The purpose of this application is to authorize the development of parcels, located at 4 hamblee-tucker oad and 396/330/3306/33 Hood venue, that are currently occupied by aging single-family rental houses and a landscaping business. This development represents a $,000,000 investment on the existing site that will improve the use of the property for the surrounding area and residents. The applicant is very excited about this proposal and the opportunity to bring affordable workforce housing to the ity of hamblee in a time where much of the recent growth and development has been spurred by luxury market rate properties. The applicant sincerely requests your approval for this project. nclosed you will find the site plan, exterior design plans, landscaping plans, and other materials necessary to evaluate the proposal The property is zoned to the V (Village ommercial) istrict and will require a I approval as well as approval of variances and waivers which are critical due to the intended use, compliance with eorgia epartment of ommunity ffairs, shape and size of the lot, and hardship that arises from such. This letter is intended to explain why the proposal meets the criteria for approval of the I and why the proposal meets the criteria for approval of the variances and waivers. I eview riteria. esign shall be in harmony with the general character of the neighborhoods and surrounding area, considering factors such as mass, placement, height, changing land use patters, and consistency of exterior architectural treatment, especially in areas of historic and special design interest. The subject property is located on the Northwest corner of hamblee Tucker oad and Hood venue. The Site is currently developed as aging buildings with a mix of uses including rental houses and a landscaping business. The PK airport is directly to the south across hamblee Tucker oad. The property directly to the east is currently developed as rental duplex units however that property has recently been put under contract by a purchaser. North of the subject property is two additional rental houses and the east/northeast abuts the Interactive ollege of Technology. The ity of hamblee is in the process of implementing a plan for rail trails. This master plan will be very complementary of the intended use with respect to the subject property s proximity to MT, the Interactive ollege of Technology, and surrounding area. The proposed development is complementary of the surrounding area, property and neighborhood. orkforce housing is an asset of great need in the surrounding tlanta MS. The subject property is surrounded by several employers whose employees will likely look to live in the proposed development due to convenience and minimal commute times. Further, residents will have the ability to walk or bike to a number of jobs in the area. Such employers include: Internal evenue Service (,600 employees, enters for isease ontrol (3,400 employees), PK irport (76 aviation related jobs), etc. Other nearby existing property uses include garden style apartments, low rise commercial and new luxury apartments across the MT tracks. The development proposes a four/five story podium style building that will also encompass a small commercial space along hamblee Tucker oad. The apartments will be four-stories along Hood venue with a podium portion of the building along the backside of the building which will have four-stories over the back-podium section as well. This proposal represents an early significant investment in an area that is anticipated to experience significant growth over the next several years. The applicant is hopeful that this project will jumpstart the ity s goals and plans for the area to spur additional investment from other proposed projects that will equally compliment the surrounding area and future planning.. esign components shall be planned such that they are physically and aesthetically related and coordinated with other elements of the project and surrounding environment to ensure visual continuity of design The intent of the design was to respond to the overall desire to expand the footprint of the design idea of a Main Street for the ity of hamblee. This is in keeping with this concept from other small downtowns throughout eorgia. 3. esign shall protect scenic views, particularly those of open space, and utilize natural features of the site The project, as proposed, is designed to promote an active streetscape and enhance the views along the frontages. The interior of the site will be significantly improved with active open space areas and extensive landscaping to provide an attractive project that improves the site and surrounding area. 4. esign shall protect adjacent properties from negative visual and functional impacts The proposed design and location of the building has no negative effect on the adjacent properties and functional impacts. There is no blocking of signage or advertising. Further the duplexes on Hood venue face a parking lot for the landscaping business across the street. The proposed development will allow construction of an aesthetically pleasing property with well-manicured landscaping and sidewalks. The historical character of the immediate area consists of an airport, Interactive ollege of Technology, and older duplex rental properties. The proposed design and location of the building respects the historical character of the immediate area as integral parts of community life in the city and will also aesthetically improve the immediate surrounding area with new lighted/landscaped sidewalks and a small commercial space that will be an asset to students at IT, surrounding residents, and employees. 6. ll exterior forms, attached to buildings or not, shall be in conformity with, and secondary to, the building The attached forms to the main building design are in keeping with these components being secondary to the prime form and call attention to special functional criteria. 7. The proposed development is suitable in view of the use and development of adjacent and nearby property s described above, the proposed multi-family/mixed use project is consistent and compatible with the existing and future development goals of the Village ommercial istrict.. The proposed development does not adversely affect the existing use or usability of adjacent or nearby property The proposed development positively affects the existing use or usability of nearby and adjacent properties. This proposed use will provide for housing for employees of the airport, students of the IT, and also will provide for commercial space of those residents in the immediate surrounding area. Further the infrastructure upgrades such as new improved sidewalks will complement the ity s future master planning, LI, and village commercial designation of the surrounding areas. 9. The proposed development does not result in a use which will or could cause an excessive or burdensome use of existing street, transportation facilities, utilities or schools The proposed development will have a positive impact on the existing infrastructure by improving pedestrian access and walkability along the road frontages. The development will not cause an excessive burden to streets, transportation facilities, utilities or schools.. The proposed development is in conformance with the applicable zoning district The proposed development is a permitted use within the V zoning district. s stated in the omprehensive Plan, This zoning district is intended primarily for mixed-use development and related uses at a higher density. This district provides a location for residences, retail, goods and services and offices to satisfy the common and frequent needs of the city s commercial core and greater hamblee area with design standards and design parameters to encourage a pedestrianfriendly traditional urban form, oriented to pedestrians, which will limit the conflicts between vehicles and pedestrians. The proposed development is in conformance with the provisions of the future development plan articulated in the ity s omprehensive Plan The proposed development is consistent with the vision for the International Village. s stated in the omprehensive Plan, the vision of the International Village is twofold: To fortify and sustain the area as a living and working community for all people. To strengthen the local economy by enhancing the appeal of the area to nonresidents who desire to experience an authentic international community. Variances and/or aivers This letter will also provide justification for the variances and waivers that are required for approval of the proposed development. ach variance and/or waiver will be addressed in turn below, applying the criteria applicable to each such variance or waiver as provided for in Section 0-3 for variances or for waivers. VIN : The applicant is requesting a variance from Section 30-(b)()b of the UO to reduce the minimum buffer of 30 feet between the existing single-family residential use to the north and the proposed multifamily residential use of the subject property.. There are extraordinary and exceptional conditions pertaining to the particular property in question because of its size, shape or topography ue to the existing geometry of the subject property in relation to the spatial requirements of the UO, the required 30 feet buffer would conflict with the proposed driveway entrance and would eliminate parking to an already parkingdeficient site.. The application of this UO to the particular piece of property would create an unnecessary hardship iven the narrow width of the subject property, the proposed footprint has been designed to mimic the existing shape of the lot and has been further molded by the supplemental zones along both frontages. ith that in mind, the only feasible location for a proposed driveway would be along the northern region of the site where the required buffer exists. 3. Such conditions are peculiar to the particular piece of property involved The existing use for the subject property appears to be an auto repair/salvage shop and does not appear to comply with this requirement. lthough the existing use may be under an existing nonconformity, the proposed multifamily residential use would be intended to be more harmonious to the abutting single-family residential use than the existing use. 4. Such conditions are not the result of any actions of the property owner The aforementioned hardships of the existing geometry of the subject property are not the results of any actions of the property owner.. elief, if granted, would not cause substantial detriment to the public good nor impair the purposes or intent of this zoning ordinance s discussed in Item 3 above, the proposed use would improve existing conditions while promoting the purposes and intent of this zoning ordinance.
