5 Road Safety Audit VFW Parkway at Spring Street at Bridge Street (Route 109) Nitsch Engineering Project Data A Road Safety Audit for the intersection of VFW Parkway at Spring Street and Bridge Street (Route 109) occurred on Wednesday, October 14, 2015 in the West Roxbury neighborhood of the City of Boston. As indicated in Table 1, the audit team consisted of representatives from the MassDOT Boston Traffic Operations, MassDOT District 6, City of Boston Fire Department, and the City of Boston Transportation Department. The group observed operations with respect to safety at the study intersections and this report documents the audit team s findings. The RSA agenda can be found in Appendix A. Contact information for the team members can be found in Appendix B. Table 1. The goal of this RSA is to identify potential safety issues that can be addressed with shortterm improvements prior to construction and long-term improvements that can be incorporated into the design. All improvements should adhere to the MassDOT guidelines for intersection design. The RSA is a collaborative process by state, municipal, law enforcement, public works, and design consultants. The process involves conducting a meeting to discuss current crash data and safety issues at the site, visiting the site to discuss possible solutions that would improve safety, and preparing a written report that outlines the safety issues discussed along with the costs, timeline, and agency responsibility for implementing improvements. 6 Road Safety Audit VFW Parkway at Spring Street at Bridge Street (Route 109) Nitsch Engineering Project Location and Description The Locus Map of the study area is shown in Figure 1 and the study location of VFW Parkway at Spring Street at Bridge Street (Route 109) is shown in Figure 2. VFW Parkway is classified as a principal arterial that runs in a north-south direction through the project area, with its northern terminus at Centre Street in Boston and its southern terminus at the Town of Dedham line where the roadway becomes Providence Highway. The roadway was formerly signed as U.S. Route 1 and it is colloquially referred to as such. South of the project intersection, VFW Parkway is maintained by the Massachusetts Department of Transportation (MassDOT) and serves approximately 34,000 vehicles per day. North of the project intersection, the roadway is maintained by the Department of Conservation and Recreation (DCR) and a truck restriction is present. The speed limit along VFW Parkway is 40 miles per hour (mph) south of the project intersection and 35 mph north of the project intersection. Spring Street is classified as an urban minor arterial that runs in an east-west direction, with its eastern terminus at the intersection of Centre Street and Temple Street in Boston, and its western terminus at the project intersection. The roadway is maintained by the City of Boston and serves approximately 19,000 vehicles per day. The speed limit along Spring Street is 30 mph. Bridge Street (Route 109) is classified as an urban principal arterial that runs in an east-west direction. Bridge Street is present from the project intersection to its western terminus at the Dedham/Westwood town line, where it becomes High Street. Route 109 is present from the project intersection to its western terminus at Route 16 in Milford. Bridge Street (Route 109) is maintained by MassDOT in both the City of Boston and the Town of Dedham, which begins approximately 200 feet west of the intersection. There is no posted speed limit on Bridge Street (Route 109) in the vicinity of the project intersection. Nitsch Engineering evaluated the last three years of available crash data ( ) from MassDOT to establish a crash rate at the intersection to compare to the MassDOT signalized intersection average of 0.80 per Million Entering Vehicles (MEV) Statewide and 0.76 per MEV for MassDOT District 6 1. For the three-year period , a total of 31 crashes were documented, yielding a crash rate of 0.54 per MEV, which is below both the Statewide and District 6 averages Average Crash Rates, per Million Entering Vehicles by Intersection Type, MassDOT, Highway Division Page 2

9 Audit Observations Based on a summary of the existing crash information and site visit, audit participants identified the following safety issues that are summarized below: Intersection Geometry and Visibility: o o The curvature of VFW Parkway in both the northbound and southbound directions does not allow for sufficient sight distance of the signal indications in advance of the approaches. The traffic signals are mounted on relatively short aluminum mast arms, which do not provide the length needed for optimal lateral placement of signals directly above the traffic lanes and may lead to driver confusion. Short mast arms do not provide adequate length for signal placement o o The turning signals are post-mounted such that the traffic signal indication may not be visible from the queue due to the presence of large vehicles. Backplates, which aid in visibility against the adjacent background, are not mounted on any of the traffic signals. Traffic Operations, Lane Designation, and Bicycle Accommodations: o Audit participants noted the relatively high volume of traffic during the peak hours (more than approximately 4,000 vehicles/hour at the intersection) and that long queue lengths, blockage of turning and through lanes, and waiting through multiple signal cycles to traverse the intersection is common. The following locations were observed to be exceptionally problematic: Page 5

10 The queue from the VFW Parkway through movement in both the northbound and southbound directions frequently backs up such that vehicles cannot access the exclusive left-turn lane. Similarly, in both directions, the queue from the exclusive left-turn lane frequently backs up, blocking access to the left through lane. The VFW Parkway southbound channelized right-turn lane frequently backs up into the adjacent through lane, blocking the through movement in the right through lane. The Bridge Street (Route 109) eastbound channelized right-turn lane is frequently blocked by vehicles queued in the adjacent shared through/left-turn lane. Looking east, Bridge Street (Route 109) right-turn lane cannot be accessed due to blockage by through/left-turning vehicles (Photo credit: Google) o o VFW Parkway northbound widens from two general purpose lanes to one exclusive leftturn lane, two through lanes, and one channelized right-turn lane. There is Left Lane Must Turn Left signage in the median, however there is no other advanced lane designation signage and audit participants noted that vehicles traveling in the left general purpose lane may accidentally navigate toward the exclusive left-turn lane due to the lack of clarity of lane designation and the curvature of the roadway just prior to the intersection. A truck restriction is present on VFW Parkway north of the intersection. There is No Trucks signage at the intersection, however, there is no advanced signage alerting heavy vehicles of this condition prior to arriving at the intersection. Truck operators who are unaware of the truck restriction are forced to execute a U-turn or turn right onto Spring Street from the through lanes, as they have already passed the channelized right-turn lane once they have reached the intersection. 11 o Pavement markings, including the dotted white lane lines used for guidance of turning vehicles, are faded throughout the intersection. Dotted white lane lines are faded and barely visible o o The southwest side of the intersection has a large hatched area resulting in excessive width of roadway for the two VFW Parkway southbound general purpose lanes. This extra width may lead to driver confusion or cause vehicles to drift to the right side of the roadway as they traverse the intersection. It is unclear what the purpose of this hatched area is, however, audit participants presumed this could be due to the aforementioned observation of heavy vehicles executing last minute U-turns due to the truck restriction on VFW Parkway northbound. Exclusive bicycle lanes are present on VFW Parkway north of the intersection, however, bicycle accommodation continuity is not provided on the south side of the intersection. 12 o Bicycle accommodation is not present on Spring Street or Bridge Street (Route 109). Pedestrian Accommodations and Safety: o o o There are pedestrian ramps present at the crosswalk termini and traffic islands, however, none of the ramps are compliant with the current standards of the Americans with Disabilities Act (ADA). The pedestrian signal indications do not contain countdown displays. Audit participants observed pedestrians hesitate to cross during the pedestrian phase presumably due to the short steady walk interval and the lack of countdown display during the flashing don t walk clearance. Given the long crossing distances at the crosswalks and based on field observations, the pedestrian walk, flashing don t walk, and steady don t walk /clearance timing seem inadequate. The pedestrian push buttons and accompanying signage are not compliant with current standards with respect to directional and height placement, size, and ADA-compliance with respect to tactility and audibility. The pedestrian push buttons are not easily accessible and based on field observations, the push button on the right side of the pole, as shown in the photo, controls the crossing for VFW Parkway and is poorly oriented for directional placement o o There are no pedestrian refuges at the medians for VFW Parkway on either the north or south side of the intersection. Given the long crossing distances at the crosswalks, pedestrians who are unable to cross the entire width of the roadway during the pedestrian phase have nowhere to wait that is protected from oncoming traffic. Crosswalk striping is faded, particularly on the south side of the intersection, and striping is missing in the vicinity of utility patches. The types of crosswalks at each approach are Page 8

13 inconsistent and vary between the standard crosswalk of two transverse bars and the special emphasis ladder-type crosswalk, as per Boston Transportation Department (BTD) standards. Crosswalk is faded and markings are missing near utility patches. No refuge for pedestrians at median. o Crosswalk warning signage is missing from existing posts at both the Bridge Street (Route 109) eastbound and Spring Street westbound channelized right-turn lanes. 14 o The pole cover panel is missing from the base of the signal mast arm located in the median of VFW Parkway on the south side of the intersection, and electrical wires are exposed, causing a pedestrian safety issue. Panel missing from the base of signal mast arm on VFW Parkway Emergency Vehicle Pre-emption: o Emergency vehicle pre-emption is present at the intersection, however, it is not typically used within the City of Boston, and it was noted by the Boston Fire Department that they do not have access to control the pre-emption. 15 Potential Safety Enhancements Following review of crash data and traffic counts and a discussion of potential safety issues, audit participants recommend the following. Reconstruct the traffic signal system to provide improved visibility of the signals, including longer mast arms that can accommodate all signals directly over the travel lanes, turning signals mounted on mast arms, and backplates for each signal indication. Widen VFW Parkway southbound further by cutting into the existing median, which may result in the removal of trees within the median. This would provide access to the exclusive left-turn lane in advance of the intersection. Redesign the southwest corner of the intersection by widening along Bridge Street (Route 109) to provide access to the channelized right-turn lane in advance of the intersection. Install warning signage showing lane designations well in advance of the intersection to limit driver confusion and vehicle lane changes close to the intersection. Install warning signage for the truck restriction on VFW Parkway north of the intersection well in advance to provide alternative options for truck operators before reaching the intersection and to limit U-turns and illegal right-turns from the through lanes on VFW Parkway northbound. Restripe the intersection to improve visibility of faded pavement markings. Research the purpose of the large hatched area at the southwest side of the intersection and depending on the findings, consider redesigning this area with a larger traffic island and/or adding a bicycle lane to provide continuity for southbound bicycle travel. Reconfigure and/or restripe the intersection and adjacent roadways to accommodate bicycle travel. Construct new pedestrian ramps at the crosswalk termini and the traffic islands that are compliant with current ADA standards. Install a new pedestrian signal system that meets current standards, including a longer walk and clearance time, pedestrian countdown display, push buttons, and signage. Extend the existing medians on VFW Parkway such that they provide a pedestrian refuge. Restripe the crosswalks with consistency in type, as per BTD standards. Install new pedestrian warning signs to replace those that are missing. Provide a cover panel to replace the one missing from the base of the signal mast arm in the median of VFW Parkway. Page 11

16 Summary of Road Safety Audit MassDOT has retained Nitsch Engineering to prepare this Road Safety Audit (RSA) for the intersection of VFW Parkway at Spring Street and Bridge Street (Route 109). As part of the RSA process going forward, each of the potential safety enhancements is classified by time frame and cost, as shown in Table 2. Table 2.
