Copernicus Schaffung einer europäischen Kapazität für die operationelle Erdbeobachtung ESOC, Darmstadt, 23 April 2015 Simon Jutz, ESA Head, Copernicus Space Office (EOP-CO) Earth Observation Programmes Directorate

ESA Earth Observation Programmes

The Beginnings of Earth Observation Civil EO goes back to 1972 (Landsat-1) Shortcomings of the first decades: Typically one-off satellites Difficult and costly data access Dominated by governmental needs Very little use by commercial entities or the general public

The Dawn of Copernicus At around 2000, Europe took stock of the situation and reflected a way forward Need for a new approach GMES as a conceptual vision (1998 Baveno manifesto) 16 years passed between conceptual vision and launch of the first satellite (Sentinel-1A)

What is Copernicus? European Earth Observation System European response to global needs: to manage the environment, to mitigate the effects of climate change and to ensure civil security European independence, contribution to global system (GEOSS) Space Component Services Component 5

Components & Competences Coordinators: Partners: Space Component Industries National Space Agencies Private companies Eumetsat Overall Programme Coordination Services Component EMSA and FRONTEX EUSC EMCWF Service operators JRC Mercator Ocean EEA In-situ data are supporting the Space and Services Components 6

Copernicus Funding Funding for Development Phase (c.e.c.): 3.7 B ESA and EU Funding for Operational Phase & Recurrent Units as from 2014 (c.e.c.): 4.3 B EU 3.1 B for space 0.6 B for services Space Component 3.4 B 2.3 B by ESA 0.8 B by EU (FP7, GIO and Grant) Space Component funding for ESA s entrusted tasks 3.15 B Funding for in-situ measurements and potential contributions by H2020 Space not included 7

Sentinel data are free for everyone sentinels.copernicus.eu

Sentinel-1A already creates large interest By 9 April 2015: 6243 registered users products available for download products downloaded by users, representing about 780 TB of data

Copernicus creates economic growth and jobs potential Copernicus benefits = 130 B or around 6.9 B / year = 0.2% of the EU current annual GDP - Money where it matters how the EU budget delivers value to you EC, MEMO/11/469, Brussels, 29 June 2011 Creation of up to jobs - Former Vice President of the European Commission, Antonio Tajani 1 spent by European tax payer on Copernicus public return of 10 can be expected - The Socio-Economic Benefits of GMES ESPI report 39, November

Stimulating growth & attracting young people

A Vision for 2030 and beyond The Copernicus Space Component sets the scene for the next decades: For the first time, a fully operational EO system is put in place, similar to meteorology Today s Sentinels provide continuity until end of next decade Innovation => Free and open Sentinel data policy creates new businesses and attracts everyone to EO Easy data access will be key to success. Europe is just at the beginning of this phase, its benefits will come over the next decades Cooperation => The EU-ESA set-up has enabled this Europe is showing vision and leadership 19

More than 40% of these prodigious costs could fall upon just four cities New Orleans, Miami and New York in the US and Guangzhou in China.
