ARE YOU THE SAME RYAN GILCHRIST THAT SUBMITTED DIRECT TESTIMONY TO THE COMMISSION ON OCTOBER 20, 2016 IN THIS PROCEEDING? A. Yes, I am. Q. WHAT IS THE PURPOSE OF YOUR SUPPLEMENTAL DIRECT TESTIMONY? A. The purpose of my supplemental direct testimony is to provide additional information for the record in this proceeding that further clarifies that the Mason Dixon Solar Project (the Project ) does not present a glare hazard to the Hagerstown Regional Airport Q. WHERE IS THE PROJECT LOCATED RELATIVE TO THE HAGERSTOWN REGIONAL AIRPORT? A. The Hagerstown Regional Airport is located approximately 3,200 feet southeast of the Project Site Q. DOES THE ERD SUBMITTED WITH MASON DIXON S APPLICATION FOR A CPCN IN THIS PROCEEDING INCLUDE INFORMATION ON GLARE? A. Yes, it does. Page 26 of the ERD states that Mason Dixon has corresponded with the Federal Aviation Administration ( FAA ) via submission of a FAA Form The glare analysis provided to the FAA is included as Attachment A to my supplemental / /09/2016
3 direct testimony. 1 After performing analysis related to the Project s proposed height, location, and glare, the FAA issued Determination of No Hazard to Air Navigation letters to Mason Dixon corresponding to the boundary points of the Project. These letters are included as Appendix E to the ERD Q. DID MASON DIXON PERFORM ANY ADDITIONAL OUTREACH TO FURTHER CONFIRM THE PROJECT WILL HAVE NO GLARE IMPACT ON THE HAGERSTOWN REGIONAL AIRPORT? Yes, it did. Mason Dixon sought a determination from the Maryland Department of Transportation Aviation Administration ( MAA ) that the Project will not present a glare hazard to the Hagerstown Regional Airport. After its review, MAA determined the Project presents no solar glare hazards for any of [the] runway approaches at Hagerstown Regional Airport and thus would not be an obstruction or hazard to air navigation. The correspondence from MAA confirming this conclusion in included as Attachment B to my supplemental direct testimony Additionally, Mason Dixon provided glare studies to and sought input from the Hagerstown Regional Airport, which also received a copy of MAA s determination. As indicated in the correspondence included as Attachment C to my supplemental direct testimony, based on this information the Hagerstown Regional Airport does not object to the Project for any reason, including on the basis of glare impacts Q. DO THESE CORRESPONDENCES INDICATE THAT THE PROJECT DOES NOT PRESENT A GLARE HAZARD TO THE HAGERSTOWN REGIONAL AIRPORT? 1 All glare analysis for the project utilized the Project s proposed single-axis tracking configuration / /09/2016
