Time and Spatial Scales of Various Weather and Climate Services Extreme Events Services for the Elderly Energy Water resources
The Global Framework for Climate Services (GFCS)
Weather Services for Energy Consumption Forecast HKO and CLP Power Hong Kong Limited (CLP) join hands to enhance the "Meter Online Service" of the CLP Power to include the "9-day Energy Forecast" which utilizes the 9-day weather forecast provided by the Observatory. The forecast also predicts the occurring time of peak demand. Timely energy-saving measures could be taken in response to early alerts of high consumption days under hot weather situations for high energy consumption clients. * CLP Meter Online services. 8 Weather Services for Public Health Thematic weather webpage for elderly ( HKO has been collaborating with the Senior Citizen Home Safety Association (SCHSA) on research and operational aspects to utilize climate and weather services for elderly caring services. Joint press conference before winter cold surge Showcase case study in WHO-WMO s Climate Services for Health Case Studies
Climate services for infrastructure design and disaster risk reduction Code of Practice on Wind Effects to withstand typhoon winds and strong winds on buildings and contraction works in Hong Kong The design of drainage system Extreme rainfall return periods and probable maximum precipitation for the formulation of slope safety measures and the design of drainage system against flooding and rainstorms Port Work Design Manual for designing port, reclamation, and coastal engineering facilities to protect the city from sea flooding (photo source : BD, DSD &,GEO of HK Gov.)
Climate services for urban and building environment
Climate Change Monitoring and Future Projections in Hong Kong
Weather Information Anywhere and Anytime In addition to traditional channels (news, TV, radios, etc.), HKO also offers online information service and location specific weather services through the highly popular MyObservatory mobile app and HKO website, allowing urban dwellers to access various firsthand weather information anywhere and anytime. The HKO website and the MyObservatory mobile app have attracted more than 167 billion page views in 2017, while the total number of downloads of the mobile app has exceeded 6.7 million. MyObservatory Personalized Weather Services
Future Development and Main Thrusts Development of urban weather and environmental monitoring network for high density city New generation of urban micro climate sensors Development of impact-based and risk-based public weather services in collaboration with different weathersensitive stakeholders Severe weather and air traffic Combined display of weather and impact data Embracing social media, big data, smart city, A.I. and crowdsourcing in various weather services Historical record of maximum temperature at HKO just broken Timely rebuttal of rumours Intelligent Meteorological Monitoring Assistant (IMMA)
Develop a Climate-Partnership -To form inter-departmental liaison; -To collaborate with different stakeholders; City Resilience and Climate-Ready City -To develop forecast and warning systems to cope with extreme events; -To provide scientific basis to support policy formulation; Education & Communication -To increase public awareness; Data Accessibility and Availability -To provide on-line information platform and mobile apps for various users and sectors; Research Development & Capacity Development -To encourage interdisciplinary and joint research collaborations;
Acknowledgement We would like to appreciate the following departments of Hong Kong Government and stakeholders provided their data and images for this presentation including: Environmental Protection Department (EPD) Civil Engineering and Development Department(CEDD) Drainage Services Department (DSD) Geotechnical Engineering Office (GEO) Environment Bureau CLP Also, special thanks to Dr. Kenneth Leung, Senior Environmental Protection Officer of EPD for his valuable advices.
