2 FEMA RS Updates: 1. The International Charter has been activated by United States Geological Survey (USGS) on behalf of the US Federal Emergency Management Agency (FEMA) for Hurricane Florence. 2. The International Charter requested more defined AOIs for collection and priorities. 3. Copernicus EMS also requested more defined AOIs for collection and priorities. 4. We are now recalculating the AOIs for satellite SAR data collection based on the new surge and flood forecast. We will share these AOIs with the partners as soon as they become available. 5. RadarSAT-2 Collection Plan: Due to changes in the forecast path of the storm, we have modified the AOIs for RadarSAT-2 collection. Dropped 3 AOIs over VA and added one over SC. 6. We are waiting with EO satellite data tasking (probably early-mid next week) Proposed plan not approved yet

3 7. We received an update from William Straka at University of Wisconsin-Madison regarding the production of the VIIRS Water Fraction product. The flood maps will now be available twice a day (once from each satellite) for the northeast and southeast US sectors. These maps will be approximately 50 minutes apart in time which will allow for more clear sky observations on a given day. 8. We are working closely with NASA Disasters to coordinate Remote sensing derived products, including flood maps and Day/Night Band products. 17 NOAA continued Joint Polar Satellite System (JPSS) Current Update: In coordination with the VIIRS Flood Detection Mapping Team at GMD (Sanmei Li, Donglian Sun) and UW Madison (Jay Hoffman), we wanted to make FEMA aware that the production of the VIIRS Water Fraction Maps has been updated to include maps derived from S-NPP, which are currently being generated, as well as NOAA-20. The only change that you should notice is that the flood maps will now be available twice a day (once from each satellite) for the northeast and southeast US sectors. The files will be available at the same ftp drop location as they are currently being provided. These maps will be approximately 50 minutes apart in time due to the time between the S-NPP and NOAA-20 orbits. This will hopefully allow for more clear sky observations on a given day (depending, of course, on how much cloud cover exists and how fast they move). September 11 Update: Per the geospatial call earlier, it sounded like FEMA is pulling the flooding maps directly via UW into FEMA. The flooding team is standing up for more detailed products post-storm pending cloud free regions. As mentioned previously, we have clear, pre-event DNB imagery for comparisons over the SEUS to be used for comparisons when there are cloud free scenes for power outage analysis. This imagery may be delayed a bit, but will be sent via . 19

19 NASA Support Team NASA Disasters Program Most Recent Update: Can confirm that Water Extent/Flood products, DNB Products and potential optical derived products. We will deliver it via SFTP to FEMA and then post it on our disasters portal as well. We expect to deliver as soon as we can get it to you. As the event unfolds we may be able to produce other products or provide other imagery. Sept. 11 Update: Working on creating pre-event imagery from various sensors Processing is underway for pre-event Day Night Band products including the BlackMarble Product Still working on the potential use of the UAVSAR instrument Plan to create water extent and other products from SAR as the data becomes available Different centers use different algorithms Once skies clear, will begin evaluating data from optical sensors.
