliensis, the Regionalverband Mittlerer Oberrhein and the Regionalverband Südlicher Oberrhein (GC 1), the Working Community of the Pyrenees at the Spanish / French border(gc 2), Extremadura/ Alentejo at the Spanish / Portugese border (GC 2), the Euroregion Delta Rhodopi at the border between Greece / Bulgaria (GC 3), the Euregio Karelia at the Finish / Russian border (GC 4), and the Euregio Pomerania (City of Stettin) at the German / Polish / Swedish border (GC 4). In these territorial analyses, the TPG should among other topics in particular address the following strategic themes that are of a European-wide importance (where useful & relevant): Cross-border polycentric development and patterns of urban-rural relationship, accessibility & connectivity of the cross-border area to existing Trans-European transport corridors and modern ICT-infrastructures, territorial effects of demographic change (i.e. an increasingly aging society, migration processes), the territorial dimension of the Lisbon-Strategy (i.e. R&TD potentials and innovation processes; economic restructuring & modernisation pressure due to increasing globalisation; cross-border labour market etc.) and the territorial dimension of the Gothenburg-Strategy (i.e. sustainable use of natural/cultural heritage potentials; climate change and new natural hazard patterns; potential sources for industrial risks; renewable energy sources & increased energy efficiency). While realising these four multi-thematic territorial analyses, the TPG will make the broadest possible use of applied research results & data sets produced under the ESPON 2006 / ESPON 2013 Programmes as well as of more area-specific data / information / research results already available in the relevant cross-border areas. The focus is clearly on producing analytical results and not on realising a cross-border harmonisation of quantitative data. Due to this, it is strongly recommended to work with already standardised data or composite indicators that are available either at the level of the ESPON Programme (i.e. ESPON Data Base) or at the level of the individual cross-border areas concerned. For each of these four multi-thematic territorial analyses, the TPG will attempt to visualise - as much as possible - the outcomes of the present situation assessment and/or the prospective analysis. Once finalised, the TPG will present each of these four multi-thematic territorial analyses in a way that the concerned stakeholders can use them as a starting point for launching comprehensive processes leading to an elaboration of new cross-border spatial development concepts (e.g. in form of a coherent territorial analysis chapter that can be included in a future crossborder spatial development concept). A direct working partnership with the ULYSSES stakeholders concerned by the multi-thematic thematic territorial analyses is established through organising two workshops. During the 1 st Workshop with the ULYSSES stakeholders, the TPG will present the common methodology elaborated for realising all territorial analyses, the TPG will discuss and agree together with the relevant stakeholders concerned - the range of themes / topics to be covered by each of the four territorial analyses,

9 9 the TPG will identify together with the relevant stakeholders concerned - all regional-level data / information sources that are necessary for carrying out the multi-thematic territorial analyses. During the 2 nd Workshop with the ULYSSES stakeholders, the TPG will present the progress / intermediate results achieved by their targeted research on the selected cross-border areas to the stakeholders concerned, the TPG and the concerned stakeholders will jointly discuss the overall quality / usefulness of the intermediate results achieved, the TPG will pin-point / explain eventual problems that could not be solved and forward requests on additional information / data needed to the stakeholders concerned, the TPG and the concerned stakeholders will agree appropriate follow-up actions / improvements that have to be realised by the TPG and/or by the individual stakeholders. The Project Helpdesk will facilitate the direct working partnership between the TPG and the concerned ULYSSES stakeholders through providing support for organising the two workshops, monitoring the actual data delivering process of the concerned ULYSSESstakeholders, monitoring an accomplishment of all workshop follow-up actions to be realised by the concerned ULYSSES-stakeholders, elaborating the related elements for the intermediate report (i.e. synthesis of the progress achieved in the ongoing work process between the stakeholders and the TPG), which will be submitted by the Lead Applicant (Région Alsace) to the ESPON-CU during the implementation months 12 or 13. Beyond this, the TPG will elaborate 7 data fact sheets on cross-border areas of other Stakeholders not covered by the 4 multi-thematic thematic territorial analyses. In doing so, the TPG will have to observe the following: Data fact sheets are elaborate for the following cross-border areas: (1) The EUREGIO. (2) Ems Dollart Region. (3) The EuRegio Salzburg- Berchtesgadener Land-Traunstein. (4) The Euroregion Nemunas. (5) The Öresund Region. (6) Euroregion Danube-Kris-Mures-Tisa, DKMT. (7) The cross-border area covered by the autonomous region Friuli Venezia Giulia and Slovenia and Austria. The data fact sheets should compile existing quantitative information at NUTS 3 level from the ESPON Data Base (i.e. raw data or data resulting from specific composite indicators) without providing an in-depth analysis of this data. The themes / topics to be covered will be defined at a later stage later in close co-operation with the respective stakeholders concerned. The data fact sheets should be concise (app pages each) and presented in a way that the concerned stakeholders can use them as an initial starting point for subsequently launching cross-border territorial analyses on their own. Required inputs for implementing Activity 2: The TPG cost (research activities, workshop organisation & workshop realisation) is to 100% covered by the ESPON-grant that will be allocated to the targeted research project.

10 10 The ULYSSES-stakeholders concerned by the 4 pilot cross-border analyses will bear their own cost that is necessary for gathering / providing the TPG with already existing area-specific data / information / research results and for attending the two workshops. The Helpdesk will bear own cost for attending the two workshops. Activity 3 will establish a topic-focussed exchange of experience across the four Geographical Clusters and a related in-depth work process within each Geographical Cluster. A 1 st Joint Workshop of the four Geographical Clusters is organised, which aims at realising a joint discussion ssion / an exchange of experience that focuses on the following issues: Methods / tools that can be used to elaborate a high quality territorial analysis for a cross-border spatial development concept: Practical issues such as the establishment of adequate data sets (i.e. use of ESPON data & of regionallevel data) or the focus of a territorial analysis (i.e. present situation assessment & prospective analyses, inward-looking & outward looking view ) should be addressed. Themes / topics that should be covered by a high quality territorial analysis realised for a cross-border spatial development concept: Emphasis should be put on strategic themes that are of a European-wide importance and on issues related to the practical use of existing/future ESPON-research results. Beyond the ULYSSES stakeholders, it is expected that also one (or two) representatives of the TPG will attend this joint seminar of the geographical clusters. Each Geographical Cluster will organise at least one follow-up workshop among its members to further deepen the issues addressed at the 1 st joint cluster seminar: The focus of each GC-workshop should be to identify a set of themes / topics that are of particular relevance for the respective areas concerned and to pinpoint eventual shortcomings regarding data availability. Every Cluster Leader will subsequently elaborate a workshop report in order to provide an input to the future elaboration of the Technical Guide (see Activity 5). A 2 nd Joint Workshop of the four Geographical Clusters is organised, which aims at realising a joint discussion / an exchange of experience that focuses on the following issues ( intermediate meeting): Organising the preparation / elaboration process of a cross-border spatial development concept: Practical issues to be addressed are how to achieve a balance between participatory bottom-up approaches and expert involvement and how to initiate a wide political discussion. Designing the policy dimension of a cross-border spatial development concept: Practical issues such as an elaboration of territorial development objectives (i.e. the spatial policy programme) and of a related application framework (i.e. translating territorial development objectives into concrete action) should be addressed. Ensuring the short- and medium-term application of a cross-border spatial development concept after its finalisation: Practical issues to be addressed

11 11 are ways how to conceive cross-border spatial development as an ongoing (open) process and how to provide development concepts with a stable political anchorage, but also how to organise their future up-grading/updating. In connection to the 2 nd joint workshop (before or afterwards), a 2 nd meeting of the ULYSSES Steering Group will be organised. Each Geographical Cluster will organise at least one follow-up workshop among its members to further deepen the issues addressed at the 2 nd joint cluster seminar: The focus of each GC-workshop should be to explore further the organisational / procedural / political dimension of cross-border spatial development concepts against the specific governance-context prevailing in their respective areas and to pin-point eventual problems. Every Cluster Leader will subsequently elaborate a workshop report in order to provide an input to the future elaboration of the Technical Guide (see Activity 5). The Project Helpdesk will facilitate this topic-focussed exchange of experience / indepth work process among and within the four Geographical Clusters through providing support for organising the two joint workshops, elaborating a short report on each joint workshops that is subsequently disseminated to all ULYSSES stakeholders and to the TPG, providing practical assistance to the LCs for preparing their GC-workshops, monitoring the GC-workshop reporting process and collecting the GC-reports, elaborating the related elements for the intermediate report (i.e. synthesis of joint workshop / GC workshop outcomes), which will be submitted by the Lead Applicant (Région Alsace) to the ESPON-CU during the implementation months 12 or 13. Required inputs for implementing Activity 3: The ULYSSES stakeholders will bear the cost for organising / realising / following-up the respective workshops as well as their travel cost for attending these events. Travel cost for the TPG-representatives attending the 1 st joint workshop will be covered by the ESPON-grant allocated to the targeted research project. WP 3: Result presentation & dissemination The ULYSSES stakeholders and the Helpdesk will realise a number of measures that help ensuring a wide dissemination of all project results (Activity 4). A Practical Guide will be jointly elaborated between the stakeholders / AEBR and the TPG to support a long-lasting dissemination of the final results achieved by the ULYSSES project (Activity 5). Finally, a closing seminar will be realised during which the overall results of targeted research on selected CBC areas as well as other project outcomes are presented (Activity 6).

12 12 Already during the 2 nd half of the project (months 12-24), 24), Activity 4 will realise a number of measures that aim at preparing a wide dissemination of intermediate / final results produced by ULYSSES. Establishment of a short internet page for the ULYSSES project on the website of AEBR. Creation of virtual links to the ULYSSES-webpage on existing stakeholder websites. Representation of the ULYSSES project at specific events organised by the ESPON 2013 Programme (by Cluster Leaders and/or a representative of the AEBR). Required inputs for implementing Activity 4: The cost for setting up an ULYSSES internet page on AEBR s website will be covered by the Helpdesk, while the stakeholders will bear the cost for creating virtual links to the ULYSSES internet page. The Cluster Leaders and/or the Helpdesk will bear their own travel cost for attending ESPON-events. Activity 5 will focus on elaborating a guide providing practical p recommendations for elaborating / up-grading cross-border spatial development concepts by using ESPON applied research results. The Practical Guide ensures a long-lasting dissemination of the final ULYSSES results and will be jointly elaborated between the stakeholders / the Association of European Border Regions and the group of researchers. The Guide will be concisely presented (max pages) and address a limited number of clearly user-oriented key elements in form of practical recommendations: 1. The basic function of cross-border spatial development concepts and their practical utility for further upgrading the scope and intensity of generalised cross-border co-operation. This part will be elaborated by the stakeholders / the AEBR. 2. Basic procedural options that can be applied for organising the entire preparation / elaboration / adoption process of a cross-border spatial development concept (i.e. participatory bottom-up approaches; expertcentred approaches; political discussion & validation). This part will be elaborated by the stakeholders / the AEBR. 3. The themes / topics that should be addressed by a comprehensive territorial analysis of a cross-border spatial development concept and the use of ESPON study results. This part will be jointly elaborated by the stakeholders / the AEBR and the TPG. 4. Methods and approaches that can be used when realising a territorial analysis for a cross-border spatial development concept (i.e. quantitative & qualitative

13 13 methods; present situation assessment & prospective analysis; visualisation approaches etc) and the use of ESPON results. This part will be elaborated by the TPG. 5. The elaboration of territorial development objectives (i.e. the spatial policy programme) and of a related application framework (i.e. translating territorial development objectives into concrete action) for a cross-border spatial development concept. This part will be elaborated by the stakeholders / the AEBR. 6. Basic procedural options for ensuring a short- and medium-term implementation of a cross-border spatial development concept after its finalisation (i.e. cross-border spatial development as an open process ; provision of a stable political anchorage; provisions for a future upgrading/up-dating etc.). This part will be elaborated by the stakeholders / the AEBR. These provisional building blocks of the future Guide illustrate well that the entire life cycle of a cross-border spatial development concept will be covered. While the TPG elaborates inputs only for those elements that are closely related to its tasks within ULYSSES, the stakeholders and AEBR will be in charge of those issues that concern the wider governance dimension of such a process. Particular attention will be paid to illustrating recommendations by practical stakeholder experiences gained within the ULYSSES project and/or outside the project due to prior cross-border spatial development activities. Due to its strategic importance, the Practical Guide will also form part of the final report that has to be submitted by the Lead Applicant (Région Alsace) to the ESPON- CU. Required inputs for implementing Activity 5: The TPG s human resources cost for elaborating contributions to the Practical Guide is an integral part of the TPG s work programme for the targeted research activity ( cost will be covered by the ESPON-grant). The stakeholders and the Helpdesk will bear the human resources input cost for elaborating contributions to the Practical Guide. Under Activity 6, a joint closing seminar is organised and realised within two months before the end of the ULYSSES project ( final meeting). The closing seminar will be attended by at least one representative of the various stakeholders and of AEBR as well as by the group of researchers (TPG) having carried out the targeted research. In addition, this event shall also be made accessible for a wide range of interested third parties outside the immediate project partnership. The closing seminar pursues the following aims: The TPG presents the overall and area-specific results from targeted research that was actually realised on the four cross-border areas and highlights their experiences made in practically using results from applied research produced

14 14 under the ESPON Programme (i.e. added value, limitations, persisting shortcomings / gaps). The stakeholders from the selected cross-border study areas voice their position regarding the usefulness of targeted research ( What are new perspectives to further improving the quality / scope of cross-border cooperation? What are the limits and/or persisting problems that need to be tackled?) and illustrate how they will actually apply these results for elaborating new cross-border spatial development concepts and for upgrading of existing ones. The TPG and the stakeholders jointly identify issues that should be better / more intensively addressed by forthcoming applied research projects being supported under the current ESPON 2013 Programme and/or by actions being realised under other programme components ( deepening of specific themes / issues, further elaboration specific methods / tools; production of specific cross-border data sets). The AEBR presents the Practical Guide that shall support cross-border areas throughout Europe in launching the elaboration of new cross-border spatial development concepts and/or in an up-grading of already existing cross-border spatial development concepts. After the event, the Helpdesk will also elaborate a short report summarising the key messages of this closing seminar ( as a part of the future final report that has to be submitted to ESPON). In connection to the joint closing seminar (before or afterwards), a 3 rd meeting of the ULYSSES Steering Group will be organised. Required inputs for implementing Activity 6: The joint closing seminar will be organised & financed by the ULYSSES Lead Applicant (Région Alsace, France) in Strasbourg. The TPG representative(s) will cover their travel cost for attending the joint closing seminar (i.e. covered by the ESPON-grant). The stakeholders and the Helpdesk will bear their own travel cost for attending the joint closing seminar / the meeting of the ULYSSES Steering Group.

Expected outputs of ULYSSES Based upon the detailed description provided in Chapter 3, the immediate outputs associated to an implementation of the planned project activities can briefly be summarised as follows: ULYSSES project management & working structure established (i.e. 1 Steering Group; 4 Geographical Clusters; 1 Helpdesk). 1 joint launching seminar realised ( kick-off meeting). Targeted research, with 6 multi-thematic territorial analyses for selected cross-border areas elaborated and 2 workshops with the concerned ULYSSES stakeholders realised as well as 7 data fact sheets elaborated on crossborder areas of other Stakeholder not covered by the 4 multi-thematic territorial analyses. 1 st joint workshops realised among the 4 Geographical Clusters & 1 follow-up workshops realised by each Geographical Cluster. 2 nd joint workshops realised among the 4 Geographical Clusters & 1 follow-up workshops realised by each Geographical Cluster ( intermediate meeting). 1 intermediate report elaborated and submitted to the ESPON-CU. Measures for disseminating intermediate / final results of the ULYSSES project realised (i.e. short internet page for the ULYSSES project on AEBR-website; creation of virtual links to the ULYSSES-webpage on existing stakeholder websites; representation of the ULYSSES project at specific ESPON-events). 1 Practical Guide elaborated. 1 joint closing seminar realised ( final meeting). 1 final report elaborated and submitted to the ESPON-CU. 5.
