Description of Proceeding Pursuant to the Commission approved Stipulation and Agreement in the Settlement of Restructuring, Rate, and Related Proceedings filed January 29, 1993 in Docket Nos. RS , et al., EPNG's Washington Ranch Storage Facility located in Eddy County, New Mexico is operated primarily as an adjunct to EPNG's transmission system for load balancing, line pack and pressure control. Additionally, as authorized in Docket No. RP , EPNG offers interruptible storage services under Rate Schedule ISS. Description of Items Filed Pursuant to ordering paragraph (H) of the Commission Order Approving Stipulation and Agreement Settling Proceedings and Prescribing Permanent Allocation Plan, Granting Certificates of Public Convenience and Necessity, Granting Abandonments, and Granting Adjustments issued March 26, 1981 in Docket Nos. RP72-6, et al., and CP79-224, EPNG is submitting a semi-annual activity report for the Washington Ranch Storage Facility. In this report, EPNG is including data for two separate reporting periods covering the period of November 1, 2016 through April 30, 2017 and for the period of May 1, 2017 through October 31, This report has also incorporated additional Washington Ranch Storage Field information required by 1 In the past, EPNG has filed these reports separately, one in July and the second in January. EPNG did not submit the typical July report in 2017 and therefore is providing the information for that report, as well as the information for the second reporting period, in this filing. Going forward, EPNG s intent is to file these reports separately.

SEMI-ANNUAL ACTIVITY REPORT WASHINGTON RANCH STORAGE FACILITY For the Period: November 1, 2016 April 30, 2017 ("EPNG") is submitting this report pursuant to ordering paragraph (H) of the Commission Order Approving Stipulation and Agreement Settling Proceedings and Prescribing Permanent Allocation Plan, Granting Certificates of Public Convenience and Necessity, Granting Abandonments, and Granting Adjustments issued March 26, 1981 in Docket Nos. RP72-6, et al., and CP Unless otherwise stated, all volumes are reported using a pressure base of psia and a temperature base of 60 F. All volumes are listed in Mcf, unless otherwise stated. The storage activity cycle covered in this report is from November 1, 2016 through April 30, ) The daily volume of natural gas injected into and withdrawn from the storage facility. Attached as Exhibit 1 is the list of daily injection and withdrawal volumes for Washington Ranch for the November 1, 2016 through April 30, 2017 reporting period. 2) The volume of natural gas in the storage facility at the end of the reporting period. The volume of gas in the reservoir as of May 1, 2017 was 54,452,219 Mcf at psia. 3) The maximum daily injection or withdrawal rate experienced during the activity period, and the average working pressure on such maximum days, taken at a central measuring point where the total volume injected or withdrawn is measured. Working Telemetered Data Volume (MMcf) Pressure (psia) Maximum Injection: Maximum Withdrawal: ) Results of any tracer program by which the leakage of injected gas may be determined. If leakage of gas exists, the report should show the estimated total volume of gas leakage, the volume of recycled gas and the estimated remaining inventory of gas in the reservoir at the end of the reporting period. SEMI-ANNUAL ACTIVITY REPORT WASHINGTON RANCH STORAGE FACILITY For the Period: November 1, 2016 April 30, 2017 There was no indication of any gas leakage from the field/reservoir during the November 1, 2016 through April 30, 2017 reporting period. 5) Any surveys of pressures in gas wells, and the results of back-pressure tests conducted during the reporting period. A shut-in pressure survey was conducted on March 18, 2017 during the November 1, 2016 through April 30, 2017 reporting period. Recorded pressures are attached in Exhibit 2. A bottom-hole pressure survey was conducted on November 18, 2016 during the November 1, 2016 through April 30, 2017 reporting period. Recorded pressures are attached in Exhibit 2a. No back-pressure tests were conducted during the November 1, 2016 through April 30, 2017 reporting period. As the gas storage reservoir in Washington Ranch Field is not an aquifer-type reservoir, no pump-tests were performed. 6) The latest revised structure and isopachous contour maps showing the location of the wells, the location and extent of the gas bubble in the storage reservoir for aquifer-type reservoirs and in any other reservoirs of the project in which gas bubbles are known to exist, and the location of the gas-water contact if one exists. This map need not be filed if there is no material change from the map previously filed. No revisions have occurred to the structure or isopachous contour maps during the November 1, 2016 through April 30, 2017 reporting period. The location and extent of the gas bubble is not applicable for the type of reservoir which exists in the Washington Ranch Gas Storage Field. 7) For the reporting period, a summary of wells drilled, recompleted or worked-over, with subsea depth of formation and casing settings.
