National agency responsible for initiating the request: PAKISTAN METEOROLOGICAL DEPARTMENT 3. Title of project: Restoration of Ten () Met. Observatories in flood affected areas 4. Purpose and description of project (project plans: activities, actions, steps or phases; and assumptions used in the project plan) Heavy Monsoon Rainfall Spells during 28 th July - 30 th July, 20 in the north of Pakistan especially in Khyber-Pukhtoonkhwa province and adjoining upper Punjab caused firstly Severe Flash Flooding and then history s Extreme High Riverine Flooding in Pakistan. The second wave of the floods was caused by the Rainfall Spell which occurred during 5 th August - 9 th August 20. Some parts of the country are severely affected by the flash flooding and riverine floods during 20 monsoon season. Some Meteorological observational facilities of Pakistan Meteorological Department (PMD) were also damaged totally or partially by these floods. It is proposed that at least meteorological observatories located in the flood affected areas be restored and renovated. For this purpose, following locations alongwith list of equipments are proposed for Met. Observatories: S. Overall goal(s) (Explanation of how the project is related to the WMO Long-term Plan and outline of any relevant national development plan including procurement plans from other sources, and existing facilities and expertise) The project proposal is in line with the recommendations of recently concluded WMO Fact-finding and Needs-assessment Mission to Pakistan (4-8 November, 20) which stress the need of strengthening of Hydrometeorological observational network and flood forecasting system in Pakistan to effectively address the Hydrometeorological disaster risk reduction challenges in the country. The project is also closely aligned with a UNESCO project proposal Restoration of degraded Early Warning Systems as part of Reducing Risk in the Recovery Process that, within the framework of early warning systems, aims to help restore and enhance degraded capabilities of relevant local, provincial, and national agencies to forecast floods, communicate flood warnings, and manage floodplains and infrastructure and hence reduce further flood risks during the recovery process. The proposed observatories are part of PMD s existing network of around 96 Met. Observatories in Pakistan. Overall goals of the proposed project are as under: Restore observational capacities of PMD through renovation of damaged meteorological facilities in the flood affected areas of Pakistan. Strengthen capabilities of PMD in meteorological and hydrological forecasts, advisories, early warnings to various stakeholders through improved Hydrometeorological observational network in Pakistan. 6. Expected outcomes (Global, regional or national benefits to be expected from the project) Better monitoring of weather systems and Hydrometeorological disasters through effective and strengthened Hydrometeorological observational network in Pakistan. Production of timely, authoritative and accurate forecasts, advisories and warnings by PMD;

3 Improved confidence by stakeholders and users in hydrological and meteorological forecasts and early warning and thus improved responsive reaction to such warnings; Production of hazard maps for various locations in Pakistan; Enhanced regional cooperation in disaster risk reduction through sharing of Hydrometeorological and related data at global and regional levels. 7. Nature and scope of national contribution to project, in particular as far as continuous operation of the equipment provided is concerned Once the project is completed, Pakistan Meteorological Department will meet the expenditures on the staff and maintenance of Met. Observatories from its own budget resources. 8. Estimated duration to complete project, including training, if any Since there is very less time left for the preparations for next rainy season (July-September 2011) so duration to complete project would be around Six-months. It is expected that after the completion of restoration of Met. observatories at the selected locations, PMD can easily operate these observatories through its existing trained staff. So there is no need for any training. 9. Nature and scope of VCP support and project budget proposal (with detailed description and the estimated cost of each item) The project proposal is meant for the restoration of Ten observatories of PMD at selected sites in flood affected areas. The proposal is part of PMD s overall objectives which aim at making better preparation for the next rainy season (summer monsoon) that will start from July The following are the budgetary figures: Sr.# Name of the Project Estimated Cost 1. Project partnerships, if any (e.g., if this project is to be combined with other funding, such as UNDP or national funds, please indicate the amount of other funds approved or requested) The project proposal is part of PMD s High Priority requirements to effectively address the Hydrometeorological challenges in Pakistan and which have been identified (with assistance by WMO) and prepared for consideration of funding by the international donors and from national funds.

Reason why other sources of assistance cannot be expected The availability of national funds or financial support by the Government of Pakistan is not expected because of the financial constraints faced by the Government of Pakistan due to the heavy economic losses caused by the super floods during 20 Monsoon Season in Pakistan. 13.
