1 Project Charter Title: Pole and Pole Attachment Geodatabase Design Sponsor: City of Philadelphia Streets Department Date: May 10, 2006 Estimated Start Date: June 1, 2006 Projected Finish Date: October 10, 2006 Budget: $58,000 See attached budget report Project Manager: Steve Henderson, Overview: The City of Philadelphia Streets Department currently uses an ArcView shapefile to track poles and pole attachments. Poles are defined as a support structure on which attachments can be mounted, including wood poles, aluminum street light poles, metal street sign posts, and private or publicly owned buildings. Typical pole attachments include signs, signals, street lights, and private utility wires or cables. The City has issued a request for proposals for the design and implementation of a geodatabase to replace their current system. Objectives: Design a modern industry standard geodatabase to track the poles and pole attachments. The geodatabase will be used to track approximately 186,000 poles and their attachments. Our firm will analyze the existing streets department shapefile and

2 business practices to create a geodatabase using business logic rules, appropriate domain constraints, and relationship classes to streamline the departments work practices. Approach: The project will be accomplished in the stages listed below: 1. Analysis of the City s existing shapefile data and database design. The initial phase of the project will be the analysis of the existing shapefile used by the department and document the field types. Documentation will be created outlining the field definitions, value ranges, and relationships. 2. Defining the business logic and associated design requirements. To define the business logic and work processes, we will interview the users and define the processes currently being used by the department. We will develop high level use cases to guide the design of the geodatabase. We will define relationship classes and model relationships between poles and their attachments. 3. Design and create the geodatabase. We will develop a Visio UML class diagram of the feature subtypes, object classes, attributes definitions, and relationship classes between the poles and the attachments. This diagram will be used to create the geodatabase structure using ESRI s Computer Aided Software Engineering tools. 4. Data migration from the existing shapefiles to the new geodatabase. The existing data in the City s shapefile will be migrated to the new geodatabase using a series of Visual Basic scripts. We will verify the data is correctly migrated and that the data relationships are maintained. User training will be

3 performed during the project implementation to train users in the proper use of geodatabases. Optionally, follow on training in geodatabase maintenance and advanced procedures may be conducted. Conclusions: The project will require an initial outlay of approximately $58,000 to design, create, and populate the geodatabase according to the attached budget. ATS, Inc. has extensive experience in geodatabase projects similar in size and scope to the proposed project. Based on our experience with ten similarly sized geodatabase projects, improvements in the time to access and data should result in paybacks in efficiency as soon as the project is implemented. If these improvements mirror our experience with similar projects in the past, we would project a payback period for your project to be between 1 ½ to 2 years as shown in the chart below.
