Mayor Tom Hardesty seconded. Motion carried unanimously on a voice vote. PUBLIC COMMENTS There were no public comments.

3 COUNTY TRANSPORTATION UPDATES IN THE KIPDA ADD REGION Trimble County Judge Jerry Powell stated that the county is preparing for any upcoming snow. There were also many paving jobs that were completed over the summer throughout the county. Shelby County Mayor Tom Hardesty reported that the City of Shelbyville is getting prepared for snow by getting snow plows and salt ready. The City of Shelbyville is making sure that all city employees have the necessary safety equipment such as cold weather gear. City employees are being trained in safety procedures and the proper use of safety equipment. The City of Shelbyville is very proud of its recent 3 rd Street project completed near the railroad tracks that uncovered an old log road in Shelbyville. Henry County Judge John Logan Brent reported that the issues with utility companies such as AT&T and LG&E refusing to move lines along US-146 are still ongoing. Spencer County Judge John Riley stated the county is preparing for winter and hopefully it will be a mild winter. The 80/20 bridge money has become available to the county and the county would like to take advantage of those funds. KENTUCKIANS FOR BETTER TRANSPORTATION UPDATE Mr. Embry gave an update on Kentuckians for Better Transportation. Earlier this week the Working Group on Transportation held a meeting. This group is co-chaired by Representative Sal Santaro and Representative John Sims. The group heard testimony from Andrew Aiello, General Manager of Transit Authority of Northern Kentucky. The state of Kentucky utilizes many transportation methods, such as rail, bus, car, plane, and boat. The Strategic Highway Investment for Tomorrow (SHIFT) proposal will be discussed in December and will take all different methods of transportation into account throughout the state to work out some ideas for improvement.

4 The Thanksgiving holiday has become one of the deadliest times of the year on American roads because the day before Thanksgiving has become one of the year s biggest drinking days. There has been a rise in drunk driving deaths around the holiday in recent years. In an attempt to make our roads safer during this time of year, the National Highway Traffic Safety Administration (NHTSA) is organizing a one day highway safety community media blitz starting Friday, November 17 th at 11:00 A.M. to warn citizens about the dangers of drinking and driving during the Thanksgiving holiday. Uber has recently signed a deal with NASA to help develop traffic systems for its flying car project which it hopes to start testing in The ride hailing service published details of its on demand aviation ambitions last year, which it has called Uber Elevate. The company is now stepping up its efforts to make the project a reality. An Uber representative speaking at the Web Summit Tech conference in Lisbon, Spain said that Uber has signed a Space Act Agreement with NASA for the development of unmanned traffic management. This will push NASA to determine how aerial systems (UAS), such as drones that fly at a low altitude, can operate safely. State Budget Director John Chilton reported that October s General Funds receipts were $51 million less than what was collected last October, which is a decrease of 6%. Total revenues for the month were $798.4 million, compared to $849.4 million during October Road Fund receipts for October totaled $119.6 million, a 0.5% decrease from October 2016 levels. Year to date Road Fund receipts have decreased 0.5%. Based on year to date collections, Road Funds receipts can fall 2.7% and still meet the official fiscal year 2018 estimate of $1,478.2 million. PRESENTATION ON FULL DEPTH RECLAMATION OF ROADS WITH CEMENT Mr. Doug Smith gave a presentation on full depth reclamation of roads with cement. This type of reclamation is less expensive than traditional methods of road paving. The process recycles the in place road surfaces such as asphalt, gravel, or chip seal and mixes them with cement to form the new road surface. The addition of cement stabilizes the road surface and also creates a more structurally strong road base. It is recommended that the subgrade extend to at least 8 inches to be structurally sufficient, but sometimes as much as 12 inches of subgrade is required depending on the project and traffic loads. This process of maintenance and rehabilitation eliminates the need to completely remove the current road material which is more effective and cost saving. The process also spreads out the weight of loads that come into contact with the road surface which reduces holes, fatigue cracking, and road surface failure. Many projects have been completed throughout the country using this method. A campground road in the Land between the Lakes area was rehabilitated and stabilized

5 from gravel to cement using full depth reclamation. Gravel roads can be a maintenance nightmare, especially with consistent use which causes wear and tear. There have also been road projects completed at Fort Knox using full depth reclamation with cement to rehabilitate and stabilize failing road surfaces. This method is also great for repairing road surfaces in industrial parks which experience a high volume of heavy truck traffic. The full depth reclamation with cement method for repairing road surfaces is also good for subdivision roads. Often times, these roads are installed before the construction of houses begins and are torn up by heavy equipment and trucks by the time the houses are completed. The responsibility of repairing these roads then falls on the city or county. Many airports have also used this method to repair, rehabilitate, and stabilize roads and runways. The road surface is ground up, mixed with cement, and then reused to form the new road. Sometimes additional pavement is required to meet elevation requirements. Pavement failure is caused by fatigue cracking and water which damages the road surface. Bad subgrades underneath the pavement can further the problem with holes and fatigue cracking. Full depth reclamation with cement greatly reduces damages over time by adding stabilizing material below the paved road surface.
