2 Organization and Structure NMS would comprise of the following sections: (a) Forecasts and warnings. (b) Observations and station maintenance. (c) Climatology. (d) Research and information. (e) Administration. (f ) Telecommunications.

4 Functions Taking and recording of meteorological observations. Forecasting of weather and the state of the atmosphere. The issue of warnings of gales, storms and other adverse weather conditions likely to endanger life and property. The supply of meteorological information.
5 Functions Publication of meteorological reports and bulletins. The promotion of the use of meteorological information. Promoting the advancement of meteorological science by means of research. Advice to government and others on meteorological matters. General cooperation with the international community and the stakeholders to the meteorological service.

12 Major Issues Facing BMS Defining the scope of the BMS mission and role. (Clear and definite outlines are essential.) Position within the governmental framework. Proper economic evaluation of the meteorological services. Organization and management. (Clear and approved management techniques should be applied).
13 Major Issues Facing BMS Funding, costing and charging. (Contributing to the core costs of the BMS) Capacity building (equipment and human resources) Staffing and staff certification. (The recruitment, training and retention of properly qualified and well-motivated staff is the life blood of BMS.) Performance standards and liability.
14 Raising the BMS Profile Raising the profile of the BMS with the general public, and potential commercial users of the services. Raising the profile of the BMS with the decision makers within the government.
15 Recommendations 1. To maintain then improve the provision of timely and accurate official meteorological forecast. 2. To be well managed with highly skilled staff dedicated to the success of their service. 3. We need to co-operate operate and have closer link with the private sector. This is an essential aspect to improve our capability by positive competition. 4. Potential users of our services can be educated in the application of meteorology to their problems and meteorologists can be educated to understand the requirements of users and their principle problems. 5. It is essential to have a good Quality management System (QMS).
16 Recommendations 6. The technology of distribution. Customers are becoming more sophisticated in their use of technology and are expecting the BMS, as an information provider to interface with their systems. Some methods: Auto fax, fax on demand, weather line, weather warning, mobile, self-briefing terminals. Graphic, etc.. 7. The benefits of the BMS must be evaluated. 8. Use of the media. The media must be used at every opportunity and given all the key facts about weather events that have seriously impacted on the community and have caught national and global attention.
