Due to the outbreaks of abnormal climate phenomenon like sudden localized torrential rains, life and property damages are rapidly increasing. the shelter and evacuation route information is lacking although the designation of shelter and the information of evacuation route are being provided. In this study, it will consider from the two points of views for the problem of the designated shelter from the location problem and the absence of providing evacuation routes, and will try to present the improvements for these Keywords: Shelter, Routes, Flooding Forecast Map, Flooding Experience Map, Flood-Disaster Information Map 1 Introduction 1.1 Background and purpose of the study Recently, having caused by global warming and world-wide abnormal climate phenomenon resulting in change of rainfall patterns, and localized torrential rains of maximum 100mm/h, the cases that human life and property are damaged have been increasing. In this study, by referencing such as flooding trace map, flooding forecast map, and flooding shelters. It intends to consider the current situation of shelters in Gangseo-gu, Seoul, and derive the problems and improvement measures. Through these, it tries to contribute the flood-disaster information map to perform its original functions by investigating the problems of the wind-flood disaster information map, and presenting measures for improvements. 2 1.2 Scope and Methods of the study In this study, in order to select shelters and evacuation route, flooding state areas, with a target Gangseo-gu that there are most frequent flood-disaster area in Seoul, it has selected 60 places of shelters. In addition, based on the collected information, it has visualized by selecting such as shelters, flooding forecast map, and flooding trace map required for research. By investigating documents and analyzing the related previous studies, it has dealt with focusing on the contents of the evacuation in the center of flooding shelters, and further conducted a survey on the evacuation route. 2 The wind-flood damage informations map of data and the routing method 2.1 Classification of wind-flooding information map and utilization "The disaster map by Presidential decree" in the body of Article 21, paragraph 1 of No. 18 Act under the enforcement ordinance of the Countermeasures against Natural Disasters Act, is to be defined as that it refers to the disaster map of the following each item, and the details are as in the following table. Type and Contents of The Disaster Map Types Flooding Trace Map Flooding Forecast Map Disaster Information Map Contents Map displayed by investigating the flooding traces caused by typhoon, heavy rain, and tsunami. Map displayed by expecting the flooding ranges caused by such as expected rainfall, typhoon, heavy rain, and tsunami with a basis of current geographical features. Map displayed by information such as evacuation procedure in the event of disasters, shelters, and evacuation routes, with a basis of the flooding trace map and flood forecast map. 2.2 Selection of evacuation places and setting of routes Since there is no regulation on the setting of evacuation places and routes, it is based on the guidelines for writing standards of the disaster map that currently exists. I makes it basic rule to establish a plan for facilitating rapid evacuation in the event of disasters, by comprehensively considering such as the selection of areas required for evacuation, evacuation population, evacuation places and capacities, depending on the flood expectation conditions. 3 3 Investigation of the wind-flood damage information map 3.1 Overview proving case investigation wind-flood damage information map The wind-flood damage information map provided by Seoul City provides information about the various disaster situations such as flood damage information, snow removal information, shelter information, wind and flood damage information, evacuation route, etc. Furthermore, it provides information about the prevention of flooding by predicting the flooding trace map and flooding forecast. Among them, this study has investigated the information of flooding shelters and evacuation routes in its emphasis. Fig. 1. The wind-flood damage information map in Seoul Table 2. Content for sheltering places in danger and evacuation route when flooding Classification places on risk of flooding routes on risk of flooding Contents For evacuation places on risk of flooding, there are 60 places, 36 places in senior citizen centers, and 24 in schools, on the basis of Gangseo-gu, Seoul City. Most of them are set on its routes toward buildings located at higher position from the residential location or near the upper zone. 4 3.2 Patterning method on the problems of evacuation facility location and routes In order to pattern the problems of evacuation facility location and routes, it has selected Gangseo-gu, Seoul that has the most frequent damages of flooding. Based on the wind-flood information map, by selecting 17 places out of 60 shelters in Gangseo-gu, among them, has it investigated by dividing into areas of floodingexpected areas and flood-experienced areas. In addition, for evacuation routes, it has investigated around the surrounding areas including shelters, and examined the routes by separating areas of flooding-expected areas and flood-experienced areas through wind-flood information map. The locations and evacuation routes of flood shelters in Gangseo-gu were as shown as below. Figure 2, shelters(left) and evacuation routes(right) In Ganseo-gu,Seoul 3.3 Patterning method on the problems of shelters location and evacuation routes In addition to the related investigation to the flood risk for shelters included in the previous research, in this study, it has organized the results of experience and expectation by additionally investigating the evacuation routes and flood vulnerabilities as shown in the below Table 3. It is the result of having aggregated the routes by selecting the 17 shelters that have been classified as flood vulnerable out of 60 shelters investigated in total. Concerning the flood prediction table in the Table 3, the evacuation routes and shelters appeared as total of 11 places in 2010, and flood experienced places are investigated as 3 places in For flood experience, it has appeared that 9 places were in the evacuation routes, and 7 places were in the shelters, which it is able to know that current location of dangerous. 5 Flood experience Shelter o o o Routes o o o o o o o o o Shelter o o o o o o o No path Routes o o o o o o o 4 Conclusions In this study, the flood evacuation routes and shelter information we have analyze using the wind-flood information map which is provide by Seoul Metropolitan government. In conclusion, we found the existing information on shelters and evacuation routes were inaccurate. Therefore, the follow-up study in the future need to present the proper plan about shelters and evacuation routes. The need to present study supports wind-flood damage information map and it is thought to be helpful for providing a systematic and accurate data. Acknowledgments.
