Meteorological: Accurate and timely rainfall forecast 2. Hydrologic / Hydraulic: Accurate flood prediction in complex (urban) areas 3. ICT: Dissemination of warnings directly to authorities and the general public 6 Solutions: The Flash Flood Warning Service consists of a number of key components, as follows: An ultra-fast hydrologic and 1D/2D hydraulic hydrodynamic model (called 3Di) A Rainfall forecasting system (there are a number of systems available to implement); A web-based portal and Dashboard system (for example the Lizard Portal); and Mobile Tablet and SmartPhone Apps Open 2
3 12/07/ Meteorological Options for Meteorological input: 1. Real time rainfall 2. Rainfall Forecast has time advantages in flash flood forecasting. Rainfall Forecast / Nowcast Generally pluviograph rainfall data is available, as well as more accurate radar data in some locations within Australia. For many highly developed areas (cities), a live feed of the grid based meteorological data from BoM forecast data is accessible using organisational network access, currently being improved by BoM. In the Netherlands, we are currently developing very sophisticated Nowcast systems using raw rainfall radar feeds. In other countries or remote areas of Australia, where no radar system is in place, infra-red images from satellite data (e.g. MeteoSat, NOAA) can be utilized to estimate forecast rainfall using a state of the art algorithm. 2. Hydrologic / Hydraulic 2. Hydrologic / Hydraulic 3Di Newly developed ultra-fast 1D/2D hydraulic model called 3Di 3Di can operate using hydrograph inputs from any hydrologic model, or using direct rainfall on the grid. Antecedent rainfall conditions can be taken into account. Computations are very fast and therefore allow for rapid forecasting Speed also allows for added benefit of interactive modelling of mitigation measures in an open forum style. 2. 3Di Video 3Di has Improved Mathematics = Faster calculation times: Subgrid and quadtrees computation cells Mass conservation calculations Uses detailed data for accurate results (similar to TUFLOW) e.g. LiDAR elevation data, 1D Channel cross sections, bridges, culverts, weirs, detention basins.. Integration of: Rainfall radar Urban drainage systems River flow and sea level Open 3

Data Exchange and Warnings Data Exchange is handled by a Cloud Based Web Portal e.g. Lizard Portal Advantages of the Lizard Portal is that it is a cloud based solution that is always available, everywhere: i.e. at the office, at home and in the field. It operates on your laptop, tablet and/or smartphone. Lizard is a web service and therefore requires no installation. Users receive an account, which enables logging on to the service on any platform. Lizard runs on modern browsers such Chrome, Firefox and Safari. 4. Warning Messaging Meteo forecast Flood Warning information is sent via both a Dashboard type screen that Authorities can scrutinise to enable on the spot decision making regarding the issuing of warnings, evacuation orders, based on pre-agreed trigger values. Meteo forecast and very fast flood modelling is used to provide the most up to date and accurate flood forecast available. Flood Forecasting App for SmartPhone is used to disseminate accurate up to date flood Information. Open 16 4
5 12/07/2017 Flood Forecast Push messages for severe weather 17 Meteo forecast: nowcast After the first use, the app will always start with the precipitation images. The graph can be swiped in or out. The data is based on satellite images and / or radar and is able to incorporate existing local rainfall network Meteo forecast: numerical The second screen shows the 24-hour rainfall forecast. With a rain cup and in mm per day part (6 hours) you see the amount of rainfall. This information is based on numerical weather models that can be adjusted to the local settings Open 5
6 12/07/2017 Flood Forecast The last screen shows the water depth based on the expected rainfall in the coming 3 hours, calculated by the 3Di hydrologic / hydraulic model. This is shown in a map and a graph. The location is based on your GPS location and can be changed by tapping on the map. Typical run time for a flash flood catchment is under 5 minutes. Thank you.
