LBRS Ohio s Location-Based Response System Comprised of state-level statewide datasets for Ohio, including road centerlines with point-based address locations, parcels, and orthophotography Spatially accurate street centerlines with field verified site-specific address locations, with emphasis on linear referencing/mileposts Memorandums of Agreement between the Counties and the State
LBRS Ohio s Location-Based Response System Recognizes the value local government brings to location based services Coordinates Maintenance at the Local Level to support activities at the State and Federal level Improves Services & Emergency Response at all levels of government

k
LBRS Benefits - Examples Local Crashes by House Number Ability to locate increased from 61% to 95 % Intersection Safety Study Cost decreased from approximately $1000 to $100 per intersection
Metropolitan Emergency Communications Center
Project Goal Seamless Regional Accurate Up-to-Date Map Maintained By Locals Accessible By All
Many geographies Many data sources Many duplicate data sets LBRS was a good way to try to put everyone on the same page
Current Data Being Replicated 7 mile buffer outside of Franklin County created using surrounding county files ADDRESS POINTS CENTERLINES
DEFAULT (SDE) LBRS Geodatabase GIS MORPC edit version Automated script to reconcile and post nightly or weekly? A VERSION FOR EACH AGENCY EDITING THE LBRS Columbus Dublin Westerville Gahanna FCEO Fra Co Aud 2 way Replication/ Synchronization 2 way Replication/ Synchronization 2 way Replication/ Synchronization 2 way Replication/ Synchronization 2 way Replication/ Synchronization 2 way Replication/ Synchronization Columbus Dublin Westerville Gahanna FCEO Fra Co Aud 2 way replication created by local into an SDE Gdb using ArcInfo or ArcEditor Local to set up script to synchronize nightly or weekly? Relies on editors to do QA/QC before synchronizing data

Previous Process Local jurisdictions edit existing map/attributes in form of shapefiles, geodatabase, or personal geodatabase Edited map/data pushed to Franklin County Auditor (addresses) and Franklin County Engineer (centerlines) Accepted map/data pushed to MORPC via ftp or through Web sites
Issues To Be Addressed Geometry issues: County and city boundaries and centerlines do not match, have coincident problems Cities cross county boundaries Roads on county lines Single vs. dual centerlines LBRS issues: Need to maintain the LBRS standard Different attribute types in use by counties Correcting errors in original file
Issues To Be Addressed Process issues: MORPC had fragile replication/synchronization process Difficult access to some county files Update schedule from counties is ad hoc and variable Provide feedback to counties as issues are found
Requirements Develop automated process to download county LBRS data Allow editing of address points Allow comments to be added to centerlines along with redline drawings
Requirements Each municipality to have only two login accounts - one for viewing and one for editing Each editor able to view all data from entire area but will only be able to edit their own data ODOT to only be able to view data MORPC to have administrator role Franklin County to approve all edits and post to the master database
Delivered Applications and Tools Data Aggregation/Merging Tool Automated procedure for combining adjacent county LBRS files with Franklin County LBRS file to create regional base map and attributes for GIS users to access Provides tools for automated and manual detection and correction of conflicts
Delivered Applications and Tools Regional Map Viewer Viewer for the regional dataset and download of selected areas
Delivered Applications and Tools Web Editing Tool GIS Web application to allow multiple non-power user agencies and MORPC to add/update/ maintain address point file through a regional map, add redlines and hyperlinked documents, provide comments and e- mail notifications
